1 ICS Category: Logistics ESF # 6 Responsible for Public Works and Engineering Reports to the Logistics Coordinator DATE OF ACTIVATION: REASON FOR ACTIVATION: ESF STAFF NAME: DATE: TIME: By (initials) PREPAREDNESS Review mass care center lists and capabilities to include feeding. In addition, check agreements for facility use. Check primary/secondary contact person list and check if possibility of using facility staff in emergencies has been authorized and coordinated/approved by appropriate union organizations. Notify persons and organizations identified in mass care resource list about possible need for services and facilities. Preplan the availability and staffing of facilities needed for mass reception and care. Review plans and SOPs for mass care centers. Assist municipal EMC s in developing their mass care plans, training people and exercises. Report unmet needs to the EMC. In coordination with ARC, Assist municipal EMC s in developing their mass care plans, training programs and exercises. Designate mass care officer or coordinators. Prepare plans and procedures to activate mass care centers. Establish an emergency human care services organization composed of all agencies and private organizations with such resources. Maintain a list of public and private organizations and inventory of resources. Develop mutual aid agreements with other jurisdictions. Identify areas potentially in need of evacuation (i.e., floodplains, areas near hazardous materials, etc.).
2 By (initials) Assure that municipalities have identified population groups requiring special assistance during evacuation (i.e., prisons, educational and health facilities, senior citizens, persons with disabilities, etc.). Designate pickup points, staging areas and evacuation routes, to include rest areas where evacuees can obtain fuel, water, medical aid, vehicle maintenance, information and comfort facilities, as appropriate, taking traffic capabilities and deteriorating conditions into account in coordination with municipalities. Make arrangements for disabled vehicles. Develop information on risk areas, evacuation routes and reception areas for site-specific hazards. Assess transportation needs and resources based on the number of persons needing transportation as determined by each municipality. Identify and report unmet needs to PEMA. Develop mutual aid agreements with adjacent political subdivisions. Develop alert information for non-english speaking population. NOTIFICATION Report to the county Emergency Operations Center (EOC) (name of facility and street address). Review the checklist. Notify the Deputy Mass Care Evacuation - Sheltering Officer and place him/her on standby. Open and maintain Mass Care - Sheltering Action Log (Attachment 1 to this checklist). Develop shift schedule for possible 24-hour operations. Establish contact with the American Red Cross Chapter and Voad. Notify Logistics Coordinator (EMC) of unmet needs in Mass Care Sheltering Operations MATERIALS AND INFORMATION INVENTORY Notification and Resource Manual Action Log (Attachment 1) Copy of the County EOP. Copy of the American Red Cross Chapter Disaster Plan Listing of Reception Centers, Mass Care Centers, Shelters Listing of Red Cross Assets. County map with Mass Care / Shelter Facility locations. OPERATIONS Interface with appropriate county and state agencies as required.

Communicate information specific to the situation regarding Protective Actions (Sheltering, Evacuation). In coordination with ARC, select mass care centers considering the following: Hazard and situation analysis Locations in relation to potential evacuation routes. Services available in facilities. Estimated numbers of evacuees needing mass care. Obtain status assessments from the involved municipalities (Roads Closed, Water / Power disrupted). Coordinate with Resource Management regarding supplies. Coordinate with the County Haz-Mat Officer regarding any facilities locations reporting damage and hazards. As appropriate, provide information to the County Public Information Officer. Provide periodic status updates as appropriate. Complete activity log and document all activities. Maintain information for event file. Open and staff mass care centers. Coordinate with EOC staff to ensure communications are established, routes to mass care centers are clearly marked, and appropriate traffic control systems are established, if required. Display markers identifying mass care centers at appropriate locations. Make public announcements about mass care center availability and locations in coordination with PIO. Prepare and receive evacuees and provide for their health and welfare. Provide police and fire suppression services at mass care centers. Implement plan for use of USDA foods for mass feeding. Institute special social services programs at opened mass care centers. Assign evacuees to lodging and feeding facilities. Determine unmet needs. Assign trained managers and staff to all facilities. Designate facilities for lodging institutionalized or special needs groups.
4 By (initials) Keep the Logistics Coordinator and Finance Officer informed of the situation and any unmet needs. Maintain records of financial expenditures and mass care supply use. Accommodate the operation of spontaneously activated mass care supply use. If appropriate, coordinate with EOC for radiological support of reception and mass care centers. Define specific area of evacuation. Assure legal basis for implementation of evacuation order. Make evacuation decision and implement evacuation orders to include federal, state, county prisons, educational institutions, health care facilities, and day care facilities located in risk area. Implement primary and supplementary means of warning. Activate EAS announcements and other public information activities. Establish traffic and access control points, as needed. Evacuate elderly and persons with disabilities. Provide police and fire protection for evacuated areas. Designate reception areas and mass care centers, if necessary. Provide transportation, as necessary. RECOVERY Keep mass care centers operating as long as necessary. Arrange for return of evacuees to homes or for transportation to longterm mass care centers, if necessary. Deactivate unneeded centers. Clean and return mass care centers to original condition and negotiate reimbursement for damages. Compile statistical data and reports to document what was done and at what costs to justify authorized reimbursement. Review operations and revise plans, as necessary.

Establish Disaster Recovery Center (DRC), if appropriate. Reestablish utility services. Coordinate necessary cleanup and sanitation measures. MITIGATION Attend post incident analysis meetings. Compare documentation with other ESF s appropriately. Review and update internal and ESF plans, as necessary.
