2 1. Welcome & Apologies 1.1. Martin Gregg welcomed everyone to the meeting and introductions were made. 2. Declarations of Interests 2.1. None were declared 3. Minutes of the previous meeting 3.1. Minutes of the previous meeting had been circulated electronically and approved prior to the meeting. MG informed the group the minutes have been seen by CCG Board for information and published on the CCG Website Matters Arising None declared 3.3. Work Plan and Review of 2014/ Martin Gregg MG described the PPI work plan that relates to the CCG commissioning priorities. Once this document is completed, IPEF will use it to identify its priorities for the year ahead. 4. PPI Audit MG announced there will be an internal audit review of PPI as part of the wider audit for the CCG. MG explained that members of IPEF may be interviewed as part of the audit process, although this isn t confirmed yet. The final audit report will be brought back to IPEF when it is available. Action: Draft report to come back to IPEF 5. Patient Transport Services Survey Report JR reminded the group that a survey had been issued on behalf of the three CCGs participating in the procurement of non-urgent patient transport services (PTS). The CCGs are Bristol, North Somerset and South Gloucestershire. A report of findings will be posted on the CCG websites shortly. Key findings include 52 responses to the survey were received 94% rated the current service as being either good or excellent No respondents rated the service as being poor 87% of responses were received from those interested in the general (i.e. non-renalspecific) PTS contract The volume of responses received from those who are not service users is not high at 8%. However, it is recognised this exercise is not concerned with a project involving major changes to a service, and feedback was intended to be gathered in order to both understand any current service issues, as well as to potentially improve the future service specifications. The overall volume of responses at 52 is not high, but recognises the CCGs are not seeking to restrict, withdraw or substantially change the existing services. Some very useful comments have been received, and the level of satisfaction with the current service provision is very high. The group discussed the issue of the types of groups of people responding and the problem Page 2 of 9 IPEF Minutes 17 June 20

3 with not understanding the elements affecting the bigger picture. Agreed that managing expectations and sharing communications about the service and how it works is important. MG reflected there are interesting issues around securing views from patients, a need to look at others ways of getting views from patients and public other than through surveys. It was noted the procurement exercise had been delayed because acute services felt the service was not sufficiently responsive. The new service has to be in place by 1 April Action: Add a discussion around experiences of general transport to hospitals, local bus services and parking issues as an agenda item. 6. Equality Delivery System (EDS) Update from Nigel Roderick NR explained the EDS is a specific NHS tool for analysing and reporting on how the CCG measures up to its equality duties and performance, checking to see whether the CCG carries out its responsibilities. NR confirmed the Equality and PPI strategies hopes to bring the draft EDS to the October IPEF meeting before it goes to the Equality Expert Group for comment. 7. Updating PPI and Equalities Strategies Group Discussion MG reminded the group the current PPI and Equality & Diversity Strategies have to be reviewed and refreshed by April The group agreed a separate meeting/event would be arranged to undertake the review. Action. CS/NR/AE/MG to plan next steps. Timeline for publications for revised strategies by April 2016 MI asked about the profile of Mental Health, PPI and Equality & Diversity strategies. NR confirmed that good mental health discussions and pieces of work were being done for the PPI strategy and those views from MH patients and carers will be taken into account and used. MGar reminded the group of the Improving Access to Psychological Therapies Pilot service scheme which is taking place and a workshop is planned for September at the Batch, Warmley, Bristol. Charlie Record, PPG Chair, South Glos CCG and Rebecca Harrold, South Glos Council joined the group. 8. Children s Community Health Services Re-Procurement Rebecca Harrold RH reported the feedback from the June IPEF meeting was very helpful and has been incorporated into plans where possible: A particular concern had been raised about the need to provide opportunities for younger children to give their own views. It was concluded that schools would not have the capacity to run engagement sessions themselves and it is not appropriate to encourage younger children to access the on-line consultation without parental guidance. The emphasis therefore has to be on raising awareness of the consultation through schools bulletins from the Council and encouraging Page 3 of 9 IPEF Minutes 17 June 20

