1 DESIGN TOOLKIT The following tools were developed to support design professionals and project teams in the design and development of a GCworkplace. PRIMER An introductory document to GCworkplace and Activity Based Working. SPACE PLANNING WORKBOOKS A space planning tool which aids in planning and calculating workpoints and defining an activity profile. There are 2 Workbooks available, one for a Transitional GCworkplace, and one for an Activity-Based GCworkplace which has 3 Activity Profiles to chose from. Included in each Workbook are: Space calculation sheet (Excel) Building Blocks Table Sample Plans WORKPOINT DATA SHEETS A series of sheets outlining each workpoint, that includes a visual representation, technical data and best practices regarding size, furnishings and application. DESIGN CONSULTATION TOOL A generic questionnaire used during functional programming to gather client functional and technical requirements. (Coming soon ) PSPC WORKPLACE SOLUTIONS

2 GCWORKPLACE PRIMER DEFINING A VISION FOR WORKPLACE RENEWAL WHERE WE WERE 2013 Privy Council launches Blueprint 2020, with priorities for public service renewal 2014 Many departments undergoing digital modernization in partnership with SSC IT STARTS HERE In an effort to modernize the Canadian public service and foster a healthy and productive workforce, the Clerk of the Privy Council, in collaboration with public servants across the country, established a vision for public service renewal called Blueprint2020. This multi-pronged initiative identifies the following four key priorities driving public service renewal: Public Service and Procurement Canada is mandated to provide modern, innovative facilities to support a collaborative, knowledge-based multigenerational workforce that is engaged, healthy, and productive in providing services to Canadians PSPC begins piloting new GCWorkplace concepts with early-adopting groups OPEN GOVERNMENT IMPROVED SERVICE DELIVERY MODERN WORKPLACE HIGH- PERFORMING WORKFORCE 2020 Goal for widespread adoption of GCWorkplace across Canadian public service WHERE WE RE GOING HOW CAN WE ACHIEVE THIS? By committing to adopting modern workspaces, digital tools and work practices that support collaboration and flexibility, PSPC aims to foster a public service workplace culture that embraces innovation and supports wellness. In doing so, we will be better positioned to recruit and retain the workforce of the future. ENTER GCWORKPLACE AND ACTIVITY BASED WORKING (ABW) WHAT IS ACTIVITY BASED WORKING? Activity Based Working (ABW) is about making work more enjoyable for people and more efficient for organizations by untethering from a fixed point, and encouraging mobility and flexibility throughout the day. An Activity Based Workplace is an unassigned environment with a variety of spaces for different types of activities, whether developing ideas, delivering content or sharing. When the concept of Activity Based Working is fully embraced, it can have a profound impact on collective culture, aligning the way people work with the values and strategic objectives of the organization. THIS IS OUR GCWORKPLACE VISION GCWorkplace is a workplace strategy founded on seven core principles that align with the Blueprint 2020 vision of a public service that is: FLEXIBLE work anywhere, anytime, with anyone EFFICIENT optimized for space utilization HEALTHY supporting a culture of mental and physical wellbeing COLLABORATIVE engage with others to drive innovation DIGITAL use modern tools to support productivity and connect teams GREEN designed for energy efficiency and sustainability INCLUSIVE offers choices to suit all needs and preferences We believe that a workplace founded on these values will best support a capable and high-performing public service that embraces innovation, transformation and continuous renewal. The concept of Acitivity Based Working aligns with many of the values brought forth in Blueprint 2020, and has therefore become the basis for our GCWorkplace strategy. It s not just unassigned workstations. GCWorkplace recognizes that work gets done more places than a desk or a meeting room that s why we ve developed a wide variety of work space types (referred to as workpoints) to suit a variety of tasks, whether you need a distraction-free room, a collaborative team hub, or something in between. All workpoints are unassigned and available to everyone. It s not a one-size-fits-all solution. Because it s designed to suit your specific needs, each GCWorkpace can be customized to support the type of work you do, and how you want to do it. We ll help you get started with the most important components, then tailor the types and quantities of workpoints and support spaces to suit your needs. It s not intended as a space-saving strategy. When you have a better understanding of how you use your space, you can reduce the types of spaces that are always empty, and increase the ones that you need most. Are some of your people always in meetings, or working remotely? Take that into account during the planning phase, and you may end up with some space savings it s a bonus, not a driver. It s not Workplace 3.0 We ve learned some important lessons from previous workplace strategies. The move to open offices presented challenges for acoustic control and didn t adequately support focus work. That s why GCWorkplace ensures a variety of open and enclosed, active and quiet spaces, as well as personal storage and shared amenities to support a diverse workforce. 