3 1 Open call for partnerships The Research Training Partnership Programme - Rwanda as an integral part of research capacity strengthening is an open call for collaboration between the University of Rwanda and Swedish research and higher learning institutions (universities) for strengthening institutional research capacity at the University of Rwanda (UR). Based on the UR Concept Note for Research Capacity Development and Institutional Advancement (hereafter UR Concept Note), University of Rwanda and interested Swedish universities together develop Letters of Intent for collaboration. For areas with research supporting nature partnership with Swedish institutions is not a prerequisite. Letters of Intent will be evaluated by an external scientific committee and successful applicants will be invited to submit Full Proposals. The UR Concept Note and contact details for University of Rwanda as well as a list of Swedish universities are available here. 2 The Application Letters of Intent for research training partnerships which clearly define (i) an outline of a scientifically sound research training program; (ii) how a true partnership will be developed; (iii) how this will ensure quality research training leading to a critical mass of trained people in areas of national importance for poverty reduction and sustainable development as defined in the UR Concept Note; (iv) how this can be achieved in a cost effective and sustainable way, will be asked to submit Full Proposals. In addition, Letters of Intent for key research supporting components which clearly define (i) the central role of the supporting component for research and research training at the university; (ii) how the supporting component fits into the UR Concept Note; (iii) how the proposed support can be achieved in a cost effective and sustainable way, will be asked to submit Full Proposals. 2.1 Developing Letters of Intent The overall application of the University of Rwanda will be based on several sub-programme level Letters of Intent. Letters of Intent will be accepted for research training partnerships and for key research supporting components. Sub-programme level Letters of Intent for research training are developed by relevant colleges/schools/departments/centres/ or other units at University of Rwanda in close collaboration with departments/centres/units in Swedish universities. Letters of Intent for research training partnerships should clearly define the following: 1. An outline of a scientifically sound research training programme; 2. How a true partnership will be developed; 3

How this will ensure high quality research training that will result in a critical mass of trained people in areas relevant to poverty reduction and sustainable development as defined in the UR Concept Note; 4. How this can be achieved in a cost effective and sustainable way. Letters of Intent for key research supporting components (e.g. research management, institutional reform, Information and Communications Technology (ICT), quality assurance, gender and environment mainstreaming, library support, research communication, innovation or other components that strengthen the conditions for carrying out research and research training) should clearly define the following: 1. The central role of the supporting component for research and research training at the university; 2. How the supporting component fits into the UR Concept Note; 3. How the proposed support can be achieved in a cost effective and sustainable way. Partnerships for key research supporting components are welcome but not obligatory. These should be submitted in the same way as other Letters of Intent. The office of the Vice-Chancellor is responsible for submitting the overall application containing the subprogramme level Letters of Intent. Prior to submission of the overall application the University of Rwanda will pre-screen all Letters of Intent. Only Letters of Intent endorsed by the University of Rwanda will be included in the overall application. Endorsement shall be based on relevance assessment in relation to the UR Concept Note. The overall application should consist of: 1. Cover letter including a list of all sub-programme level Letters of Intent (both for research training partnerships and for research supporting components) endorsed by the legal representative of the University of Rwanda; 2. All endorsed Letters of Intent as appendices; 3. An attest that the Letters of Intent included are in compliance with UR Concept Note; 4. A signed declaration that the Letters of Intent for research training partnerships are jointly written by University of Rwanda and the Swedish universities. In addition, from each of the Swedish institutions, a letter of endorsement from the Rector is required as attachment to the Letter of Intent. This should state that the Swedish university is willing to work with University of Rwanda to carry out partnership programmes based on the proposals submitted. In cases where the Swedish university is willing to invest both human and economic resources to make the partnership programmes function, this should be clearly indicated. The Letters of Intent will be assessed by the Sida Research Training and Capacity Development Evaluation Committee and successful applicants will be invited to submit Full Proposals. Guidelines for the Full Proposals will be made available on Sida s website at 4
5 2.2 Detailed instructions for Letter of Intent A) Research training partnerships More than one Letter of Intent may be submitted from one department. Preference will be given to subprogramme level Letters of Intent that present the most comprehensive, feasible, efficient and costeffective plans for obtaining a critical mass of research trained people as outlined in the UR Concept Note. Research training programmes where training and learning is arranged in research schools or multidisciplinary teams are encouraged. B) Key research supporting components Partnerships on research supporting components that strengthen the conditions for carrying out research within the University of Rwanda (e.g. research management, quality assurance, gender and environment mainstreaming, support to research communication, library including access to electronic scientific journals, ICT including staff capacity building, institutional reforms, innovation etc.) are welcome but not obligatory. Each sub-programme level Letter of Intent should be maximum 12 pages excluding enclosures The following conditions must be met The legal representative for University of Rwanda must provide Sida with a signed list of all endorsed Letters of Intent that are submitted. If pre-screening is applied (preferable in case of a large number of proposals and to ensure relevance) a description of the process used by the University of Rwanda needs to be attached to the overall application. A) For research training partnerships 1. The Letters of Intent should come from the bodies/entities responsible for research training at the University of Rwanda (i.e. colleges, schools, research centres or departments within these) together with their proposed partner Swedish university bodies/entities 1 responsible for research training and with the right for examination. 