2 Executive Summary The Committee on Trade and Investment (CTI) met on August 2016 to advance its Work Program for the year with a view to finalizing its work in time for reporting to the AMM. CTI also conducted a suite of CTI-related activities in the margins of the meeting, namely the (i) APEC Regulatory Cooperation Advancement Mechanism (ARCAM) Dialogue on Sustainable Materials Management on 17 August, (ii) Public-Private Dialogue (PPD) on the Study on Enhancement of Integration of Regional Value Chains and Latin America and the Caribbean/Improving the Investment Climate for GVCs Development on 17 August, (iii) Workshop on Fisheries Subsidies on 18 August; (iv) CTI Trade Policy Dialogue on Digital Trade on 19 August; (v) Promoting SME Integration into Global Value Chains Phase 2 on 20 August; (vi) Workshop on Best Practices on Critical Issues in the Asia-Pacific Region for the Implementation of WTO Trade Facilitation Agreement on August; (vii) 5 th APEC Alliance for Supply Chain Connectivity (A2C2) on 21 August; and (viii) APEC Seminar on Sharing Good Practices and Experiences on Advertising Selfregulation among APEC economies on August. This report highlights the developments in key elements of the CTI s 2016 work program. CTI recommends that SOM welcomes: Recommendations the Terms of Reference (TOR) for the study to promote single window system s international interoperability (Annex 2); Best Practices in Trade Secrets Protection and Enforcement Against Misappropriation from the Intellectual Property Experts Group (Annex 3); the progress in finalizing the Collective Strategic Study (CSS) of Issues Related to the Realization of the FTAAP, including the (a) final edited version of Chapters 1 to 8 of the CSS, (b) final draft Chapter 9 and (c) latest draft of the Recommendations (Annexes 4, 5, 6); the progress in developing the Suggested Framework for the Phase Two of Supply-Chain Connectivity Framework Action Plan (SCFAP) (Annex 7); the Study report on APEC Developing Economies' Better Participation in GVCs - Phase II: Implication and Suggestions (Annex 8); the proposal to streamline, strengthen and sharpen CTI and CTI sub-fora through an assessment and survey (Annex 9); the process in selecting the CTI Vice Chair (Annex 10); economies progress in notifying the WTO of acceptance of the WTO Agreement on Trade Facilitation (Annex 12). CTI recommends that SOM notes: economies progress in implementing their commitments to reduce tariffs on the 54 products in the APEC List of Environmental Goods to 5 percent or less by the end of 2015 (Annex 11); the progress in other work to advance regional economic integration, including implementing initiatives and work plans under the APEC Strategic Blueprint for promoting Global Value Chains Development and Cooperation; the Strategic Framework on 1

3 Measurement on APEC TiVA under GVCs; initiatives of the Asia-Pacific Model E-Port Network (APMEN); implementation of the Manufacturing Related Services Action Plan; further work on Global Data Standards (GDS) including the ABAC-LSIF pharmaceutical supply chain integrity pilot demonstrating the use of GDS; implementation of the Work Plan on APEC Cooperation Network on Green Supply Chain (GSCNET); implementation of the Boracay Action Agenda to Globalize MSMEs; the APEC Supporting Industry Initiative; Capacity Building for Quality Infrastructure Investment in rapidly urbanizing APEC Region; the progress of discussions in developing the next steps for advancing digital trade; the progress of discussions on the proposal towards a permanent moratorium on customs duties on electronic transmission of content; the proposal to develop a set of principles for domestic regulation of the services sector; the progress of discussions to develop a framework for the secondary use of medical data as a joint ECSG-LSIF project; the outcomes of the suite of CTI-level activities in the margins of CTI3/SOM3 in support of the CTI 2016 work program including the workshop on import licenses; the 2 nd Trade Policy Dialogue on Digital Trade; the Joint EC-CTI Session on the APEC Economic Policy Report on Structural Reform and Services; the Annual Conference and Capacity Building Workshop of APEC Cooperation Network on Green Supply Chain 2016; the Second APEC Public-Private Dialogue on Advancing Trade Facilitation & Supply Chain Connectivity through APMEN; the First Asia Pacific Model E-Port Network (APMEN) Capacity Building Program; the Third Meeting of APMEN Joint Operational Group (AJOG3); the 5th meeting of the APEC Alliance for Supply Chain Connectivity (A2C2); the APEC Seminar on Sharing Good Practices and Experiences on Advertising Self-Regulation among APEC economies; and the APEC Regulatory Cooperation Advancement Mechanism (ARCAM) Dialogue on Sustainable Materials Management; the progress in implementing CTI s 2016 work program and the projected list of the deliverables from CTI and its sub-fora and industry dialogues for 2016 in all priority areas (Annex 1). 2

