1 212 Demand and Global Labour Supply study Best U.S. recruiting locations for Calgary s high-demand occupations Top five U.S. cities Labour demand in Calgary is expected to increase by over 18, workers over the decade between 21 and The Calgary Labour Supply Study analyzed the labour force in 366 metropolitan areas in the United States (U.S.) with regard to 2 occupations that were identified as being in high-demand in Calgary. Out of the 366 metropolitan areas, there are five recommended cities that have a large labour supply for the top 2 highdemand occupations and high out-migration probability index scores (OMPI): Los Angeles Houston Chicago Phoenix Denver Recruiting in Los Angeles Los Angeles (L.A.) is in the top 1 recommended cities for 23 out of the 2 occupations studied. With a labour force of approximately million workers, L.A. s labour force is nearly seven times the size of the Calgary Labour force. Unemployment in L.A. is currently higher than the national average, at 1. per cent (November 211). Recruiting activities in L.A. are recommended for all occupations with the exception of those directly related to oil and gas (i.e. oil and gas well drillers, and petroleum engineers). The labour force for these occupations is comparatively small in L.A. and there are other US cities and regions that are better suited for employers to recruit these workers. 1 See Calgary Labour Demand Forecast. 1

2 Recruiting in Houston Houston is a top-recommended city for 23 out of the 2 high-demand occupations. With a labour force of million workers, Houston s labour force is over three times larger than the labour force in Calgary. Houston is a comparatively good recruiting location for workers in drilling services and petroleum engineers. Nearly a third of the US labour force for oil drilling and well servicing workers can be found in Texas, Louisiana and Oklahoma, and over a third of the US labour force of petroleum engineers are located in Houston. Average wages for drilling workers in Calgary are higher than wages in Houston. Houston has a low level of unemployment, at.6 per cent, and led the nation in job creation in 211, which may mean there are fewer workers looking for employment opportunities outside of Houston. However, it is the only large market recommended for recruiting of some key occupations. Recruiting in Chicago Chicago is a top-recommended US city for 21 of the 2 high-demand occupations. With a total labour force of over million workers in the area, and over, workers in Calgary s high-demand occupations, Chicago offers a large pool of qualified workers, and a total labour force that is nearly five times the size of Calgary. Compared to other US cities, out-migration has from Chicago has historically been lower than average. Relatively high unemployment in Chicago may push some workers to seek employment outside of the Chicago area. For the month of November, 211, unemployment in Chicago was well above average, at 9.6 per cent, while the US average was 8.2 per cent. Recruiting in Phoenix Phoenix is in the top 1 recommended cities for 1 out of the 2 occupations studied. The metro area has a labour force of million workers with just over 21, workers in high-demand occupations. 2

3 Workers in Phoenix generally have higher scores than other toprecommended US cities on the out-migration index. Workers salaries are below that of Calgary in most occupations. Workers in the following occupations have the potential to increase their earnings by more than $3, per year by relocating from Phoenix to Calgary: o Senior managers (+$43,), o Land surveyors (+$39,) and o Mechanical engineers (+$3,). Geoscientists and chemical engineers also earn considerably more in Calgary than in Phoenix, but there is a small pool of workers for these occupations (under 2). Recruiting may be difficult in some occupations: Software engineers and computer and network operators in Phoenix earn more than similar workers in Calgary. Recruiting in Phoenix is not recommended for drilling workers and petroleum engineers. Statistics describing the labour force of drilling-related workers and petroleum engineers are inadequate to estimate the size of the labour force, and Houston is the top-recommended city for recruiting workers in these occupations. Recruiting in Denver Denver is a top 1 recommended US city for 16 of the 2 highdemand occupations. Denver has a labour force of approximately million workers, and over 2, workers in the high-demand occupations. Workers in Denver generally score higher than average on the outmigration probability index score. Occupations in Denver where workers have the highest out-migration probability index scores are construction trades helpers and labourers with an index of 12, drilling-related workers with a score of 123, and carpenters with a score of 122. Workers mean earnings are below that of Calgary in most occupations with the exception of software engineers, computer and network technicians, petroleum engineers, chemical engineers and architects. Unemployment in Denver was a modest.9 per cent in November, 211, slightly below the US average of 8.2 per cent. 3
