7 IMPERIAL VALLEY RESOURCE MANAGEMENT AGENCY SERVING THE CITIES OF BRAWLEY, CALEXICO, CALIPATRIA, EL CENTRO, HOLTVILLE, IMPERIAL, WESTMORLAND AND IMPERIAL COUNTY Page 5 AGENDA REPORT FROM: PREPARED BY: SUBJECT: Bob Douthitt Bob Douthitt City/County Payment Program Information MEETING DATE: October 24, 2018 DISCUSSION This report is in response to the request from the IVRMA Board Meeting on September 26, 2018, to send a letter to Assembly Member Eduardo Garcia concerning the timeframe to receive reimbursement from the State. This direction was related to the September 26, 2018 Agenda Item #3 FY City County Payment Program (CCPP) Final Report submitted August 31, 2018 for all jurisdictions. The CCPP funding is received approximately 3 months after the beginning of each grant term. The funding has timelines (term length of the grant and expenditure period) and due dates (Expenditure Reporting Due Dates for the Final Report) (please see attached Overview). IVRMA has been managing City County Payment Plan (CCPP) Grants for over 15 years. They work well with in our system. First of all they are an Entitlement Grant not a Competitive Grant so we are always assured of the funding. Some of the confusion is getting a Notice to Proceed before you get funded, but because it s a two year grant you still have the funds from the previous grant. As one Grant rolls over into the next. For example: CCPP Grant terms are from August 1 st 2016 through June 29, 2018 and we received the funding December 9, However the Grant allows you to start your expenditures September 8, CCPP Grant terms were July 1 st 2015 through September 1, 2017 which overlaps the Grant cycle so you will have funds for September, October and December 2016 expenditures. IVRMA has developed a spread sheets that allows us to keep accurate records of our expenditures. 300 S Imperial Avenue Suite 11, El Centro, CA RECYCLE Fax (760) Printed on Recycled Paper
8 Page 6 Since the CCPP Grant funding is available for the expenditures, the Cal Recycle system of funding distribution for the CCPP Grants is not considered a reimbursement grant. Therefore, it would not be necessary to contact the Assembly Member for assistance with the timeframe reimbursement of the CCPP Grant. IVRMA has received Notification of Funding for the Beverage Container Recycling City/County Payment Program FY The application is due December 17, Fiscal Year (FY) Term Expenditure Period Expenditure Reporting Due Date * July 1, 2015 June August 31, 2015 September 1, , 2017 September 1, August 1m 2016 September 8, 2016 September 4, 2018 June 29, 2018 June 29, June 1, 2017 June 29, 2019 June 1, 2017 June 29, 2019 September 3, 2019 *End of Term and Expenditure Period dates differ due to FY implementation of new Fi$CAL system CONCLUSION Since the CCPP Grant funding is available for the expenditures, the Cal Recycle system of funding distribution for the CCPP Grants is not considered a reimbursement grant. Therefore, it would not be necessary to contact the Assembly Member for assistance with the timeframe reimbursement of the CCPP Grant. 300 S Imperial Avenue Suite 11, El Centro, CA RECYCLE Fax (760) Printed on Recycled Paper