4 26 August 2016 The Chair APEC Senior Officials Meeting (SOM) Lima, Peru APEC COMMITTEE ON TRADE AND INVESTMENT (CTI): Chair s Report Introduction 1. The Committee on Trade and Investment (CTI) met on August 2016 to advance its Work Program for the year with a view to finalizing its work in time for reporting to the AMM. CTI also conducted a suite of CTI-related activities in the margins of the meeting, namely the (i) APEC Regulatory Cooperation Advancement Mechanism (ARCAM) Dialogue on Sustainable Materials Management on 17 August, (ii) Public-Private Dialogue (PPD) on the Study on Enhancement of Integration of Regional Value Chains and Latin America and the Caribbean/Improving the Investment Climate for GVCs Development on 17 August, (iii) Workshop on Fisheries Subsidies on 18 August; (iv) CTI Trade Policy Dialogue on Digital Trade on 19 August; (v) Promoting SME Integration into Global Value Chains Phase 2 on 20 August; (vi) Workshop on Best Practices on Critical Issues in the Asia-Pacific Region for the Implementation of WTO Trade Facilitation Agreement on August; (vii) 5 th APEC Alliance for Supply Chain Connectivity (A2C2) on 21 August; and (viii) APEC Seminar on Sharing Good Practices and Experiences on Advertising Self-regulation among APEC economies on August. CTI Work Program in CTI discussed developments in all areas of its 2016 work program that respond to Leaders and Ministers instructions and contribute to the APEC 2016 Priorities. A list of expected Trade and Investment Liberalization and Facilitation (TILF) deliverables from CTI and its sub-fora is at Annex 1. The highlights of the CTI meeting include: (a) Support for the Multilateral Trading System/World Trade Organization 3. CTI discussed ways and approaches for APEC to reiterate support to the multilateral trading system and the WTO, including by considering whether APEC should continue to issue separate MTS statements. CTI Chair encouraged all economies to work closely with Peru in the lead up to the November meetings on how to reaffirm APEC s commitment in a way that will add value to the WTO s work. 4. CTI received updates on economies progress in notifying the WTO of acceptance of the WTO Agreement on Trade Facilitation (TFA) as indicated in the table at Annex 12. Two more economies (Mexico and Peru) have already come in with their notifications and one more (Chile) is expected to complete the process. CTI encouraged the remaining economies to expedite their domestic processes for notifying acceptance of the TFA to the WTO by November. 5. CTI noted Peru s verbal report of the outcomes of the workshop on fisheries subsidies held on 18 August and noted Peru s intention to circulate intersessionally a report. CTI agreed to share the report to the Oceans and Fisheries Working Group (OFWG). CTI noted that the draft written report would be circulated by 8 September, and agreed that economies would provide comments to Peru by 16 September. 6. CTI noted the updates and a plan from the United States for a reporting mechanism on fisheries subsidies, including its survey instrument. CTI encouraged economies to submit inputs to the survey as soon as possible. 3

5 7. CTI discussed and agreed to the revised proposal 1 of Papua New Guinea to progress the WTO Ministers Decision to Eliminate Export Subsidies. CTI noted that there is principle support to the revised proposal. CTI agreed that economies would provide comments on the proposal to Papua New Guinea by 16 September. (b) Achieving the Bogor Goals 8. CTI received a presentation from the Policy Support Unit (PSU) on the draft final report of the Second-term Review of Economies Progress towards the Bogor Goals 2. PSU circulated three revised documents in which changes were made in terms of types of import licenses and quantitative restrictions. In terms of the Dashboard, some data needs to be updated for CTI noted PSU s intention to circulate the final version by CSOM. CTI Chair thanked the PSU for its hard work and together with the PSU, encouraged members to provide substantial comments by 16 September. 