INTRODUCTION TO WILLIAMS CONSULTING Williams Consulting is a First Nation family-owned business specializing in Research, Strategic Planning, Facilitation, Training, Program Development and Assessment/Evaluation. In existence for 25 years, the company has worked primarily with First Nation and Métis people. Williams Consulting has an extensive record carrying out qualitative and quantitative research initiatives. In addition, they conduct needs assessments, review and evaluate programs and policies, and support organizational development. Williams Consulting designs and delivers culturally relevant workshops, facilitates stakeholder consultations and guides conflict resolution. Williams Consulting works closely with Federal, Provincial and First Nation government clients on a number of assignments, including program evaluation, organizational review, human resources, policy review, environmental scanning, quantitative and qualitative database development, public and multistakeholder consultation, training, and research. Clients have included Health Canada, Indian and Northern Affairs Canada, Human Resources Development Canada, Canadian Heritage, Chiefs of Ontario, and Provincial Territorial Organizations. In addition, the company works with individual First Nations, the private sector, non-governmental organizations, and the University of Ulster among others in undertaking program development, feasibility studies, education and awareness. Team members have experience with many First Nations, Métis and Inuit communities in urban, rural and remote areas. 4 WILLIAMS CONSULTING APPROACH Our approach is situated in lifelong, Indigenous learning of First Nations values, languages, beliefs and worldviews. Team members are guided by Elders and Traditional Teachers in their work. We believe in supporting: A visionary process in which stakeholders identify their vision for the project. This is often referred to as intuitive knowledge. In order to achieve that vision, it is necessary to first gain an understanding of what the current situation is. Movement and strength, by coming together in a respectful way by listening, describing and analyzing the information with the goal of moving towards the development of a useful and effective program, strategy, policy or report. Relationship Building, by taking the time to establish relationships, by learning from one another, by ensuring that all are kept informed of the project process and progress. 5 WILLIAMS CONSULTING TEAM MEMBERS Andrea J. Williams, Hons. B.A., M.A. (First Nation Member) Owner/Project Manager/Senior Analyst Andrea Jane Williams has 25 years experience in working with First Nation communities in Ontario and 15 years experience with research, assessment and evaluation with First Nation organizations and programs in First Nation communities across Canada. She has acquired extensive knowledge of First Nation cultures, values, history and issues. A member of Sandy Lake First Nation, Ms. Williams strengths are identifying, developing and nurturing critical stakeholder relationships to achieve project goals within a culturally relevant framework. She has experience in First Nation research, strategic planning, assessment and evaluation including project management. She has practical experience working with diverse First Nation communities, delivering programs and developing policy, and has an understanding of the issues they face. Her involvement and success in this field is now recognized internationally as she continues her work with community groups to facilitate government engagement of marginalized groups in decision-making. In 2008, Ms. Williams received an International Award for Excellence in the area of diversity in organizations, Lydia and Caitlin Williams communities and nations. daughters of Andrea J. Williams Shirley I. Williams, B.A., M.E.S. Diploma from NLIP, Professor Emeritus (First Nation Member) Cultural Advisor Ms. Shirley Ida Williams is a member of the Bird Clan of the Ojibway and Odawa First Nations of Canada. She was born and raised at Wikwemikong on Manitoulin Island, now residing in Peterborough. She attended at St. Joseph s Residential School in Ontario. Shirley has lectured across Ontario promoting Nishnaabe language and culture. She received her B.A. in Native Studies from Trent University. She received her diploma in Native Language Instructor s Program, Lakehead University and her M.E.S. at York University on Language and Culture Manitoulin Dialectic in Shirley is a key team member with Williams Consulting (no relation) and acts as an First Nation protocol advisor, co-facilitator, traditional teacher and analyst on all contracts and sub-contracts that Williams Consulting has held over the past 3 years. Shirley is a consultant and has sat as an Elder at Sweetgrass First Nation Language Council, for the Woodland Cultural Centre, Brantford, Ontario. She has published a book Aandeg meaning The Crow. She has translated in Ojibway a pamphlet for the Government on Breast Cancer for Women. 6 Kienan Williams, Hons. B.Sc. MPH. (Cand.) (First Nation Member) Manager/Senior Analyst Kienan Williams (Status Indian) is a member of Sandy Lake First Nation, Ontario. Mr. Williams completed his Honours Bachelor of Science degree from the University of Toronto with a double major in Integrative Biology and Health Studies. He is currently finishing his Masters Degree in Public Health. The son of Andrea J. Williams, he has nine years experience working with First Nations communities in Ontario, Manitoba, Saskatchewan and British Columbia undertaking facilitation, research, data analysis and report writing. As a partner in Williams Consulting, he is integrally involved in all aspects of the work mentioned in the corporate profile. Heather Shpuniarsky Hons. B.A., M.A., Ph.D. Senior Analyst / Researcher Heather Y. Shpuniarsky has taught for 8 years at Trent University; most recently, she is the instructor for Indigenous Studies 200: Politics and Aboriginal Communities. Her Ph.D. dissertation is entitled, The Contemporary Relationship between the Anishnaabeg and the Haudenosaunee. This work concerns the complex nature of the ancient relationship between these two nations and uses historical consciousness to grapple with it in a contemporary context. She is well versed in history, politics and is a student of Indigenous knowledge. Heather has also been involved in a number of research projects, including: Aboriginal and non-aboriginal alliances, a SSHRC funded project which explored the relationships created around areas of social justice and the environment. 