4 dissemination via school s websites and newsletters. There will also be posters to put up and postcards to share. 4 South Gloucestershire senior schools involved in previous engagement activity have indicated that they would like to continue to have special involvement in further consultation which the central programme PPI lead will organise, but the programme does not have the capacity to do this for every school year olds were another group identified as a difficult group to reach. We will engage with Further Education establishments but anyone not involved with these can only be reached by general awareness raising through the media and posters/information in community environments such as libraries and health centres. Postcards and posters are being printed featuring caricatures of the Young People involved in designing the material. The same caricatures are used in an animated video clip about the consultation. Webpages will be in plain English and will have browse-aloud, google translate, the animation clip and a BSL clip to aid accessibility. Young people have been involved in the design of the webpages (which should also be mobile device friendly). Other PPI planned activity:- A public consultation drop-in event is booked for 7th October at the Batch. A Professionals consultation event is arranged for 1st October to which many professionals involved in Children s services will be invited (NBT, Social Care, Special Schools head teachers, etc.,) A joint Bristol and South Gloucestershire event for the Voluntary Sector and Healthwatch is being organised with James Picardo and Tony Jones. A consultation event with South Glos Parents and Carers is being targeted for 10th November. We will attend the Engage Festival on 17th October as an awareness raising opportunity. Alison has contacted Shiv Sama and Kay Tily from the Racial Equality Network and the Disability Equality Network respectively to ask them how they would like us to engage with them. RH hopes to have a slot on the agenda for IPEF in October. MG commented on the clear evidence of good engagement and,the need to look at responses to see what happens after consultation, if issues are raised can we respond to them? RH reported that a mid-term review is planned to see where they have heard from certain groups, via geography, age group and by type of interest. The consultation launches 3rd Sept 20 and finishes 23 November 20 when it will be picked up and factored into specification for bidders January An update will be brought back to the next IPEF meeting in October 9. Minor Injuries Services Pilot Update Dr Ann Sephton AS presented the service pilot and reminded the group about the earlier discussions around the national guidance on urgent care and best practice. She drew attention to a consultation survey and asked IPEF reps to complete the survey online or on hard copies. The survey closes 7pm, 11 September 20. Page 4 of 9 IPEF Minutes 17 June 20

A.O.B AS informed the meeting that the aim is to: To provide a close, convenient option for most South Glos patients who have suffered a minor injury Increase patient choice when they suffer a minor injury Create additional capacity in GP practices to see patients with minor injuries on the same day Keep A&E as the place for patients with more serious injuries or illnesses Increase the skills of surgery staff to care for a wider range of problems 54% of all minor injuries attendances occur Mon Fri 8am-6pm and 94% of SG patients live within 20 minutes of their GP by public transport AS explained this service will not need additional recruitment as there are already staff based in practices who would be able to support the minor injuries care and would receive the necessary training. This service will cover the whole of South Gloucestershire making it equitable and coordinated. There has been great interest from the practices and formal expressions of interest are currently being received. The existing image systems will continue to work in the same way. However, they will now also have the option of referring an individual to the MIU service in a GP practice if required. AS informed the group this paper has gone to the PPG network forum, she has been on the radio, and information added to the council and CCG website. AS encouraged IPEF members to complete the MIU survey themselves. AS reminded the group the costs of setting up an MIU service at Cossham would be greater than putting the service into primary care This proposal would offer a fairer system for all South Gloucestershire patients to have local access wherever they live Action: A GP locality map to be sent to IPEF members MI asked about Mental Health Services being moved from the community to a community based day hospital where patients could go during the day. MG agreed there was a need to think how we can reflect mental health provision across South Gloucestershire and a discussion around mental health in general. SW talked about a follow up plan that is being given to patients currently have had a trauma or accident and have been discharged from orthopaedics. The plan is to guide them through to full health in the following months. SW asked whether it was necessary to have community eye service across South Gloucestershire and asked. CR explained this service aims to provide an accessible and clinically effective, community based service for the assessment, diagnosis and treatment of defined minor eye conditions. A survey of GPs who participated in the pilot recorded 100% satisfaction with the Community Eye Service and patients recorded reported high levels of satisfaction with regards to ease of travel, waiting times and overall quality of service. AF informed the group that she and James Picardo are running a conference on 8 September, bringing the voluntary sector together to talk about health and social care, Alison Enever will present what is happening in the CCG and Adult Social Care Page 5 of 9 IPEF Minutes 17 June 20

6 will also present, as will Mark Pietroni from Public Health. CS reminded the group there is a survey online around the community eye service across South Gloucestershire and there is an Improving Access to Psychological Therapies workshop event on September, Have you ever felt anxious depressed or that life is just too difficult? CS asked the group to spread the word to encourage people to attend.