9. CTI welcomed the report 3 from New Zealand on the outcomes of the workshop on import licenses. CTI Chair encouraged economies to continue to develop practical initiatives to move the work forward on non-tariff measures. 10. CTI continued to discuss the proposal 4 on Permanent Customs Duty Moratorium on Electronic Transmissions, Including Content Transmitted Electronically by Australia, Canada, Chile, Korea, Mexico, New Zealand, Peru, Singapore, Chinese Taipei, and the United States. While several economies have expressed broad support, a number of economies requested for more internal consultations. Some economies also expressed that the WTO was the right forum to discuss the issue. CTI agreed that economies would provide comments by 16 September. 11. CTI noted updates from Singapore on its proposal for a Public-Private Dialogue on Trade Beyond Tariffs in Environmental Goods & Services and Information Technology Products ad looked forward to the development of the proposal. (c) Exploring the FTAAP 12. CTI, through the Task Force on the Collective Strategic Study (CSS) on Issues Related to the Realization of the FTAAP, continued to make progress in finalizing the CSS. CTI discussed Chapters 1-8, Chapter 9, the Recommendations and the drafting of the Executive Summary. Members agreed to forward to Senior Officials the PSU-edited versions of Chapters 1 to 8 and the final draft of Chapter 9. CTI also agreed to forward the latest draft of the Recommendations to Senior Officials and seek guidance. Members will provide comments on the Recommendation by 16 September to the Task Force co-convenors and continue to work towards the finalization of the CSS, the Recommendations and Executive Summary. 13. On the 2nd Regional Economic Integration (REI) Capacity Building Needs Initiative (CBNI) , CTI welcomed a report from Korea on its progress and noted the intention to come up with a final report by CSOM, and noted that Senior Official from Korea would make a stock take on CBNI at the SOM Dialogue on RTAs and FTAs. CTI welcomed updates on the outcomes of the following concluded workshops: the Capacity Building Workshop on Scheduling of Market Access Commitments in Services Trade and Investment 5 by Korea held on June 2016 in Seoul (report endorsed); the capacity building workshop 6 on FTA Negotiation Skills on Environment Phase 2 by Vietnam held on June 30-July 1; and the workshop on Negotiations of Services Chapters under FTAs with a negative list approach by Peru held on 20 August. On APEC s information sharing mechanism on RTAs/FTAs, CTI took note of the preparations and looked forward to the report /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/011 4

6 14. CTI discussed a proposal 7 by Japan for a self-funded APEC Capacity Building Seminar on Electronic Commerce Chapter of the RTA/FTAs under the 2nd REI CBNI. CTI agreed that interested economies should coordinate with Japan on the proposal and submit comments by 16 September. 15. CTI also discussed a proposal 8 by Japan on an FTAAP Capacity Building Workshop on FTA Negotiation Skills on Competition under the 2 nd REI CBNI. An economy suggested that coordination should be made with the Competition Policy and Law Group (CPLG) on the proposal. CTI agreed that economies would provide comments to Japan by 16 September. 16. On the APEC RTAs/FTAs Information Sharing Mechanism, CTI received an update from Peru on the SOM Dialogue on RTAs/FTAs 9 to be held on 25 August in the margins of SOM3, and looked forward to the report. (d) Global Value Chain Cooperation 17. CTI welcomed a progress report by China, as the lead of the FOTC on Global Value Chains (GVCs), on implementing the APEC Strategic Blueprint for Promoting Global Value Chains Development and Cooperation. 18. In relation to workstream 1 (addressing trade and investment issues that impact GVCs), CTI welcomed the update from the United States on the template of cross-fora APEC initiatives among economies to identify ongoing and planned initiatives. CTI Chair encouraged economies to submit updates to the template as soon as possible. 