1 Affordable Housing / Downtown 300 Assist in creation of affordable housing units throughout the City of Redding, including creation of 300 housing units in the Downtown area. Housing Division The City committed $1,750,000 in HOME financing to PC Redding for the development of a 55-unit multifamily development at 2950 Polk Street. The project is complete and the units are fully occupied. FaithWORKS purchased City surplus properties at Linden Avenue and is currently performing pre-development tasks for the construction of eight affordable housing units. On August 5, 2015, a Site Permit was approved for two, 2-story, 4-unit apartment buildings. Affordable Housing Sustainable Communities Grant (AHSC) / K2 Submission of a pre-application with K2 Inc. for funding to assist in the development of a $37 million four-story mixed-use project at the site of the former Dicker's Department Store downtown. Included would be 56 units of affordable housing and 23 units of market rate housing. The project would provide for the partial reopening of Market Street, Yuba Street and Butte Street, demolition and reconstruction of the parking garage below the building, and pedestrian and bicycle connections to transit and local trails via a cycle track (two-way bike lane physically separated from traffic) on California Street. Services / Public Works / Housing On February 25, 2016, the City Council approved a nonbinding Letter of Intent with K2 Inc. and authorized the City to be a co-applicant for AHSC grant funds. On October 11, 2016, the California Strategic Growth Council approved and awarded $20 million to the Redding Downtown Loop and Affordable Housing Project. Staff is working through a checklist with HCD in preparation of receiving the AHSC Standard Agreement. The City Council approved the Agreement on July 18, The Right of Entry Agreement is being processed for signatures and staff is negotiating an Exclusive Option Agreement for Downtown Redding Investors LP to lease the underground parking facility. (Updated) Churn Creek Road North Extension Consideration of the re-establishment of the extension of Churn Creek Road north of Highway 299 in the circulation element of the City's General Plan and the Oasis Road Specific Plan. Public Works City staff has completed traffic modeling and is near complete on a high level alternative analysis including looking at potential roadway alignments, typical sections, environmental compliance constraints, right-of-way constraints and cost estimates. 2 Costco The proposed South Pointe Plaza development consists of a 152,000-square foot Costco store with fueling station and 67,000 square feet of additional retail space situated northwest of the Bonnyview/I-5 Interchange. Services / Public Works Rich submitted applications for the proposed development in January Pursuant to Council authorization, the Mayor executed a contract with PlaceWorks for the preparation of the Project EIR. Staff is working with Caltrans on a Project Study Report to identify anticipated phased improvements to the South Bonnyview/I-5 Interchange and with the Bureau of Indian Affairs with respect to the proposed Redding Rancheria Project southwest of this interchange. The Notice of Preparation of a Draft EIR was issued on May 10, 2017, and a public scoping meeting to collect oral comments on the scope of the EIR was conducted by the Planning Commission on June 13, Dignity Health Wellness Center The proposed Dignity Health development consists of a 129,300-square-foot medical office complex southwest of the Cypress Avenue/Hartnell Avenue intersection. Services Dignity Health has purchased three parcels from the Successor Agency and one from the City in order to construct a Wellness Center generally north of the Henderson Open Space. On January 19, 2016, the City Council, acting separately on behalf of the City and Successor Agency, approved a non-binding Letter of Intent with Dignity regarding the potential sale. On August 16, 2016, the City Council and Successor Agency Board approved a Purchase and Sale Agreement for the parcels. The sale was approved by the Oversight Board on August 26, Dignity Health submitted applications for the proposed development in January 2017, which were continued indefinitely by the Planning Commission on August 22, 2017, due to significant comments received in response to the CEQA document prepared for the project. 3 Downtown Redding Specific Plan Update The Downtown Redding Specific Plan Update will provide a comprehensive guide toward the physical and economic revitalization of Downtown Redding. The update involves reevaluating the existing vision, policy directions, and implementation strategies for downtown. Services / Public Works The Downtown Redding Transportation Plan, which will be incorporated into the Downtown Redding Specific Plan Update to be prepared by staff and the City's consultant, PlaceWorks, was accepted by the Council on December 6, PlaceWorks and staff conducted four stakeholder interview group meetings on December 8 and 9, PlaceWorks completed an Opportunities and Constraints Memorandum in January 2017, has completed market demand analysis work for the plan area, is evaluating several opportunity sites, and has formulated the draft preferred plan based upon the results of an online community survey conducted in late February/early March 2017, a Council workshop held on March 9, 2017, and a community workshop held on March 30, A Planning Commission workshop was conducted and Council report was presented regarding the draft preferred plan on July 18, 2017, and preparation of the specific plan update document is underway. Downtown Tree Plan Develop a master plan for tree infrastructure and plantings for the Downtown area. Community Services Dudek Consultants has been retained to complete the work. A community meeting was held on June 27th. The plan should be completed in the next 60 days. Henderson Open Space Enhance open space area, improve trails, construct kayak launch, parking lots, and signage. Community Services The Planning Commission approved the Use Permit on June 27. Staff is working on the 1602 application to CA DFW. In a best case scenario, some work could begin this fall. Most work will be pushed to next year which will require grants be extended again. The Bureau of Reclamation continues to plan a side channel to salmon spawning and rearing on the property. It has not received final approval. The restroom was delivered to the Corp Yard last month. 