Government Order No: of 2018 Dated: It is hereby ordered that the following IAS probationers of 2017 batch shall be attached with the offices of the Deputy Commissioners of the districts as indicated against each during their 52 weeks District Training in the State :- 1. Mr. Bilal Mohiud Din Bhat : Budgam 2. Mr. Santosh Gunwantrao Sukhadeve : Jammu schedule :- These probationers shall undergo the training as per the following ---- S.No. Training Schedule Training Duration. Dates Institutional Training at J&K Institute of Management, Public Administration and Rural Development. 04 weeks to Attachment with Revenue Training Institute to Attachment with Secretariat with the following schedule:- 1. GAD 2. Planning Development & Monitoring Department 3. Finance Department 4. Department of Law, Justice & Parliamentary Affairs

2 State Darshan Preferably one week or more each in all the three divisions of the State 04 weeks Attachment with Deputy Commissioner's office W weeks Attachment with District Treasury Officer -- Attachment with District Police Office Attachment with SDPO's/SHO Office Attachment with Judicial Magistrate Independent charge of Block Development Officer. During this period the probationers shall hold the full fledged charge of the block. 04 weeks Attachment with Divisional Forest Officer Attachment with Education Department Attachment with Directorate of Health Attachment with Directorate of CA&PD Independent charge of District Social Welfare Officer. During this period the probationers shall ad as District Social Welfare Officer with all responsibilities. Attachment with Municipal Corporation/Development Authority -

3 Independent charge of Tehsildar. During the period the officer shall act as Tehsildar with all responsibilities. He shall also be attached with the survey and settlement officer Attachment with the Divisional Tourism Office Attachment with Sub Division OMe/SDM 06 weeks to to weeks to Attachment with Directorate of Handicrafts/Handlooms 21. ( Attachment with J&K Institute of Management, Public Administration and Rural Development till they are relieved to join -- The components of training and the subjects for training are given in Annexure, "A" to this order. It is further ordered that: i) The Director General, Institute of Management, Public Administration and Rural Development shall be the Coordinator to ensure training of the probationers as per the above given schedule / programme. He shall record his assessment about the performance of the probationers during their training and also the progress made in learning the local language. He shall also ensure that special efforts are made to acquaint the probationers with Urdu language u, that they do not face difficulties while attempting the Urdu paper in the departmental examination held for clearance of their probation. ii) iii) Principal, Revenue Training Institute shall acquaint the probationers with computerization of land records and study of laws / rules regarding settlement operations including Hadayat Bandubust / Land Revenue Act and interaction with the Settlement Commissioner, Settlement Officers, Settlement Tehsildars. The Revenue Department shall confer powers of Assistant Collector 1' Class on the probationers during their posting as Tehsildars. iv) Law Department shall confer powers of Executive Magistrate on the probationers under Section 12 of CrPC to

4 enable them to hold trials / enquiries in the identified CrPC cases. V) Two IAS Training Reserve posts are transferred one each to the ofice of the Deputy Commissioner, Budgam, & Deputy commissioner, Jammu for drawal of salary of the probationers. The salary of the probationers during their second phase for training at LBSNAA, Musmrie, akr being relieved from the J&K Institute of Management, Public Administration and Rural Development in May, 2018, shall also be paid by the ofice of Deputy Commissioners, Budgam & Jarnmu.. vi) Traveling expenses as admissible under rules in favour of the probaticners, during their State Darshan with effect from to , shall be debited to Major Head "2052-Secretariat General Services, 123 IAS Probationer Course". The exact amount of the traveling expenses will be worked out by J&K Institute of Management, Public Administration and Rural Development for reimbursement by the General Administration Department Under Secretary to the Government. Subject: The components of trainings and subjects for training of IAS probationers. 1. lnstitute of Public Administration and Rural Development: Syllabus is already available with the Institute for the training of the IAS probationers. 2. Revenue Department: The IAS Probationers during their attachment in the capacity of Tehsildar/SDM are proposed to be trained in the following areas: a) Carrying out of preliminary verification of records, attestation of Mutations and preparation of Chumanda LathaJRegister. b) Operations of ETS machine and its field demonstration and carrying out of measurement in the field. c) Verification of Rough Print out and writing of Khasra Paimaish d) Generation of ROR at the Computer Centre, Bemina. e) Verification of KP/ROR and its attestation by settlement officer concerned. f) Computerization of land records and study of IawsJrules regarding settlement operations including Hadayat BandubustJLand Revenue Act and interaction with Settlement Commissioner, Settlement Officers, Settlement Tehsildars. g) During the Course of posting as SDM, the officer shall get himself acquainted with the responsibilities in law and order (Cr.Pc), processing cases as Collector, Land Acquisition (State Land Acquisition Act), functioning as Collector, Agrarian Reforms (J&K Agrarian Reforms Act), Processing of relief cases and role of the officer in disaster management. 3. District Treasury: The IAS Probationers during their attachment with the Treasury are proposed to be acquainted with the following areas:. a) Treasury Code b) Coordination with Banks