19. In relation to work stream 2 (TiVA measurement), CTI welcomed the updates and progress from China and the United States in implementing the Strategic Framework on Measurement of APEC Trade in Value Added (TiVA) under GVCs. CTI welcomed the update on the preparations led by the United States for a capacity building workshop on TiVA to be held in Bangkok on October and looked forward to the report of its outcomes. CTI also noted the updates 10 from China on progress on APEC measurement on TiVA under GVCs. 20. On workstream 3 (realize the critical role of trade in service within GVCs), CTI noted intention of Australia to incorporate works on GVCs into the Service Competitiveness Roadmap, and agreed that the workstream will henceforth be folded under the separate agenda on services. 21. Under work stream 4 (enable developing economies to better participate in GVCs), CTI endorsed the Study Report 11 on APEC Developing Economies Better Participation in Global Value Chains (Phase 2): Implication and Suggestion. 22. In relation to work stream 5 (assist SMEs to benefit from GVCs), CTI welcomed a verbal report from Korea as project coordinator on the outcomes of the GVC Workshop on Promoting SMEs Integration into GVCs in Major Industries - Phase 2 and noted the intention of Korea to come up with a report and policy recommendations in October. CTI also welcomed updates and plans from the sector leads of the automotive (Malaysia and the Philippines) and the healthcare (United States) sectors. 23. CTI discussed and received updates from Korea and Peru on the initiative on SMEs Integration into GVCs in Services Industries. CTI noted the intention of economies to lead specific sectors as provided in the agreed terms of reference (TOR); in particular, Korea on software and Peru on tourism. Malaysia expressed interest in joining Peru in the health tourism sector. CTI Chair encouraged economies to volunteer to lead other sectors. 24. In relation to work stream 6 (improve the investment climate for GVCs development), /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/016 5

7 CTI welcomed the update from Japan on the progress of the Study on Improving the Investment Climate for GVCs Development. CTI also noted the plans for the next public-private dialogue (PPD) to be held in early 2017 in Tokyo and calls for active participation by economies. 25. CTI noted the intention of Japan to submit a report by CSOM on the outcomes of the workshop on the Study on Enhancement of Integration of Regional Value Chains in Asia and Latin America and Caribbean. (e) MSMEs Internationalization 26. CTI discussed progress and provided inputs on the proposal by Korea to promote e- commerce to globalize MSMEs, particularly the revised work plan 12 and TOR of the study in support of the project. PSU also briefed CTI on ongoing APEC work on e-commerce 13. Discussion of the TOR will continue intersessionally and CTI agreed to provide comments to Korea by 16 September. 27. CTI discussed and received updates on the proposal by Japan and Vietnam for a Policy Seminar on Promotion of Supporting Industries - APEC Supporting Initiative and looked forward to the seminar s agenda. CTI Chair encouraged interested economies to work with Japan and Viet Nam on the agenda of the seminar. CTI also agreed on the draft TOR 14 on the Case Study on Supporting Industry Promotion Policies in APEC - APEC Supporting Industry Initiative. 28. CTI took note of the updates from the Philippines on the draft annual stocktake for the implementation of the Boracay Action Agenda to Globalize MSMEs 15. CTI welcomed the initiatives underway to build global MSMEs being undertaken by CTI and the different sub-fora, and agreed that economies should send verification results and inputs to the Philippines by 5 September. Canada updated on the status of the MSME sub-fund, and the CTI Chair encouraged economies to look into using SMEWG s MSME sub-fund. 29. CTI, subject to further inputs by the SMEWG, agreed to the proposal 16 by Peru to develop a Compendium on Methodologies for SMEs internationalization and agreed that economies would provide comments to Peru by 16 September. (f) Next Generation Trade and Investment Issues (NGeTI) 30. CTI, through its FotC lead (United States) on Next Generation Trade and Investment Issues, continued to discuss the proposal 17 by the United States for next steps to advance work on digital trade. CTI Chair noted that consultations among economies to advance work on digital trade will continue with a view to building consensus before the conclusion of SOM3. CTI welcomed the report on the outcomes 18 of the 2 nd CTI Trade Policy Dialogue on Digital Trade. 