2. Letters of Intent must be jointly written by coordinators or team leaders 2 from both University of Rwanda and the Swedish universities. A signed declaration that the Letter of Intent has been jointly written by University of Rwanda and the Swedish universities has to be attached. 3. Coordinators/team leaders must be employed by or officially affiliated with University of Rwanda or partner Swedish universities. B) For key research supporting components 1. The Letter of Intent should come from the concerned unit at the University of Rwanda with the coordinating responsibility for any of the following: research management library Information Communication Technology (ICT) institutional reforms innovation and use of research results 1 Consortia of Swedish universities may apply. Based on the content of UR Concept Note, consortia of Swedish universities may write a joint Letter of Intent together with the University of Rwanda. 2 In the ongoing research partnership the subprogram level coordinators are called team leaders. 5
6 gender mainstreaming quality assurance research communication 2. Where the components include partnerships, the Letter of Intent should be written jointly by subprogram level coordinators (team leaders) from both the University of Rwanda and the Swedish university. A signed declaration that the Letter of Intent has been jointly written by UR and the Swedish universities has to be attached. 3. Coordinators/team leaders must be employed by applying universities The following should be addressed in the Letter of Intent A) For research training partnerships 1. Intention to build capacity for research training programmes at the University of Rwanda. 2. Joint interest in partnership indicating the short- and long term benefits and added value of the partnership. 3. The Letter of Intent should briefly outline the following: scientific basis and rational for the chosen research training area expected outcome of the selected research training area relevance of the research area to poverty reduction and Rwanda s development challenges within the public and/or private sector as well as within civil society considerations on gender equality and environment protection relevant to the research training area 4. The expected contribution of each of the main partners in the proposed research training programme: short curriculum vitae and publication list of main partners (annexed using the outline provided below) management of the partnership programme administrative resources available available and required infrastructure for carrying out the research training academic networks in this area operational issues of the research training programme that need to be addressed during the full proposal 5. The Letter of Intent should briefly outline the following: capacity development process intellectual property and patent issues staff mobility issues management of career opportunities for participating researchers and research students 6
7 6. The Letter of Intent should include a draft list of potential risks for the research training partnership. B) For key research supporting components 1. Where there is partnership the Letter of Intent should outline joint interest in partnership indicating the added value for partnership with Swedish institutions. Commitment by the faculties/universities to participate in such partnerships. 2. The Letter of Intent should outline the following: expected outcome of the supporting component expected outputs, presented along a plausible timeline relevance of the supporting component for contributing to the research focus of the university risks regarding recruitment and retention of personnel trained in the supporting component 3. The Letter of Intent should clearly but briefly define the roles and contribution of each of the participants/partners in the proposed research supporting component: the available and the required personnel for the research supporting component (indicating their expertise and competence) the available and required infrastructure for the research supporting component management of the research supporting component administrative resources for the research supporting component 4. The Letter of Intent should indicate the operational issues of the research supporting component that needs to be addressed during the full proposal and the planned process to be used to achieve this. The main operational issues may include the following: governance quality assurance time perspective short and long term financial strategy monitoring and evaluation 5. The Letter of Intent should briefly discuss the following: capacity development process intellectual property and patent issues staff mobility issues management of career opportunities for participating staff 2.3 Budgets Letters of Intent should include draft budgets. Note that for Full Proposals more stringent budgets will be required. 7
8 The budgets should show the full cost of the planned activities (direct and indirect costs) and should indicate planned co-funding by the University of Rwanda and Swedish partner universities. Budgets should indicate how funds will be divided between the partners. The below costs may be included in the budgets Cost of curriculum development Cost of training University of Rwanda is expected to pay the salaries of their staff who qualify for Master s and PhD training. These staff members are expected to receive leave of absence with pay from the universities to pursue their training 3 or through country stipend schemes where they exist. 4 Fees at the University of Rwanda for supported students on postgraduate training; fee waiver can be budgeted as co-funding Allowances for visiting lecturers (from partner Swedish universities) involved in postgraduate courses at University of Rwanda Funding for carrying out Master projects including laboratory equipment and supplies Funding for carrying out PhD projects including laboratory equipment, consumables, cost of publication, field work Funding for Postdoctoral projects including laboratory equipment, consumables, cost of publication, field work Joint laboratory equipment Note that University of Rwanda is expected to develop/update policies regarding the maintenance of laboratory and other equipment and to submit it as part of the overall proposal Cost related to exchange of personnel Compensation for lecturers to alleviate postgraduate and undergraduate degree teaching load of staff PhD candidates through engagement of Swedish partners (e.g. supervisors, lecturers, Swedish PhD candidates twinning) Subsistence allowance/salary Subsistence allowance for PhD candidate when in Sweden, including cost of housing. The standard sum is SEK for PhD candidates and SEK for post docs per month in Sweden Subsistence allowance for twinning/student/lecturer exchange (based on the regulations in the Sweden partner university) Compensation to Swedish supervisors. A standard sum for supervision and the PhD candidates research training expenses while in Sweden is SEK/year. 3 The candidates should be exempt from teaching and be able to dedicate at least 80% of their time to their research studies in the home country. 4 Co-funding may include in-cash and in-kind contributions from applying institutions own resources as well as contributions from other funders. 8
