2 Family Day Care Educatr Registratin - Prcedure Versin 6-15 February 2017 Purpse & Scpe Prcedure Lake Macquarie Family Day Care maintains a register f suitable educatrs t prvide educatin and care fr families in the cmmunity Educatrs perate their educatin and care service frm a residence r apprved venue Lake Macquarie Family Day Care may register educatrs utside the lcal area. Lake Macquarie Family Day Care als registers educatrs t prvide relief care during perids when the primary educatr is unable t prvide care due t temprary absence. This prvides the pprtunity fr cntinuity f care fr children in a familiar setting. All registered educatrs are required t adhere t The Natinal Quality Framewrk and Lake Macquarie Family Day Care plicies and prcedures. Lake Macquarie Family Day Care registers educatrs based n the applicant s suitability t prvide an educatin and care service, including: ability t demnstrate suitable knwledge f apprpriate current educatin and care practices previus qualificatins and/r experiences wrking with children demnstrated capacity t fulfil regulatry and administrative requirements the safety f the applicant s residence r venue envirnment the lcal demand fr educatin and care services within the cmmunity and the applicant s ability t meet thse demands Educatrs perate as independent cntractrs and are nt emplyees. Lake Macquarie Family Day Care cannt guarantee educatrs incme r referral. Referral is based n demand fr care and in a cmpetitive market parents will determine which service meets their needs best. Prcess Applicatins 1. All educatr applicants must cmplete and return t the nminated supervisr, an Applicatin fr Registratin as an Educatr, and include the name and cntact details f tw (2) adult referees. Referees must nt be a relative f the applicant. 2. On receipt f an applicatin, the nminated supervisr r delegate will assess the applicatin t: ensure all required infrmatin is prvided and it is prperly executed ensure the applicant demnstrates, frm their respnses t attitudinal questins, apprpriate experience in caring fr children and knwledge f apprpriate current educatin and care practices 3. When the nminated supervisr r delegate determines that an applicatin meets relevant criteria, they will arrange a face-t-face meeting with the applicant: at the applicant s place f residence r venue; r FDC Office r ther suitable meeting rm at Lake Macquarie City Cuncil 5. During the meeting, the nminated supervisr, r delegate will: seek the applicant s respnses t questins related t prviding educatin and care and designed t assess the applicants suitability bserve the applicant s interactins with any children present bserve the applicant s ability t cmmunicate effectively with adults This is a cntrlled dcument. The nminated supervisr r delegate will advise the applicant that they will cnduct a further frmal Residence r Venue Risk Assessment befre the registratin prcess is cmpleted 6. Fllwing the meeting the nminated supervisr r delegate will cnsider all available infrmatin in cnsultatin with relevant staff and will determine whether the applicatin is suitable fr prgressin. 7. The Nminated Supervisr r delegate will: ntify unsuccessful applicants f the utcme f their applicatin in writing ntify successful applicants in writing f cntinuatin f their applicatin and prvide relevant infrmatin t the applicant including The Natinal Quality Framewrk dcuments Relevant early childhd resurces Hw t access Lake Macquarie Family Day Care Plicy and Prcedures Residence r Venue Risk Assessment dcument Family rles and respnsibilities leaflet and acknwledgement (primary educatr applicants nly) 8. The Nminated Supervisr r delegate will request all applicants prvide evidence and dcumentatin cntained in educatr registratin checklist apprpriate t their applicatin type. 9. Befre ffering registratin t an applicant, the Nminated Supervisr r delegate must ensure: the applicant has prvided all satisfactry evidence and dcumentatin required in educatr registratin checklist apprpriate t their applicatin type in the case f a primary educatr applicant, whse residence r venue is n bush fire prne land, written apprval t perate a family day care service is received frm NSW Rural Fire Service the applicant has cmpleted the fllwing training: (dcumentary evidence is prvided) Child Prtectin/Respnding t Children at Risk f Significant Harm First aid qualificatin that includes CPR, asthma and anaphylaxis management that satisfies the requirements f Australian Children s Educatin and Care Quality Authrity Understanding Family Day Care Respnsibilities - including The Natinal Quality Framewrk and Lake Macquarie Family Day Care Plicy & Prcedures Administrative practices including attendance recrd cmpliance Minimum qualificatins Certificate 111 in Early Childhd ( Nte- if wrking tward qualificatins applicants must be able t prvide evidence f current enrlment and have successfully cmpleted at least 1 mdule ) r ther qualificatin that satisfies the requirements f Australian Children s Educatin and Care Quality Authrity Cde f Cnduct- Lake Macquarie City Cuncil Wrk Health and Safety- including cmpleting risk assessments and planning fr emergency evacuatin satisfactry references have been received frm the persns nminated as referees by the applicant This is a cntrlled dcument. 4 Family Day Care Educatr Registratin - Prcedure Versin 6-15 February 2017 satisfactry respnses t Wrking with Children Checks and Natinal Criminal Histry Recrd Check (standard disclsure), have been received fr all husehld members listed in the applicatin cnfirmatin letter frm the applicant s registered medical practitiner that the applicant is physically and emtinally fit t care fr yung children the applicant has sufficient resurces and equipment t supprt children s play, sleep and rutine requirements, and t meet all Natinal Quality Framewrk requirements in the case f a primary educatr, a signed acknwledgement relating t discussin f family rles and respnsibilities 10. The Nminated Supervisr will cnsider the suitability and cmpleteness f the applicatin, the supprting dcumentary evidence and will determine whether the applicant meets all requirements fr registratin as an educatr 11. The Nminated Supervisr r delegate will: ntify unsuccessful applicants f the utcme f their applicatin prvide all successful applicants with an ffer f registratin by prviding them with an Educatr Registratin Agreement which the educatr will sign if accepting the ffer f registratin 12. On receipt f a prperly signed and witnessed Educatr Registratin Agreement, the Nminated Supervisr will: enter the name f the successful applicant n the apprved service s register f educatrs issue a Certificate f Registratin t the successful applicant Annual Registratin Review 13. The Nminated Supervisr r delegate will review each educatr s registratin annually. The Nminated Supervisr will ffer cntinuatin f registratin based n the educatr s ability t maintain: cmpliance with State and Federal regulatry requirements, apprved service plicies and prcedures including training requirements satisfactry participatin in quality imprvement practices psitive interactins and negtiatins with parents, children registered fr care, and apprved service staff satisfactry cmpletin f all requirements f the annual residence r venue risk assessment 14. If the nminated supervisr r delegate is satisfied, the educatr meets the requirements as stated in the annual registratin review the educatr is prvided with an Acceptance f Annual Registratin frm and Registratin Agreement fr cnsideratin. 15. The educatr accepts registratin fr a further 12 mnths by signing and returning the Acceptance f Annual Registratin (included with the Annual Service Apprval Residence r Venue Risk Assessment dcument) 16.