31. CTI received a presentation 19 from the PSU on the draft Study on Facilitating Digital Trade for Inclusive Growth: Key Issues in Promoting Digital Trade and looked forward to the final report. CTI took note of the US-proposed case study to be undertaken by the US-ATAARI. Interested economies agreed to continue consultations intersessionally and to provide comments to the United States by 16 September. 32. CTI welcomed the progress in implementing the Manufacturing Related Services Action Plan (MSAP), including the Implementation and Review Mechanism of the MSAP, and took note of calls from Japan that economies would exchange views on their actions related to /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/070rev /SOM3/CTI/023 6

8 manufacturing related services. (g) Environmental Goods and Services/Green Growth 33. CTI discussed the progress in implementing the commitment to reduce applied tariff rates to five percent or less on the 54 products in the APEC List of Environmental Goods 20. CTI noted updates by economies to align to the commitment. CTI urged members to continue to review and provide revisions to the implementation plans. CTI also noted a comment from an economy on the need to identify and prioritize NTMs related to environmental goods and services considering its growing importance. 34. CTI welcomed the progress underway in implementing Phase 1 of the APEC Environmental Services Action Plan (ESAP), including PSU s draft final report 21 on the survey of regulatory measures in environmental services. (h) Services 35. CTI, through Australia as lead, discussed the second draft 22 of the APEC Services Competitiveness Roadmap. Economies shared views on the substantive approach, length, format and style, targets and indicators of the second draft, as well as shared views on the proposal for an Executive Summary. CTI committed to continue to contribute to its development. 36. CTI discussed the proposal 23 from Korea on Developing a Set of Principles for Domestic Regulation of the Services Sector and agreed that economies would provide comments to the proposal by 16 September. 37. The CTI Chair briefed on the outcomes 24 of the joint EC-CTI session on the APEC Economic Policy Report on Structural Reform and Services and referred to a draft outcome report to be jointly tabled by EC and CTI Chair at the SOM for information. CTI agreed to the draft report. CTI also agreed to continue to collaborate with EC on services and structural reform. 38. CTI noted the draft report 25 from Korea on the Capacity Building on Measuring the Regulatory Environment in Services Trade of APEC and next steps 26. CTI agreed that economies would provide comments to Korea on the two papers by 16 September. (i) Other Issues 39. CTI noted updates from Russia s on the EC-proposal on Improving the Competitive Environment in Government Procurement and looked forward to updates on the self-funded project. (j) Strengthening comprehensive connectivity and infrastructure development 40. CTI, through the FoTC leads Singapore and the United States, agreed to continue the work in drafting the Framework for the Phase Two of Supply Chain Connectivity Framework Action Plan (SCFAP) which will be a deliverable for November CTI agreed to submit the draft SCFAP Phase II to Senior Officials for further guidance and to seek further comments from economies, relevant fora, committees and private sector, with comments to be provided to the FOTC leads by 9 September. 41. CTI received a verbal update on the preparations for an APEC Public-Private Dialogue /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/077 7

9 on the Suggested Framework of the second phase of the SCFAP. CTI agreed to coordinate with Vietnam in this regard. CTI also noted the submission of PSU s draft final report 28 on the final assessment of the SCFAP and the way forward for the second phase, with comments to be provided to the PSU by 16 September. 42. On the Capacity Building Plan to Improve Supply Chain Performance (CBPSCP), CTI welcomed the final report on pre-arrival processing, expedited shipments, release of goods, and advance rulings, and electronic duties, tax, and fees provided by the United States, including the final assessment of expedited shipments in the Philippines 29. CTI looked forward to the two-day Public-Private Dialogue (PPD) in September and noted new plans for a project with Vietnam. CTI Chair also encouraged other economies to volunteer for participation in the CBPSCP. 