9 Salaries of University of Rwanda supervisors is expected to be regulated by the rules in the University of Rwanda Allowances and per Diem Allowances and per diem for individuals from University of Rwanda should be in accordance with written regulations at University of Rwanda. Allowances and per diem for persons from the Swedish partner university should be in accordance with regulations at the Swedish partner university/institution Costs related to research supporting components Costs related to research supporting components may include costs for equipment, contribution to maintenance of equipment, library electronic resources; cost of training Cost of travel abroad Travel costs may include airfare (economy class), insurance, visa Running costs Running costs may include funds to the university to cater for indirect costs that arise for carrying out the programme. The specific types of costs need to be specified Indirect costs for carrying out the programme University of Rwanda should list the indirect costs and indicate the total costs to be absorbed by them (as part of co-funding) and the total budget requested from Sida. The Swedish Partner institutions should list the indirect costs and indicate the total costs to be absorbed by the Swedish University (as part of co-funding) and the total budget requested from Sida. Budgeted co-funding of activities in cash or in kind by partners will be favourably viewed when reviewing the partnership since it indicates commitment and intention for long term sustainability. 9
10 3 The Application Process in the Research Training Partnership Programme 10 year Concept Note Sida invites the institution in the partner country for submission of a Concept Note Submission from invited institution Feedback to institution for possible improvements Call for proposal A call for proposals (Letters of Intent) for research training partnerships is published at Sida's homepage Contacts Information about Swedish universities and links to Swedish universities homepage provided on Sida's homepage to facilitate contact with potential Swedish partner institutions with expertise in areas of interest Dev. of Letters of Intent Review of Letters of Intent Dev. of Full Proposals Joint Letters of Intent developed by partner country institution and Swedish university entities and submitted through/endorsed by bodies responsible for research training at partner country university and Swedish universities. Prescreening is done by the partner country istitution. An external evaluation committee reviews Letters of Intent and proposes which areas should be invited to submit Full Proposals. The final decision is made by Sida. Sida shares outcome of review with other funders of research capacity who may be interested to fund other areas Full proposals are developed jointly by partner country institution and Swedish universities Submission of Full Proposal endorsed by bodies responsible for research training at target university and Swedish university (universities) Review of Full Proposal Agreement The external evaluation committee reviews the Full Proposals and makes recommendations to Sida on which proposals to be funded. The final decision is made by Sida. The decision will be communicated to applying universities and announced on the Sida homepage. Agreements established between Sida and the organisations responsible for close follow-up of the research training programme Memoranda of understanding or agreements established between target university and Swedish university (based on Sida template) Reporting and followup Sida follows up progress regarding research training during annual planning and review meetings organised by target institution and - when relevant - the organisation responsible for close follow-up of the research training programme 10

Requirement for the format: maximum 2 pages per CV in A4 format, using a 25mm margin and Times New Roman 12 font Specify under the following numbered headlines, in this order: 1. Higher education degree(s) (year, subject area, institution) 2. Doctoral degree (year, discipline/subject area, dissertation title, and supervisor) 3. Postdoctoral work (year and placement) 4. Qualifications as research fellow/associate professor (year) 11
12 5. Specialist certification or equivalent (year, discipline/subject area) 6. Current position, period of appointment, share of time spent in research 7. Previous positions and periods of appointment (specify type of position) 8. Interruptions in research. Indicate if active research time has been interrupted to the extent that it affected the opportunity to acquire qualifications, e.g. clinical internship/residency, positions of trust in trade union organisations, student organisations, or other similar reasons. Specify the reason(s) and give the time and dates of the interruption. 9. Individuals who have completed their doctoral degree under your supervision (name, year of PhD thesis defence) or postdoctoral period under your main supervision. 10. Pedagogic experience. List five most important Master/PhD training courses you have been involved in organising. Specify your role and the year(s). 11. Other information of importance to the application. Items that do not apply should be left blank. 6 Publication list (Enclosure B) Publication list of coordinators/team leaders, supervisors and key personnel with a major role in the collaboration shall be attached as a list of a maximum of 10 selected publications from the past 10 years, marking the five most important publications with an asterisk (*). Only papers that are published or accepted for publication at the time of applying may be included. Publications can be: peer-reviewed original articles, peer-reviewed edited volumes, peer-reviewed books and book chapters. 12