5 2 GCWORKPLACE SPACE PLANNING WORKBOOK The GCworkplace Space Planning Workbook is a companion tool to the GCworkplace Design Guide, and provides a template for the space planning of general-purpose office space. The worksheets provided are for planning purposes only, and should not be confused with space allocation and the amount of space determined by the Space Allocation Standards. There are three different worksheets, one for each Activity Profile, which are geared towards accommodating clients with different patterns of mobility and interaction. Refer to the Design Guide and the key concepts below for more information. For guidance on planning accommodations for Ministerial and Deputy Head offices, Quasi-judicial and Call /Contact Centres, refer to the Government of Canada Workplace Fit-up Standards. (INSERT HYPERLINK) KEY PLANNING CONCEPTS: WORKPOINTS are the building blocks of GCworkplace, and refer to any area where work can be done. Refer to Appendix A: Building Blocks for a full list of workpoints. Custom workpoints can be developed to suit the functional requirements of a population, but are not customized to individuals. Refer to the GCworkplace Design Toolkit for Workpoint Data Sheets which outline each workpoint in detail. ACTIVITY PROFILES have been developed to illustrate how GCworkplace can be planned to accommodate varying levels of mobility and interaction. A profile is determined by the information gathered during the functional programming phase, and is intended as a starting point that can then be customized to suit the specific functional requirements of the users. Refer to page 3 for an overview of each profile. SPACE PLANNING is based on 12m2u per person. The amount of space to start with should be either the calculated space allocation or the existing or tendered amount of space. When redesigning an existing space, the target occupancy is determined by dividing the usable area by 12. The space should be designed for this occupant number, even if it exceeds the population being planned for, in order to optimize the space and build-in maximum flexibility. The GCworkplace is 100% UNASSIGNED seating, which means that open and enclosed workpoints are available for use by all employees regardless of level or job type. LOCKERS are to be planned in centralized areas (typically one or two main locker areas per floor), and not within workpoints. Lockers are calculated at a 1:1 ratio based on the target occupancy of the space. ZONING: the GCworkplace is best supported by a balance of three zones - Quiet (no telephone calls or extended conversations, quiet individual work only), Transitional (typically support spaces, first point of arrival, or areas for inbetween work activities), and Interactive (open collaboration and conversations encouraged). VARIETY: the GCworkplace should be designed to optimize the variety of types of workpoints, both individual and collaborative aim to have a few of each workpoint type, and then adjust quantities as needed based on programmatic requirements. HOW TO USE THIS WORKBOOK: STEP 1: DEFINE YOUR ACTIVITY PROFILE Select the corresponding worksheet tab for your chosen Activity Profile. STEP 2: ENTER YOUR KNOWN DATA Enter your space allocation or existing space in m². This will determine the target occupancy which is used to calculate optimal workpoint ratios and distributions. If you do not have a predetermined space, multplying the population by 12 will provide a starting point for planning purposes. STEP 3: DISTRIBUTE YOUR INDIVIDUAL WORKPOINTS Individual workpoint quantities will be automatically calculated for each category. These can be manually modified to meet specific client requirements or preferences. STEP 4: OPTIMIZE YOUR COLLABORATIVE WORKPOINTS AND SUPPORT SPACES A variety of collaborative and support spaces will be automatically calculated. Making sure not to exceed the total space provided for planning listed at the bottom of the worksheet, the workpoint distribution can be manually modified to meet specific dlient requirements or preferences. For support spaces, the following ratios are recommended as a guideline: 1 x Kitchenette per people or 800m² - larger floors can have several or one large 1 x Equipment Area per 500m² 1 x Telecom Room per floor STEP 5: START PLANNING! 6 3 GCWORKPLACE ACTIVITY PROFILES An Activity-Based GCworkplace is designed around how an organization works. This means it is not one-size fits all, and should reflect the activities and work styles of the organization. The IDNCOE have provided 3 Activity Profiles that are based on varying levels of mobility and interaction amongst employees. These profiles are meant as a starting point that provide a baseline quantity of workpoints in each workpoint category. The distribution of individual and collaborative workpoints in each profile supports the interaction patterns described. An organization's typical interaction pattern should be defined during the functional programming stage. A group that has equal levels of individual and interactive work patterns would benefit from the Balanced Profile. It is recommended that the Balanced Profile also be used as a starting point when functional programming has not be done. 7 4 BALANCED PROFILE The Balanced profile is best suited to organizations with moderate interaction levels, mostly within teams. It has the most balanced distribution of workpoints, with an equal proportion of individual and collaborative workpoints. In this profile, variety is the key - aim to have some of each type of workpoint in order to optimize choice and flexibility for employees. Additionally, varying the furnishings and configurations within workpoint categories will accommodate the most diverse range of activity needs and work preferences. 