24 NATIONAL EMPLOYMENT DEPARTMENT (NED) To be a one-stop-shop for registration, employment counselling, training and placement of jobseekers; To provide up-to-date labour market information; and To conduct labour market surveys on a yearly basis to identify jobs in different sectors of the economy. 24
25 ACTIVITIES OF THE NED Registration and Placement of jobseekers including the redeployment of laid-off workers Provide an integrated counselling service to jobseekers Manage a central database of jobseekers and employers Training and Placement of jobseekers under the different programmes Channel jobseekers interested in entrepreneurship to relevant authorities Conducting data cleaning on a monthly basis. Employment Officers to follow all jobseekers from registration to placement Collection and dissemination of updated and reliable labour market information Organisation of jobfairs on a regional basis Facilitate overseas employment opportunities including Circular Migration Programme 25
26 PURPOSE OF THE NED BILL manage a database of jobseekers; develop an integrated labour market information system to support policy decisions on supply and demand of skills; carry out Research and Development on the labour market; maintain a job bank for the benefit of employers and jobseekers; promote training and placement of jobseekers including young persons, women and other vulnerable groups through specific programmes; provide labour market information to employers, jobseekers and training institutions; provide counselling services to jobseekers; manage an electronic dashboard to collect and disseminate employment of both Mauritian and guest workers and related market information; promote labour migration; facilitate the integration of foreign workers in the work environment 26
27 FUNCTIONS OF THE NED provide comprehensive and integrated public employment services; coordinate and monitor all the activities of regional employment agencies; manage a central and interactive database for jobseekers and employers; provide one-to-one counselling/guidance to enhance employability of jobseekers; assist jobseekers through individual follow up until placement; establish online linkages with different stakeholders both private and public in the labour market to promote employment; conduct research on labour market trends to forecast manpower needs; establish training schemes and other related measures to promote employment; conduct communication campaigns to on training opportunities and employment prospects; organize job fairs and other events; encourage and promote part time and home-based work as part of our work 27 culture.
28 REGISTRATION AND PLACEMENT OF JOBSEEKERS There will be a central database for registration of jobseekers; Registration of jobseekers to be made on line; Jobseekers who do not have internet facilities will be assisted; Updating of jobseekers records will be conducted regularly. Employment Officers will contact all registered jobseekers of their EIC either by mail or by telephone or personally when calling at the Employment Information Centres; Reports will be generated on a monthly basis; Job canvassing/job survey will be conducted by NED Vacancies obtained will be processed within 3 days for placement of jobseekers Follow-up on vacancies will be made with employers Specialized services to be provided to vulnerable groups including persons with disabilities. 28
29 NEW ACTIVITIES The National Employment Department will: Provide an integrated counselling service to jobseekers; Manage a central database of jobseekers and employers; Conduct data cleaning on a monthly basis. Employment Officers will follow all jobseekers from registration to placement Service d accompagnement ; Undertake registration of jobseekers online; Provide assistance to jobseekers who do not have internet facilities; and Forecast training opportunities by sector and occupation. 29
30 NATIONAL INTERACTIVE INFORMATION DASHBOARD A National Interactive Information Dashboard, integrating segregated training and employment websites, will be set up. Research officers will analyse : labour market data; and labour demand and training needs for each subsector for short, medium and long term. 30
31 PURPOSE OF THE NATIONAL EMPLOYMENT DASHBOARD registration of Mauritians aged 16 years and above, as well as guest workers to manage labour market information; setting up of an online National Human Resource Inventory with categorization, among others by age, sex, qualification, locality, occupation, skills, experience and nationality; synergizing labour market information among relevant stakeholders; reinforcing linkages between the Civil Service and other Government bodies, private sector and other stakeholders through an interactive IT platform; identifying emerging sectors in the labour market to address skills mismatch, underemployment and unemployment; forecasting skills supply and demand by economic sectors; keeping records of Mauritian diaspora with categorization among others by age, sex, qualification, country of residence, occupation, skills and experience; keeping records of guest workers with categorization among others by occupations age, sex, qualification, country, occupation, skills and experience; and Keeping records of employers with information on their workforce, vacancies due to replacement or due to expansion of activities and retired/laid off/dismissed workers. 31

37 Conditions for placement of youths The employer shall select youths who are: 1. Aged between years 2. Register as unemployed at MLIRE employment office Occupational Classification Number (OCN) 3. Register on YEP website 4. If youths selected by employer are not registered on YEP website (employers must request the selected candidates to register prior to placement) 37

39 The Youth Employment Programme (YEP) which started in 2013 is meant for unemployed youth aged between 16 and 35 years and provides them with training and placement in an enterprise for an initial period of one year with the possibility of one additional year of placement with another enterprise. The Programme provides for the payment of a monthly stipend to the youth as follows: Non-graduates: Between Rs 6,000 and Rs 8,000 Graduates: Between Rs 10,000 and Rs 15,000 According to the YEP Secretariat, there is a total number of 24,710 (10,795) males and 13,915 females) youth registered with YEP as at 31 July The number of Employers registered with YEP is 3,861, out of which 56% are participating actively in the recruitment process. The number of jobseekers placed as at 31 July 2017 is 18,226 (8,554 males and 9,672 females). 266 jobseekers (112 males and 154 females) have been placed through the YEP during the month of July 2017 out of which 32% in the Wholesale and retail trade Sector and 23% in the Real estate, renting and business services sector 39
40 The Back to Work Programme (BTWP) which was launched in June 2015 is meant for women above 35 years of age to enable them take up or resume employment. The Programme provides for the placement of women in a job for an initial period of six months following which they may be employed. During the placement period, the women will be paid a stipend of Rs 5,000 and will get the opportunity of following training in a registered institution. Employers enrolling women on placement under the Programme will be refunded the training cost up to a maximum of Rs 7,500 per woman as well as the stipend for the placement period. According to the BTWP secretariat, as at the end of July 2017, 450 employers are registered in the programme, out of which 40% participated actively. 2,783 women are registered in the programme and 708 have been placed, out of which 39% in the wholesale and trade sector and 16% in the manufacturing sector. 40
41 The Dual Training Programme (DTP), launched in June 2015 provides for unemployed Mauritians to follow a Diploma or Degree Course with a tertiary institution registered with either the Tertiary Education Commission or the Mauritius Qualifications Authority in fields required by the labour market, with placement in an enterprise. Under the Programme, trainees will be paid a monthly stipend of Rs 3,000 for a maximum period of three years. As for employers, they will be refunded 40% of the course fees or Rs 45,000 whichever is the lower, per year per trainee as well as the stipend for a maximum of three years. After satisfactory completion of the course, the trainees may be employed. According to the DTP secretariat, 25 companies have registered in the DTP and have enrolled 127 trainees, out of which 53 males and 74 females, at the end of July
