2 Letter from the CEO Dear Prospective Candidate Thank you for your interest in the post of Director of Resources. We must become a modern, effective and efficient organisation. This executive director level role is key to achieving this ambition. At the Nursing and Midwifery Council, we have a statutory duty to protect the public through our work to regulate nurses and midwives working in the UK. Over the last few years our improvement and sustained performance as a regulator has been acknowledged externally but I want our organisation to improve further and to become the leading healthcare regulator. To do this we must become a modern, effective and efficient organisation. This executive director level role is key to achieving this ambition. As a member of the executive team, you will be committed to driving organisational excellence and enabling delivery of the highest standards of service. Your ability to think critically and analytically will support us to build a culture of continuous improvement across the organisation. There is also a significant role to play in developing our vision for the future of the organisation and how we assure the Council of our performance. 2 As the director, you will provide effective leadership across a varied remit including finance, procurement, estates, corporate performance and risk, technology and the project management office. You will ensure that the team provides a first class service that enables us as a modern, efficient regulator. This is an exciting and challenging position, with the successful candidate being asked to devise three strategies within the first twelve months of the role, these strategies are: IT, Accommodation and Finance. You will be joining us at a time of great change for the nursing and midwifery professions where the expectations of us and our role as the regulator have never been higher. 3 About Us We are a healthcare regulator with a responsibility for maintaining the largest registered care workforce with over 690,000 nurses and midwives. We have 800 staff and a revenue of circa 85m p.a. We are driven by a dedication to provide value for money for our registrants. Our regulatory responsibilities are to: maintain a register of all nurses and midwives who meet the requirements for registration in the UK set standards for education, training, conduct and performance so that nurses and midwives are able to deliver high-quality healthcare consistently throughout their careers take action to deal with individuals whose integrity or ability to provide safe care is questioned, so that the public can have confidence in the quality and standards of care provided by nurses and midwives. 4 Our Strategy Setting and applying standards of practice and behaviour for 690,000 registered nurses and midwives the largest registered care workforce in the UK is no small task. We have a significant and vital role. With a register that can change throughout the year the effective and prudent management of our income is a vital yet challenging and complex task. We meet this by making sure that we provide value for money and drive efficiencies across all of our services, a principle outlined in our Strategy This strategy sets out how we protect the public by building on our strengths as a modern, effective and efficient organisation. We cannot work in isolation. We work closely with other regulators and employers, unions, educators, professional bodies, charities and governments of the four countries of the UK. This collaborative way of working allows us to extract the maximum impact for the resources that we use. Public and professional expectations of regulation have never been higher, which gives us the opportunity to be proactive and regularly review our services. We plan our income spend with accuracy, efficiency and effectiveness to meet the needs of the modern regulator we want to be. We have to acknowledge the challenging conditions that the nurses and midwives we regulate are practising in, particularly around staffing levels. The data we publish shows how nurses and midwives are responding to global mobility trends and how the workforce is influenced by external factors such as Brexit. These are just a few of the challenges, which makes working in the NMC fast paced, high profile and exciting. Where needed, we will adapt our plans to meet unexpected challenges. This dynamic form of regulation is innovative, forward looking, and enables us to better protect the public in a changing environment. 4
5 Our staff Our people are vital to the delivery of our Strategic Plan The People Strategy will ensure the development of a progressive, sustainable and engaged working environment that contributes to the development of our culture as a dynamic regulator. 6 The purpose and scope of the role Reporting to the Chief Executive and Registrar you will lead on our work across a number of the NMC s support functions. This role will have responsibility for our corporate functions including Finance, Procurement, Estates, Corporate Performance and Risk, Technology and Digital. This is a highly significant and influential role within our senior leadership team structure. The Director of Resources will be responsible for an income of circa 85m as well as significant capital and departmental budgets. The successful post holder will forge strong and effective working relationships with stakeholders both internally and externally to support the implementation of our corporate strategy. As Director you will be personally responsible for the creation of three key strategies for the organisation. The IT Strategy needs to articulate the right approach so we have the best technology to become a modern and efficient regulator. The Accommodation Strategy will support us to move two Central London offices to new locations in 2019, this strategy will also have a focus on all our office locations to help improve working environment plans for the future. The financial strategy will review not only our day to day approach to managing our resources but how we make the most of our reserves and plan effectively for the future to ensure we balance investment with sustainability. You will also have a pivotal role in updating and implementing our 2020 plan. As a senior member of our executive team, you will work closely with our Chief Executive and the NMC Council, to ensure that effective systems and processes