8 CORPORATE EXPERIENCE The following projects provide some examples of the depth of First Nation Research, Strategic Planning, Facilitation and Assessment / Evaluation and First Nation Engagement experience that Williams Consulting possesses. Regional Longitudinal Health Survey (RHS) Phase II ( ) Ontario Region Final Report - The First Nations Regional Health Survey (RHS) is a First Nation initiative carried out through the First Nations Information Governance Centre (FNIGC). The RHS Phase 2 was initiated in 2008 and completed in the fall of The target sample for Phase 2 was 30,000 First Nation individuals in 250 First Nations communities in the ten participating regions across Canada. In RHS Phase 2, 72.5% of the target was achieved and in total, 21,757 surveys were collected in 217 First Nations communities. Williams Consulting, was contracted by the Chiefs of Ontario in May 2011 to de-identify, analyze, interpret, and prepare the Ontario RHS Region Report. We have subsequently been contracted to prepare specific context papers and fact sheets based on the data. action plan for the prevention, reduction and elimination of Prescription Drug Abuse in Ontario First Nation communities. The four key areas of the strategy include approaches to address: health promotion, healthy relationships, reducing the supply and supporting a continuum of care. Serpent River First Nation Community Health Plan Williams Consulting was contracted to support the development of the Community Health Plan. This work included facilitating a consultation with community members, reviewing and revising program descriptions, as well as completing a narrative of SRFN s community health needs and priorities. The contract concluded with a strategic planning process designed to produce an action plan for the new Community Health Plan. Chiefs of Ontario Prescription Drug Abuse Strategy - Williams Consulting was contracted by Chiefs of Ontario to work with an Advisory Panel to produce a report that establishes a strategic action plan for negotiation with the Federal and Provincial Government to address the Prescription Drug Abuse epidemic in Ontario First Nation communities. The Vision of the Prescription Drug Abuse Strategy is that First Nations communities and leadership will eliminate prescription drug abuse by working together to support the continued development of healthy communities. The Prescription Drug Abuse Strategy builds upon existing research and practices as well as community promising practices to formulate a solution based Evaluation of the Healthy Bodies, Healthy Minds (HBHM) Initiative - Working with Manitoba First Nation Schools and Aboriginal Diabetes Initiative workers, this contract is an evaluation of the First Nations and Inuit Health - Manitoba Region Healthy Bodies, Healthy Minds (HBHM) initiative. This initiative aims to foster a healthy environment by promoting and supporting healthy eating, physical activity, and healthy lifestyles. North Shore Tribal Council (NSTC) Economic Development Strategic Planning - The purpose of this contract is to facilitate an Economic Development Strategic Planning Session for Mamaweswen, the North Shore Tribal Council. 9 Serpent River First Nation Integrated Policy Framework - The purpose of this contract is to outline a policy framework for Serpent River First Nation (SRFN). This policy framework is intended to identify the key issues that play a role in the well being and quality of life of community members and to define the role of Chief and Council as well as Management in responding to these issues. A Review of the Centering Pregnancy Pilot Projects in First Nations Communities - Williams Consulting reviewed the First Nations and Inuit Health Branch Centering Pregnancy (CP) Pilot Projects to determine if the approach to prenatal group care is relevant to First Nations communities. The study assesses the relevance and applicability of the Centering Pregnancy model to First Nations communities and to help guide any adaptations required to support ongoing group models of prenatal care. In addition, comparisons were made between information gathered from the Centering Pregnancy pilot sites and the separate group prenatal care site in Alberta to identify promising practices. Needs Assessment for After-school Programs for Ontario First Nations - Williams Consulting is undertaking a needs assessment focusing on after-school programming for First Nations communities in Ontario. The final report will provide recommendations for allocation of on-reserve after-school funding in the school year, ranking top priorities for the funding including consideration for remote and more urban reserves. First Nation Land Management Regime Ontario First Nations Environmental Landscape Meeting - Williams Consulting facilitated the first regional meeting of Ontario First Nation representatives and Indian and Northern Affairs Canada participating in the First Nations Land Management Act (FNLMA). Williams Consulting developed the agenda, facilitated presentations and discussions as well as provided a proceedings report for Ontario First Nations engaged in the Environmental Management Agreements. Nationwide Comparative Analysis of Addictions / Mental Health Services by Urban Aboriginal Health Centres - This study undertook a comprehensive comparative analysis of addictions treatment, prevention and mental health services provided in three urban Aboriginal Health Centres. The report outlined the existing situation, needs and services in three centres and documented the promising practices for treatment and prevention in meeting the needs of urban First Nations and Inuit people. Ontario Federation of Indian Friendship Centres - Williams Consulting was contracted by the Ontario Federation of Indian Friendship Centres to conduct a gap analysis of information and data collection needs for OFIFC programs. OFIFC is a leader in collecting electronic data and aims to improve their capabilities to produce synergistic information/data collection across their programs. w w l i s l i n. c a

