1 Monterey County Labor Market Snapshot July 2016 LABOR FORCE TRENDS The unemployment rate in the Monterey County was 6.1% in June 2016, up from an adjusted 5.9% in May 2016, and below the year-ago rate of 6.4%. This compares with an unemployment rate of 5.4% for California and 4.9% for the nation during the same period. The Civilian Labor Force expanded by 4,700 persons or 2.1% between May and June 2016 and grew by 1,500 persons or 0.7% between June 2016 and June There were approximately 3,900 more people (1.8%) employed in June than May 2016 but the year to year change was only 2,200 people or 1%. The July 2016 preliminary estimate of the Civilian Labor Force anticipates a 0.2 percent contraction or 400 fewer people in the labor force from June Civilian employment during this period is also forecast to contract by 0.3% or 600 jobs. The unemployment rate is expected to rise by 0.1%, mirroring an increase in statewide unemployment. Nationally, the unemployment rate was unchanged. Unadjusted Unemployment Rates July 2016 June 2016 June 2015 Monterey County 6.2% 6.1% 6.4% California 5.5% 5.4% 6.5% United States 4.9% 4.9% 5.3% (Source: EDD Monthly Press Release, August 19, * Includes revised % from State EDD.) INDUSTRY EMPLOYMENT TRENDS Overall employment increased by 5,900 between May and June to 206,500 or 2.9%. The Employment Development Department (EDD) is estimating that employment will decrease by 1.5% or 3,000 jobs between June and July In June 2016, Monterey County had a surplus of employed civilian labor force participants, meaning that approximately 4.8% (10,300) employed Monterey County residents had to leave the County for work. On a June to June and year to year basis, the percentage of employed Monterey County residents who have had to leave the County for work has been declining for the last five years. Page 1 of 5
2 With approximately 68,800 jobs in June 2016, farm employment accounted for 33% of all employment and essentially unchanged from June Farm employment 5,200 jobs between May and June This growth accounted for 88% of all jobs created during this period. Looking at annual employment trends, farm employment (which includes fishing and forestry) is growing as a share of overall employment in Monterey County. In 1990, direct farm employment accounted for 1 in 5 jobs in (20.6%). By 2000, direct farm employment accounted for almost 1 in 4 jobs in the County (23.4%). In 2015, farm employment accounted for 28.9% of all jobs. In June 2016, it accounted for 33.3% of employment. o Farm employment varies on a month to month basis. Over the last 12 months farm employment has accounted for as little as 20.5% of employment (January 2016), to as much as 34.5% (July 2015). Farm employment accounted for at least 28.5% of employment in eight of the last twelve months. The Professional & Business Services sector had the greatest absolute job gains year over year, each adding approximately 1,100 jobs. The following table shows how employment has shifted between industries since 1990 and % 90.0% 80.0% 70.0% 60.0% 50.0% 40.0% 30.0% 20.0% 10.0% 0.0% Employment by Industry Government Other Services Leisure & Hospitality Services Educational & Health Services Professional & Business Services Financial Services Information Trade, Transportation & Utilities Manufacturing Mining, Logging, and Construction Farm Migration Trends The Civilian Labor Force and unemployment rate is based on where workers live. Employment and industry information is based on where the job is located. By comparing the civilian employment with industry employment we can estimate net migration between labor market areas. This analysis probably understates the true number of Monterey County residents who leave the County every day for work because it does not take into account residents of other counties who commute into Monterey County for work. This analysis also cannot identify occupations that are imported or exported to/from Monterey County. In June 2016, there were 216,800 Monterey County residents employed. In June 2016, there were 206,500 filled jobs in Monterey County. Approximately 10,300, or 4.8%, of the employed labor force left Monterey County for work. The percentage of employed labor force participants leaving Monterey County for work is unchanged from June In 2015, the annual average of employed labor force participants who left Monterey County for work was approximately 16,100 or 7.9%. Page 2 of 5
3 The number and percentage of employed labor force participants leaving Monterey County for work has been trending downward since 2011 when 10.1% of the employed labor force had to leave Monterey County for work. July 2016 Unemployment Stats The number of unemployed is 14,100, up from 13,300 in May 2016 but down 600 compared to June Six cities throughout Monterey County had unemployment rates at or less than 4.9% (the U.S. unemployment rate); these cities had an average unemployment rate of 4.1%. These cities, with the exception of Gonzales, are on the coast. Six cities had unemployment rates above 4.9%; these cities had an average unemployment rate of 9.3%. King City and Sand City had the highest unemployment rates in the County at 12.5%. Of the unincorporated areas of the County, San Lucas unemployment rate is the highest at 20.8%, followed by Moss Landing at 18.8%, Pajaro and San Ardo at 15.6%, and Boronda at 14.1%.