1. Provide a wide range of sizes and configurations of Primary Individual workpoints in order to suit various needs preferences. 9 6 1. ENTER YOUR KNOWN DATA: INTERACTIVE PROFILE The Interactive profile is best suited to organizations with a high degree of interaction between colleagues and among teams. It features the highest proportion of collaborative workpoints. Primary Individual workpoints tend to be used for shorter periods of time in between group activities, and can therefore have smaller footprints. Collaborative workpoints should focus on those that are multi-purpose and reconfigurable, such as Teaming Areas and Project Rooms, to support the widest range of group sizes and types of interactions. 15 2 TRANSITIONAL GCWORKPLACE SPACE PLANNING WORKBOOK The Transitional GCworkplace Space Planning Workbook is a companion tool to the GCworkplace Design Guide, and provides a template for the space planning of a Transitional GCworkplace. The Transitional GCworkplace is an interim design strategy to accommodate clients whose technology does not yet support full mobility with the use of laptops and mobile telephones as primary devices. In these cases, primary individual workpoints are planned at a 1:1 ratio of workpoints to population. This higher ratio of primary individual workpoints does limit the variety and quantity of secondary and collaborative workpoints that would form part of an Activity-Based GCworkplace, but the following key planning concepts and transition strategies are provided to facilitate a seamless transition to an Activity- Based GCworkplace. KEY PLANNING CONCEPTS: WORKPOINTS are the building blocks of GCworkplace, and refer to any area where work can be done. For those clients who rely on desktop computers and/or landline telephones while in a Transitional GCworkplace environment, primary individual open workpoints are equipped with cabled network and communications access, and are planned at a 1:1 ratio of workpoints to population. Refer to Appendix A: Building Blocks for a full list of workpoints. Refer to the GCworkplace Design Toolkit for Workpoint Data Sheets which outline each workpoint in detail. SPACE PLANNING is based on 12m2u per person. When redesigning an existing space, the target occupancy is determined by dividing the usable area by 12. The space should be designed for this target occupant number, even if it exceeds the population being planned for, in order to optimize the space and build-in maximum flexibility. LOCKERS are to be planned in centralized areas (typically one or two main locker areas per floor), and not within workpoints. Lockers are calculated at a 1:1 ratio based on the maximum occupancy of the space. ZONING in a Transitional GCworkplace, with distinct zones for Quiet, Transitional or Interactive work can seldomly be achieved due to the likely assignement of workpoints. An alternate approach is to plan in NEIGHBORHOODS, and to ensure that those workpoints where focussed, individual work is most likely to occur (primary and secondary individual workpoints) are buffered from more active collaborative workpoints and high-traffic common areas where possible. TRANSITION STRATEGIES: Planning enclosed spaces in modularity will allow conversion of rooms to different functions to reduce construction costs. Additional construction may be required to augment the quantities of Enclosed Collaborative workpoints when converting to an Activity-Based GCworkplace. Individual open workpoints should be planned in such a way as to be easily reconfigured or replaced by secondary or collaborative workpoints in the future. Planning in NEIGHBORHOODS with as much variety and types of workpoints as possible provides an introduction to activity-based working. Open areas can eventally be rezoned to designate Quiet, Transitional and Interactive zones, which will better support a range of functional needs and preferences. HOW TO USE THIS WORKBOOK: STEP 1: ENTER YOUR KNOWN DATA Enter your space allocation or existing space in m². This will determine the target occupancy which is used to calculate optimal workpoint ratios and distributions. If you do not have a predetermined space, multplying the population by 12 will provide a starting point for planning purposes. STEP 2: DISTRIBUTE YOUR INDIVIDUAL WORKPOINTS Individual workpoint quantities will be automatically calculated for each category. These can be manually modified to meet specific client requirements or preferences. STEP 3: OPTIMIZE YOUR COLLABORATIVE WORKPOINTS A variety of collaborative and support spaces will be automatically calculated. Making sure not to exceed the total space provided for planning listed at the bottom of the worksheet, the workpoint distribution can be manually modified to meet specific dlient requirements or preferences.