10 Ontario Region First Nations Addictions Service Needs Assessment - Williams Consulting conducted a needs assessment of addictions services among Ontario First Nations to identify gaps, overlaps and strengths of the addictions prevention and treatment services accessed. A strategic plan for enhancing and renewing the addictions prevention and treatment services has been finalized. First Nations Public Health Relationship Framework - Chiefs of Ontario contracted Williams Consulting to support the rollout of an important new initiative designed to improve the coordination of public health services on-reserve and guide Canada, Ontario and First Nations in delivering public health services on-reserve. Northern Ireland Irish Travellers Sharing the Story Project - Williams Consulting has been working with INCORE (International Conflict Research, University of Ulster/United Nations University - a centre of peace and conflict studies focused on the transformation from conflict to peace in divided societies) which focuses on strengthening the minority ethnic sector in Northern Ireland (NI). The overall goal of Sharing the Story Project is to develop new approaches to achieving positive change for Irish Travellers in relation to both community development and public policy. gathered data and information (environmental scan) to better understand how four federal departments and their regional offices manage requests for services and resources related to First Nations and Inuit Children with special needs and their parents. Particular attention was paid to articulating how departments currently manage the needs of children with special needs and their families and provided broad recommendations that will be used to open dialogue on how departments may begin to deal with inequities for children with special needs as well as address the rights of children with special needs by providing consistent and integrated services for children with special needs. FNIHB Recruitment and Retention of Aboriginal Employees - This project was designed to provide recommendations of steps to take to increase the representation of First Nation employees in the First Nations and Inuit Health Branch (FNIHB). Native Women s Association of Canada Sisters in Spirit Initiative - The purpose of this contract was to assist with the implementation of a long-term research agenda designed to inform a policy and public education campaign aimed at addressing the underlying factors contributing to the gendered racial violence against First Nation women resulting in their disappearance or death. FNIHB: An Environmental Scan on current delivery mechanisms and funding resolution methods in Federal Programs and Services for Children with Special Needs or complex medical needs - The purpose of this project was to gain a better understanding of the jurisdictional realities and issues facing First Nations and Inuit children with special needs and their parents. This project systematically and comprehensively Native Women s Association of Canada (NWAC) Matrimonial Real Property (MRP) Solutions - The purpose of this contract was to fulfill the federal government s duty to consult with First Nation people regarding Matrimonial Real Property Solutions. 11 Health Human Resources Needs Study: Continuing Care in First Nations and Inuit - The purpose of this study was to provide labour market information, identify human resource challenges and issues specific to First Nations and Inuit communities, analyze recruitment and retention issues and examine how educational program curricula might be adapted to provide a more culturally relevant focus. Williams Consulting was sub-contracted to support this study. Evaluation of the Strategic Community Risk Assessment and Planning for Enhanced Tuberculosis Program - The First Nations and Inuit Health Branch (FNIHB) in partnership with First Nation peoples, Tuberculosis (TB) experts and community health care providers developed a resource to enhance community capacity to develop local Tuberculosis programs. Williams Consulting undertook an evaluation that examined how communities were made aware of the resource, to what extent the resource was being used in First Nation communities across Canada and how useful it has been as a tool to support and enhance Tuberculosis programming. Williams Consulting created a series of recommendations regarding the expansion of this resource for use with other Indigenous populations, both nationally and internationally. Williams Consulting highlighted the achievements and lessons learned since the release of the SCRAP-TB resource. Approaches for Preventing Chronic Diseases Among Canada s First Nations and Inuit People - The purpose of this project was to engage individuals in a public health dialogue about chronic disease to support ongoing policy and program activities in the branch. In particular participants included First Nations and Inuit, national and regional First Nation Organizations, the provinces and territories, Northern Secretariat and experts in chronic disease prevention to provide the branch with more information from people in the field that may be more knowledgeable about First Nations and Inuit people s needs. First Nations Community Public Health Pilot Projects Formative Evaluation - The First Nations Community Public Health Pilot Project is intended to help inform future directions in the delivery of public health on-reserve, leading over time to improved health outcomes and increased First Nations control over delivery of their own public health services. Williams Consulting assisted the three pilot projects in conducting a formative evaluation for year two of the initiative. The final evaluation report consisted of four components: a formative evaluation report from each of the three pilots and a single analysis by the Williams Consulting study team of overall observations. Task Force on Aboriginal Languages and Cultures - Williams Consulting team members were sub-contract for the coordination of national consultations for the Canadian Heritage project regarding the preservation of Aboriginal Languages and Culture, producing a report summarizing those community findings. Environmental Scan of Ontario First Nations Community Support Programs - The Chiefs of Ontario and the Ministry of Health and Long-Term Care were seeking advice and recommendations about the allocation of $6 million to expand community support services in First Nations in Ontario. They were undertaking an environmental scan to explore the various issues involved. The methodology included the design of a survey tool and conducting focus groups. w w l i s l i n. c a