are in place to support the NMC s development. Leading a team of senior professionals who are specialists in their fields, you will instil an ethos of collaboration and focus on providing joined-up support in order to achieve our strategic objectives. You will provide advice and assurance to the Chair, Council and the Chief Executive that the organisation maintains probity in all its corporate activities and complies fully with statutory and regulatory requirements in relation to your service area. You will be responsible for building integrated governance systems, manage the risk to the business and compliance adhering to our requirements at all times. As Director of Resources, you will need to be a strong and motivational leader with demonstrable experience of supporting the management of multiple operations. Customer Service is paramount to meeting the challenge of achieving high standards of delivery in a fast-paced environment. With a register that is continually changing, which directly affects our income, you will need to be resourceful with our funds, making sure that our services are being run in the most cost effective manner. You will implement plans across all of your management areas to make sure budgets are being utilised in a way that is cost effective, while continually providing a high-quality service. You will ensure that all teams work cohesively to support our strategy to help us to become a leading, dynamic regulator. 6

Lead the Resources directorate to support the Chair and Chief Executive and Registrar to deliver the NMC s Corporate Strategy. Have executive accountability for the leadership of our finance, procurement, estates, corporate performance and risk, technology and digital services. Play a key part in supporting our vision to be a modern, dynamic and intelligence-led regulator. 7
8 Key responsibilities Provide motivating and visible leadership to provide clear direction. Ability to model our values and behaviours to enable staff in all areas of responsibility to deliver excellence. Provide compelling, consistent and corporate leadership, which creates clarity for all staff and builds a clear sense of shared accountability for the success of the organisation. Develop and maintain excellent external relationships, acting as a corporate ambassador for the NMC and building the organisation s reputation and profile as a provider of high quality regulatory and public protection services. Oversee the preparation of the organisation s annual business plan and budget. 8 Lead effective financial planning, budgeting, forecasting and analysis, so that the NMC operates soundly, financial risks are recognised and managed, and agreed commitments (both short- and medium-term) can be met. Oversee the direction and provision of internal audit and quality assurance functions to ensure that the NMC is delivering appropriate, effective and value-for-money services within a framework of proper controls and standards. Lead the development of the NMC s Estates strategy, ensuring the organisation is able to deliver its services effectively, whilst also maximising the value for money, efficiency and environmental performance of its property assets. Oversee the implementation of technologies and systems that meet the needs of NMC users and staff, providing leadership and seniorlevel advocacy for the delivery of technology solutions - both core IT and digital - that support current and future business change programmes. < >
9 Person specification Qualifications and experience Educated to degree level or equivalent. Substantial experience of working at director level in a high profile, complex environment, skilled in understanding and responding to different perspectives and taking a crossorganisational perspective. Experience of managing change. A track record of leading strategy, cultural change and service improvement. Personal style and behaviour Operates at all times with the utmost integrity and a strong sense of responsibility in manner that promotes trust and mutual respect. A visible and motivational leader and supportive team player who takes collective responsibility and works effectively with staff; respecting their expertise and setting an appropriate balance between autonomy and accountability. Resilient, self-confident and can-do attitude to lead and drive through change. Knowledge An understanding of the NMC s regulatory and social policy environment. Strong intellectual skills, innovative thinking, analysis and practical application. Demonstrable experience of leading on IT, Accommodation and Financial strategies. Sound understanding of pension management strategy and legislation. Substantial experience of successfully identifying and implementing changes to services to improve delivery in terms of efficiency, cost effectiveness and performance across functions. Ability to think critically and analytically to draw sound conclusions on the basis of complex data. Proven track record of building and maintaining strategic relationships and networks and of working in partnership. Skills Excellent commercial acumen with expertise in compliance with relevant statutory and regulatory requirements. Meticulous with a strong attention to detail fosters a culture of continuous improvement, by highlighting examples of good practice internally. Demonstrable enjoyment and skill in leadership and people management. Strong team worker with the ability to foster a collegiate culture. 9
10 Salary and benefits At the NMC we put our people at the heart of everything we do. We value the contribution our people make to the success of our organisation. In return, we offer a comprehensive and competitive benefits package including: Salary up to 140,000 per annum depending on experience 33 days annual leave (plus 8 days paid bank holidays) with an added option to buy and sell three days annual leave Attractive pension scheme - Up to 8 percent of salary contributed to pension scheme (NMC will contribute 4 percent on starting, increasing each year until 2018 (FY) when it becomes 8 percent) We operate two salary sacrifice schemes: i. Cycle to work This is a government initiative intended to encourage commuters on to bicycles for their journey to and from work. Members of staff pay for bicycles and related equipment in order to travel to work, from their gross salary, i.e. before deductions for income tax and National Insurance.
