6 Planning Assistance Supports local organizations (Economic Development Districts, Indian Tribes, and other eligible areas) with planning efforts, providing suggestions, tools, and resources for developing comprehensive economic development strategies Short-Term Planning Partnership Planning Average award is $70,000 Range from $40,000 to $200,000 6

7 Local Technical Assistance Helps fill the knowledge and information gaps that may prevent leaders in the public and nonprofit sectors in distressed areas from making optimal decisions on local economic development issues Industry cluster strategies Feasibility studies Pilot programming for a limited time Average award is $64,000 Range from $50,000 to $300,000 7

8 Public Works Assistance Revitalize, expand, and upgrade physical infrastructure to attract new industry, encourage business expansion, diversify local economies, and generate or retain long-term, private sector jobs and investment in distressed communities Construction of economic development infrastructure and facilities. Average Award $1.4 million Range from $200,000 to $3,000,000 8

9 Road Project Road project to widen and add additional lanes to improve safety, access and interconnectivity between established industries in the area and encourage future development Avenue Extension& Modernization /Industrial Connector Public-private partnership leading to new private investment and job creation for multiple businesses 9

10 Economic Adjustment Assistance Assist in designing and implementing strategies to adjust or bring about change to an economy, focusing on areas that have experienced or are under threat of serious structural damage to the underlying economic base To assist regions suffering from chronic unemployment, loss of major employer or natural disaster Strategy or Implementation Revolving Loan Fund Program Average Award $820,000 Range from $100,000 to $1,250,000 10

11 Truck Driving Program Implementation of an operational Commercial Driver s License Truck Driving course, including simulator and on-road training, consistent with the growing transportation and logistics cluster College Robotics Program Workforce training program in robotics programming, operations and trouble-shooting, including the creation of a modernized robotics and automation lab 11

12 Additional Programs University Centers: A partnership of the Federal Government and academia that makes the varied and vast resources of universities available to the economic development community. Research and National TechnicalAssistance: Supports research of leading edge, world class economic development practices and information dissemination efforts. Office of Innovation and Entrepreneurship (OIE): Housed within the U.S. Economic Development Administration, the Office of Innovation and Entrepreneurship (OIE) works to foster a more innovative U.S. economy focused on turning new ideas and inventions into products and technologies that spur job growth and competitiveness while promoting economic development. Trade Adjustment Assistance for Firms: A national network of 11 Trade Adjustment Assistance Centers to help strengthen the competitiveness of American companies that have lost domestic sales and employment because of increased imports of similar goods and services. 12

13 Eligible Applicants District Organization State, county, city, or other political subdivision of a State, special purpose unit of a State or local government engaged in economic development activities, or a consortium of political subdivisions Institutions of higher education Non-profit organization in cooperation with officials of a political subdivision of a State Indian Tribe or a consortium of Indian Tribes 13

14 Area Eligibility High Unemployment 24 month unemployment rate for the region must be greater than 1% of the National Average (Bureau of Labor Statistics) Low Per Capita Income The PCI for the region must be less than 80% of the National Average. (5-year American Community Survey Data) Special Need Sudden and severe unemployment event or natural disaster STATSAMERICA.ORG/DISTRESS 14

15 EDA projects must be consistent with a Regional Strategy Public Works and Economic Adjustment Implementation projects MUST be consistent with a relevant Comprehensive Economic Development Strategy (CEDS) Proposals specifically prioritized in a CEDS are typically more competitive Must be current ( no older than 5 years) 15

16 A Few Things EDA Cannot Do NO grant awards to for-profit organizations NO grant awards for infrastructure owned by a for-profit organization NO infrastructure on land acquired through eminent domain NO grant awards to non-profits to be used to purchase equity stakes in for-profit entities NO housing projects, swimming pools, golf courses or casinos 16

17 Cost Sharing and Matching Funds EDA generally awards projects at 50 % of the total project cost Matching share should: be committed to the project for the grant period be available at the time of application may not be conditioned or encumbered in any way that may preclude its use, consistent with EDA requirements 17

19 How to Apply to EDA Submit project proposal before full applications for Public Works and Economic Adjustment Assistance programs. Planning and Local Technical Assistance projects are full application only and submitted through Grants.gov to the Chicago Regional Office. EDA will communicate with all applicants within 30 days of submission of a proposal and within approximately 60 days of submission of a complete application. Responsive proposals will work with their EDR to assist them with a full application. Grant awards are subject to availability of Funding 19
