COITTEE SECTION (COERCE) 9.1 ain Functions of the Section:- Department Related Parliamentary Standing Committee on Commerce is one of the eight Standing Committees, being serviced by the Rajya Sabha Secretariat. Department of Commerce and Promotion are within the purview of the Committee s scrutiny. The main functions of the Committee, as laid down in rule 270 of the Rules of Procedure and Conduct of Business in the Rajya Sabha are: (i) to consider Demands for Grants of the related inistries/departments and report thereon (the report shall not suggest anything of the nature of cut motions); (ii) to examine Bills pertaining to the related inistries /Departments referred to the Committee by the Chairman or the Speaker, as the case may be, and report thereon; (iii) to consider the annual reports of the inistries/departments and report thereon; and (iv) to consider national basic long term policy documents presented to the Houses, if referred to the Committee by the Chairman or the Speaker, as the case may be, and report thereon: Provided that the Standing Committees shall not consider matters of day-to-day administration of the related inistries/departments. The Committee consists of 31 embers, 10 embers nominated by the Chairman from among embers of the Rajya Sabha and 21 embers nominated by the Speaker from among embers of the Lok Sabha. A ember of the Committee holds office for a term not exceeding one year Constitution of the Committee:- The Committee () was constituted w.e.f. 1 st September,. 9.3 Consideration of Demands for Grants:- The Demands for Grants of the Department of Commerce and Promotion, inistry of Commerce & Industry for the year -16 were examined and the reports were prepared thereon. The Committee adopted the 117 th Report on Demands for Grants (-16) pertaining to Department of Commerce and the 118 th Report on Demands for Grants (-16) pertaining to Promotion on and presented/laid the same in both the Houses on Consideration of subjects:- During, the following subjects were taken up by the Committee for consideration:- Subjects taken up by the Committee: Sl.. India's Engagement with Free Trade Agreements: Challenges and Opportunities Five meetings have been held so far and the Committee has undertaken four study visits on the subject during the years 2013 and Ten meetings have been held so far on the subject during the years 2013and Rubber Industry in India The 119 th Report on Rubber Industry in India was presented to Rajya Sabha on and laid on the Table of Lok Sabha on Export Infrastructure in India Eight meetings have been held so far and the Committee has undertaken one study visit 5. Activities and Functioning of Spice Board, State Trading Corporation (STC) and inerals and etals Trading action was taken by the Committee on the subject during the year. 94

Growth and Development of Industrial Corridors in India 95 The examination of the subject has been subsumed under the examination of the subject 'Industrial Policy in the Changing Global Scenario. 7. The Committee examined/is examining the subjects on (i) India's Engagement with Free Trade Agreements (FTAs) : Opportunities and Challenges; (ii) Industrial Policy in the Changing Global Scenario; (iii) Rubber Industry in India; (iv) Export Infrastructure in India; (v) Activities and Functioning of Spice Board, State Trading Corporation (STC) and inerals and etals Trading Corporation (TC); and (vi) Ease of Doing Business. 9.9 Computerisation: - The Section is equipped with six Personal Computers. All the work relating to drafting of notices, minutes, reports, etc. is being done on computers. The Computers are linked on LAN and have been provided with Internet facility.