43. CTI welcomed the outcomes 30 of the 5th APEC Alliance for Supply Chain Connectivity (A2C2) held on 21 August and agreed that economies would provide comments to it by 16 September. CTI noted the proposal to extend the A2C CTI welcomed the outcomes on the workshop 31 on best practices to implement the WTO Trade Facilitation Agreement and noted Peru s intention to circulate the final report and results of the survey intersessionally. 45. CTI welcomed updates from Hong Kong, China and New Zealand 32 on actions to promote wider use of interoperable Global Data Standards (GDS), including capacity building and technical assistance on the self-funded and APEC-funded pilots 33. CTI also welcomed updates on the PSU s study 34 on the application of GDS for supply chain connectivity through the pilots on wine and boxed beef. The draft final report will be circulated to CTI intersessionally. CTI received updates by ABAC on its GDS project with LSIF on the pilot on the pharmaceutical supply chain including a demonstration pilot workshop in the Philippines in October 2016 and an operational pilot with live production distribution during the first quarter of CTI noted the benefits of GDS to supply chain performance in terms of efficiency, integrity, visibility, and innovation, as well as risk management. 46. CTI welcomed China s progress report in implementing the work plan of the Asia- Pacific Model E-Port Network (APMEN) and the outcomes of the third meeting of APMEN Joint Operational Group and the second Public-Private Dialogue on Advancing Trade Facilitation & Supply Chain Connectivity 35. CTI also welcomed China s report 36 of the First Asia Pacific Model E-Port Network Capacity Building Program held on July 2016 in Shanghai, China. 47. CTI welcomed the progress report in implementing the work plan of the APEC Cooperation Network on Green Supply Chain (GSCNET) and the outcomes 37 of the Annual Conference and Capacity Building Workshop of GSCNET 2016 held in Tianjin, China. CTI Chair encouraged members to nominate institutions and experts to the network. 48. CTI welcomed updates from Japan on the progress of implementation of the Peer Review and Capacity Building for APEC Infrastructure Development and Investment being conducted with the Philippines as reviewed economy and the PSU as an ad-hoc review team secretariat. It was noted the establishment of the review team and start of the document-based review. CTI also noted Japan s intention to share the results by CSOM /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/046 8

10 49. CTI noted the progress of the self-funded Study 38 on Infrastructure Investment in the APEC Region. CTI noted the intention of Japan to submit the results of the study to Ministers/Leaders and agreed to provide a final draft of the study in September for comments and inputs by economies. 50. CTI noted Japan s report on its proposal 39 to implement the Capacity Building for Quality Infrastructure Investment in Rapidly Urbanizing APEC Region and looked forward to the development of the project. 51. CTI noted the progress of the initiative led by Peru to promote single window system s international interoperability and members agreed to endorse the TOR of the study 40 which will be conducted by the PSU. 52. CTI discussed the SOM-level proposal 41 by Papua New Guinea on a workshop to progress the Connectivity Blue Print and to develop the Connectivity Action Plan. CTI agreed that economies would provide comments to Papua New Guinea by 16 September. (k) Expanding Regulatory Cooperation and Advancing Regulatory Convergence 53. CTI noted updates on the progress in implementing the Roadmap for Electric Vehicles. CTI noted plans for a series of workshops, including a workshop to be held at the sidelines of the Automotive Djalogue in Manila in September. 54. CTI noted the outcomes of the self-funded APEC Seminar on Sharing Good Practices and Experiences on Advertising Self-regulation among APEC economies led by Peru, as well as the proposal for a potential follow up seminar in 2017 to prepare a five year implementation strategy and looked forward to the final report to be submitted intersessionally. 