3 What is the NLX? A partnership between two non-profits, to create and operate a systemic tool which offers a high quality feed of job openings. Mission: To provide the most accurate and comprehensive collection of real online job openings in order to achieve the highest level of efficiency for the nation s labor exchange - at no additional cost to state workforce agencies, employers and job seekers.
4 Factors Leading to the Development of the NLx: Private Sector Three Factors: Increasing Costs and Declining Return on Investment of Commercial Job Banks Emergence of Applicant Tracking Systems (ATS): Reduce costs and promote efficient hiring processes A new front door HR uses to establish a consistent process to prevent conditions leading to systemic discrimination Need for multi-state employers to find a cost-effective way to achieve compliance, while leveraging investments in ATS DirectEmployers was established in 2001 by employers as a solution.
5 Factors Leading to the Development of the NLx: Public Sector Factors Began as a response to the U.S. Department of Labor s discontinuation of America s Job Bank (AJB). AJB was a national job bank maintained by USDOL, connecting jobseekers with job openings. In 2007, NASWA through a formal process endorses DirectEmployers service and state agencies begin to sign participation agreements. Allows the workforce development system to: Offer jobseekers quicker access to more jobs; Provide employers valuable recruitment and compliance services; Better facilitate priority of service; Collect better real-time demand data.
6 The National Labor Exchange is a unique public/private partnership that leverages private (non-profit-owned) technology and existing state workforce development agency resources.
7 How Does It Work? The NLX collects openings only from three types of sources: corporate job sites, state job banks, and USAjobs.gov This means jobs are unique The NLX indexes and refreshes job feeds daily This means job-links are current The NLX staff validates each participating employer This means there are no scams
8 The Long-Trail of Syndication Job openings are delivered to state job banks, federal government sites, non-profit portals, and over 40,000.JOBS domains. In over 136,000,000 unique job searches Applying Directly How Does It Work? Applicants who find a job on US.jobs or through an NLx API supported site are directed back to the hiring company, where they can apply directly.
9 NLX Numbers & Facts All 50 state workforce agencies states, Guam, DC and Puerto Rico have signed formal NLX agreements. NLX job feeds are exchanged daily with state job banks. The NLX offers the workforce system a jobs feed which includes jobs from over 22,000 large employers. On average contains over 2.1 mil jobs per day. In 2014 over 10 million unique jobs, and over 340,000 employers were included in the network.
10 The NLx is More than Job Openings The partnership offers state workforce agencies other valuable technology services such as analytics, microsites, and job bank hosting and all at no additional cost. The NLx initiative is under the oversight of a steering committee comprised of an equal number of employers and state officials.

12 Objectives Increase Total Job Openings Numbers Work with Applicant Tracking Systems (ATS) Encourage State Workforce Agencies to add more employers into the feed Continue working with federal and non-profit portals 2. Increase Web-Presence/Job Seeker Traffic Increase state use of.jobs microsites
13 Objectives Operationalize a demand analysis center, creating a framework to power and inform public and private sector tools for policymakers, educators, and consumers. Top jobs per state and nationwide Top job openings by occupation Fill rate (duration of openings) of in-demand and low-growth jobs Demand reporting: Skills, Work Experience, Education, Licenses and Certifications 5. Pursue relationships and partnerships with organizations such as the US Chamber of Commerce and the Federal Reserve Bank in engaging employers in a discussion of standardization of job descriptions and technology standards.