7 c) Organizational structure of the Department of Accounts & Treasuries d) Functions of the Treasury Officer. 4. Forest Department: The IAS Probationers during their attachment with the Divisional Forest Offices are proposed to be acquainted with the following areas: a) Measures of Forest Protection b) Measuresfor development of Forest c) People's participation in Forest Management d) Forest Demarcations e) Forest Acts. 5. Police Department: The IAS Probationers during their attachment in the Police Department are proposed to be trained in the following areas: a) Procedure for filing of FIRS b) Working of Police Stations C) Investigations Procedures d) Relevant portions of Cr. PC, RPC and Evidence Act as are in use in the police department. e) Maintenance of Law and Order f) Anti Militancy Operations and Security g) Civil Military Liaison with emphasis on Armed Forces Special Powers Act. 6. Judicial Magistrate: The IAS Probationers during their attachment with the judiciary are proposed to be acquainted with the following areas: a) Functioning of the Civil Court b) Supervisory Powers of the superior court i.e. Hon'ble Court viz-aviz lower courts.

8 c) Powers of Munsifs, Sub-Judges, CJMs, Sessions Judges Jurisdiction thereof d) Delegation of powers to different level in different courts. 7. Department of Rural Development and Panchayati Raj: The IAS Probationers during their attachment in the capacity of block Development Officer are proposed to be trained in the following areas: a) Planning and management of Haryali Scheme/lWMP b) Disaster mitigation and role of rural development C) Role of voluntary organizations in rural development d) Participatory rural appraisal e) Monitoring and evaluation of rural development programmes f) Basic understanding about MGNREGS g) Planning and management of SGSY h) Planning and management of IAY i) Planning and management of watershed j) Right to Information with reference to rural development k) Problems of rural development administration in J&K I) Integration of forestry and rural development for poverty alleviation m) Imparting knowledge about Panchayati Raj Act and rules made there under with specific reference to the role of Panchayats for collection of tax, fees and cess in Panchayat area. n) Panchayati Adalats with specific reference of civil and criminal jurisdiction of Panchayats. o) Social auditing procedural and organizational requirements p) Project preparations with specific reference to the rural development programmes q) Technical resource support for quality r) Basics about measurement of works and schedule of rates

9 s) Convergence/dovetailing with other programmes t) Management of data and records u) Evaluation/lmpact studies v) Village level planning w] Nature and importance of maintenance of different books of accounts and other related registers x) Total sanitation campaign and role of the Rural Development Department for Rural Development & Panchayati Raj. 8. Social Welfare Department: The IAS Probationers during their attachment in the capacity of District Social Welfare Officer are proposed to be trained in the following areas: a) Functioning of the office of the Project Officer b) Functioning of Anganwari Workers c) Functioning of the Rehabilitation Council d) Study of schemes:. I. ICDS 11. lcps Tribal Sub-Plan iv. Old Age Pension v. Post Matric Scholarship Schemes for Scheduled Castes/Scheduled Tribes 9. Education Department: The IAS Probationers during their attachment with District Education Offices are proposed to be trained in the following areas: a) Management and Administration b) Monitoring and Vigilance c) Study of Centrally Sponsored Schemes:

10 I. Sarva Shiksha Abhiyan ii. Rashtriaya Madhyamik Shiksha Abhiyan (RMSA) iii. iv. Mid Day Meal Scheme v. Teacher Education 10. Health and Medical Education Depaltment: The IAS Probationers during their attachment with District Health Officers are proposed to be trained in the following areas: a) Monitoring and Supervision b) Study of National Programmes:- I. National Rural Health Mission ii. iii. iv. District Health Society Revised National T.B. Control Programme Leprosy Eradication Programme 11. Municipal Corporations and Autonomous bodies: The officers during their attachment with the Municipal Corporations and Autonomous Bodies shall be exposed to: a) City Planning in light of JNN Urban Renewal Mission (JNNURM) with emphasis on Sewerage System b) Total Urban Planning of Jammu/Srinagar expansion c) Provision of basic infrastructure d) Implementation of Master Plan-overview e) Democratization of Municipal Corporation 12.