55. CTI welcomed the preliminary report 42 from the United States on the outcomes of the 2016 ARCAM Dialogue on sustainable materials management (e.g. recycling, waste to energy), and noted that a draft report including the results of the survey on economy-level definitions of key SMM-related terms as well as possible guidelines and future activities to ensure that definitions evolve in a way that promotes trade and investment in SMM solutions to support green jobs and protect health, our oceans and the environment would be provided intersessionally for economies review. (l) Promoting Innovative Development, Economic Reform and Growth, Contributions to other Cross-Cutting issues 56. CTI welcomed the updates from Chinese Taipei on the initiative 43 on advancing big data applications in trade. CTI encouraged members to participate in the self-funded workshop to be held in Chinese Taipei in October. 57. In adopting the convenor s report of the Intellectual Property Rights Expert Group (IPEG), CTI agreed to endorse to Senior Officials the IPEG s Best Practices in Trade Secrets Protection and Enforcement Against Misappropriation In terms of the priority on Strengthening Quality Growth, while there were no substantive discussion at CTI3, CTI noted that all of CTI s work contribute to strengthening quality growth /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/051 9

CTI welcomed the update from the ECSG noting the intention to submit a revised APEC Privacy Framework by CSOM 2016, revisions to the Data Privacy Individual Action Plan, the formation of a joint virtual working group with the LSIF to develop an APEC framework for the Secondary Use of Medical Data in Medical Research and the outcomes of the workshop on e- commerce for social inclusion and competiveness. (m) Industry Dialogues 60. CTI received updates from the convenors of the Automotive Dialogue, Chemical Dialogue, and Life Sciences Innovation Forum and endorsed the reports of the convenors. CTI Chair noted the contributions of the industry dialogues to CTI s work and priorities. (n) Other Issues 61. CTI exchanged views on the width and depth of the CTI agenda, the number of meetings, sub-fora and FOTCs and agreed to further streamline, strengthen and sharpen (3S) CTI and its sub-fora. As a way forward, CTI agreed to adopt the 3S proposal 45 to undertake an assessment with a view to come up with recommendations by CTI CTI also agreed to endorse the paper 46 on the process of selecting the CTI Vice Chair and looked forward to its implementation in (o) APEC Trends Analysis 62. CTI received a presentation 47 from the PSU on the APEC Regional Trends Analysis which highlighted among others that APEC economies were among the top recipients of FDI flows in 2015 and while growth in the APEC region will increase in , it is expected to be below world GDP in the near term. (p) Other Business and Future Meetings 63. CTI received a briefing from the World Economic Forum (WEF) on possible collaboration with CTI on trade and investment 48. CTI noted the WEF presentation identified some synergies and commonalities between the E15 and the APEC agenda. 64. CTI received a brief update from Viet Nam on the SOM meetings which will be held from 20 February to 5 March Decision Points for SOM and Requests from SOM 65. CTI recommends that SOM welcomes: the Terms of Reference (TOR) for the study to promote single window system s international interoperability (Annex 2); Best Practices in Trade Secrets Protection and Enforcement Against Misappropriation from the Intellectual Property Experts Group (Annex 3); the progress in finalizing the Collective Strategic Study (CSS) of Issues Related to the Realization of the FTAAP, including the (a) final edited version of Chapters 1 to 8 of the CSS, (b) final draft Chapter 9 and (c) latest draft of the Recommendations (Annexes 4, 5, 6); the progress in developing the Suggested Framework for the Phase Two of Supply- Chain Connectivity Framework Action Plan (SCFAP) (Annex 7); /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/ /SOM3/CTI/066 10

12 the Study report on APEC Developing Economies' Better Participation in GVCs - Phase II: Implication and Suggestions (Annex 8); the proposal to streamline, strengthen and sharpen CTI and CTI sub-fora through an assessment and survey (Annex 9); the process in selecting the CTI Vice Chair (Annex 10); economies progress in notifying the WTO of acceptance of the WTO Agreement on Trade Facilitation (Annex 12). 66.
