2 HUD Policy Priorities (Section II.A) 1. Ending homelessness for all persons Identify, engage, effectively serve all persons and sub-populations Use local data to measure performance and tailor services to need Implement a comprehensive outreach strategy for unsheltered Use reallocation process to create new projects that improve system performance 2. Creating a systemic response to homelessness Use system performance measures Use CE to promote participant choice and coordinate homeless assistance and mainstream housing and services Assistance should be quick, open, inclusive, and transparent

7 Reallocation (Section II.B.2) CoCs may create new projects through reallocation for certain types of projects. For example: New PSH projects that meet the requirements of Dedicated PLUS New PSH projects where 100% of beds are dedicated to chronic homelessness New RRH projects for people experiencing homelessness that meet certain criteria New Joint TH and PH-RRH component projects New expansion project to expand eligible renewal projects that will increase the # of units in the project or serve additional persons

8 Threshold Eligibility Requirements 24 CFR part 578 requirements Financial and management capacity and experience Submit required certifications Serve appropriate population Cost-effective Agree to participate in HMIS 8

9 Project Quality Threshold The type of housing and number and configuration of units will fit the needs of the program participants Supportive services that will be offered to program participants will ensure successful retention or help to obtain permanent housing Specific plans are in place for ensuring that program participants will be individually assisted to obtain the benefits of mainstream health, social and employment programs for which they are eligible to apply Program Participants are assisted to obtain and remain in permanent housing in a manner that fits their needs

10 Local Process and Timeline July 18: Applications open in e-snaps August 23: Applications submitted to CoC by 5 pm August 23-September 11: Applications scored and ranked by Funding Development Working Group September 13: Notify applicants September 28: Submit Collaborative Application by 5 pm