4 Land Tracking System Implementation of a modern computerized land development and permit activity tracking system to integrate private sector building and utility infrastructure development activity across multiple City departments. Services / Information Technology Initial go live of the core software package was accomplished as planned on December 5, Staff has completed a detailed contract performance assessment of the ILMS land development tracking software. Numerous and signifiicant deficiencies exist with the software provided. Staff and the vendor are working together on upgrading to a 2016 version which will address many of these deficiencies. Low-Income Energy Efficiency Program (LIEEP) - (Green House Gas (GHG) Funded Program) In April 2017, the City Council approved a package of GHG funded programs including the new Low- Income Energy Efficiency Program (LIEEP) - a program offered by REU through a contract with local weatherization contractor Self Help Home Improvement Project (SHHIP). Low income owners and renters will receive energy efficiency improvements at no cost; anticipated completion is four years. The contract between the City and SHHIP was executed on August 18; REU and SHHIP are currently finalizing the program design; customer program enrollment should begin in mid- September. (New) Park Master Plan Update Update the Park, Trails and Open Space Master Plan with current inventories, programs, and recommendations. Community Services Work is currently underway. CSAC will review the draft plan in September then it will go to the Planning Commission and then City Council. (Updated) Placer Street Active Transportation Project Improvment of the Placer Street corridor from the City Limits to Highland Avenue including: Roadway widening and buffered bike lanes Conduit for a future signal at Wisconsin Avenue 1.8-inch asphalt concrete overlay and restriping New and upgraded RABA facilities Three enhanced pedestrian crossings Completion of curb, gutter, sidewalk & ADA improvements 7,400 ft of 8' - 10' wide sidewalk Corridor lighting improvements 117 new trees (removing 69 scrub trees) Upgrades to water and storm drain Public Works The project is about 80 percent complete. Most of the underground work and retaining wall are complete. Sidewalk work continues and is complete from Boston Ave to Buenaventura Blvd. Street light and signal work continues with landscaping scheduled for September and paving and striping to follow. 5 Quartz Hill Road Realignment Widening of Quartz Hill Road between Snow Lane and Terra Nova Drive to provide paved bike lanes on both sides of the road and sidewalk as well as curb and gutter on the east side. In addition, improved pedestrian crossings will be added at various locations from Market Street to Snow Lane. Public Works Staff and the City's consultant (Sharrah Dunlap Sawyer) are working on final design, permits and right of way with advertisement of a construction contract scheduled for fall REU 2020 Strategic Plan Shade Tree Program - (Green House Gas (GHG) Funded Program) REU is facing unprecedented challenges to its core business. REU developed a five-year strategic plan to help address the challenges and provide flexibility to manage an uncertain future while ensuring the long-term stability of locally owned public power. The new Shade Tree Program (Energy Saving Trees program) is designed to provide energy saving shade benefits to REU customers; the program allows applicants to use interactive maps through i - Tree software to calculate energy saving benefits based on tree location in relation to their home; REU partnered with Community Services and the Arbor Day Foundation to develop, promote, and administer the program, which over the course of five years will provide at least 5,000 trees, at no cost, to REU customers. The community engagement steering committee for REU's pending cost of service study, integrated resource plan (IRP) and service policy continues to meet. The committee is formulating plans on how best to engage our customers/community regarding these important initiatives. Another milestone has been met with the strategic initiative portion of the -Wide Safety Program being completed. A Safety Working Committee will be formed, reporting to the Safety Oversight Committee, and tasked with implementation of the -Wide Safety Policy. REU's first tree giveaway campaign, launched in April for Fall 2017 tree distribution; 900 trees have been committed for delivery in October; trees will be delivered by Parks staff to program participants' homes; the 2nd phase of the campaign was launched this month for the spring 2018 tree distribution; the program committed its full inventory of 300 trees within five days of opening. 6 Stillwater Business Park Develop a large-parcel business park east of the Redding Municipal Airport. Transportation The Transportation Electrification Program includes Electrification Program - an electric vehicle (EV) rebate program, limited City (Green House Gas fleet vehicle conversions to EVs, and the (GHG) Funded Program) development of public charging infrustructure. City Manager Phase 1A construction began in July 2008, and the City Council accepted the project on May 3, 2011.On January 21, 2014, the City Council approved designation of the Economic Corporation of Shasta County as the primary marketing organization for the park. On August 18, 2015, the City Council approved a Purchase and Sale Agreement with Lassen Canyon Nursery for Lot 7, a acre parcel in the park. Lassen Canyon Nursery closed escrow on Lot 7 on December 22, Following issuance of a Request for Qualifications, the City Council approved a one-year listing agreement with Colliers International on July 19, On August 15, 2017, City Council approved a one-year extension to the agreement. (Updated) The EV rebate program launched in ; residential customers are eligible for up to $3,000 in rebates and commercial customers are eligible for up to $40,000 in rebates; program promotion with all media types; REU particiapted in an EV ride-ndrive event at Turtle Bay on August 19; staff is working with City Fleet, Public Works, and Parks to develop a list of existing vehicles to be replaced with EV/PEVs; next steps include developing charger infrustructure needs; additionally, the EV program will include development of an EV public charging network/ infrustructure.
