2 NOTICE OF EXPRESSION OF INTEREST (III rd Call) For Providing Artificial Insemination Service at the doorstep of farmers in Wardha District, under Rashtriya Krishi Vikas Yojana. Office of the Commissioner, Animal Husbandry, Maharashtra State, Pune- 1. Online Expression of Interest in form of e-tenders are invited by the Commissioner, Animal Husbandry, M.S Pune-1 in prescribed format from the registered Charitable institutes / Non- Government Organizations / District & Taluka Co-op. Milk Unions / Private Organizations by TWO- BID SYSTEM for Establishing Artificial Insemination Centers for the period of & or for the period of implementation of this scheme under Rashtriya Krishi Vikas Yojana, whichever ends earlier, wherein the payment will be based on the number of calves born out of artificial inseminations performed by the service providing organization. Therefore, bidders must quote their rates based on per calf born basis only. It is proposed to implement the scheme in Wardha district of Maharashtra State. Participating organization should have a minimum of three years experience in implementation of Artificial Insemination program & should have performed at least 10,000 Artificial Inseminations in last three years. It has been envisaged that about 3.50 lakh additional Artificial Inseminations will have to be performed every year, during the period of implementation of the scheme, through approximately 950 additional Artificial Insemination Centers to be established by the abovementioned organizations, in 24 districts of the state. The total number of A.I. centers may vary. The probable number of A.I. Centers to be established in Wardha district is 20. The exact number of A.I. Centers to be set up in the district by these organizations may vary according to the local conditions. The A.I. Centers to be established will have to use semen of high pedigreed / Progeny Tested bulls only. The interested organization may submit their proposal for establishing A. I. Centers, in Wardha district, by clearly mentioning the number of upgraded / crossbred calves that will be produced by each A.I. center and the amount of remuneration demanded on per calf born basis, for the whole project period. One district will be the minimum area for submission of proposal. It is proposed to establish A.I. Centers, in the area where the Govt. institutes & Sevadatas appointed by the Govt. are not providing A.I. services. The exact location of the A.I. Centers to be established will be decided by the Commissioner of Animal Husbandry, Maharashtra State, Pune in consultation with the district officers of state department of Animal Husbandry. The interested organizations fulfilling & agreeing to the terms and conditions stipulated by Commissioner, Animal Husbandry, Maharashtra State, on behalf of the State Govt. & displayed on e-tendering Portal of the department ( may submit project proposal for providing the Artificial Insemination service delivery at the doorsteps of the farmers through establishment of A.I. centers in Wardha district, giving details of organization profile, work of Artificial Insemination done in last three years, qualifications and experience of their workforce, infrastructure available with the organization for carrying out the artificial inseminations, proof to ascertain their having executed such projects / programmes earlier and their evaluation studies, if any and balance sheet of the last year. The Terms & Conditions of this EOI and Online Tender Time Schedule (Key Dates) are displayed on the e-tendering Portal of the department ( Tender Form along with Terms & Conditions can be downloaded from above website w.e.f hrs on 07/04/2012 to hrs. on 23/04/2012 by payment of Rs. 5,000/- (Rupees Five Thousand only) as the non-refundable cost of tender form. The payment shall be made in the form of Demand Draft drawn on any Nationalized Bank in favour of Accounts Officer to the Commissioner, Animal Husbandry, Maharashtra State, Pune-1 payable at Pune. The details of said demand draft are to be uploaded on the website. Milk Unions/ Private Organizations The scope of work alongwith work mandate and Terms & conditions The Rashtriya Krishi Vikas Yojana has been launched with an objective of achieving minimum 4% annual growth rate in milk production. It is envisaged to achieve this objective through genetic improvement in cows & buffaloes, for which it is proposed to strengthen the Artificial Insemination service delivery network through increased coverage, by providing Artificial Insemination services to the cows and buffaloes at the doorsteps of the farmers, using frozen semen, in Wardha district. As per the directives of the Government of Maharashtra, Commissioner, Animal Husbandry, Maharashtra State is launching a project under which, it is intended to entrust the delivery of the above said services to registered Charitable institutes/ NGOs/ District & Taluka Co-Op. Milk Unions / Private Organizations having a minimum of three years experience in implementation of Artificial Insemination program. The organization should have performed at least 10,000 Artificial Inseminations in last three years. The Commissioner of Animal Husbandry, Maharashtra State, therefore invites expression of interest from various such Organizations fulfilling the stipulated terms and conditions so as to qualify for getting inducted into the program for delivery of the Artificial Insemination service for cows & buffaloes at the doorsteps of the farmers. Eligibility to participate: Registered Charitable institutes/ NGOs / District & Taluka Co-Op. Milk Unions / Private Organizations having a minimum of three years experience in providing the A I delivery service in field at door steps of the livestock owners and duly registered at least 3 years ago and functioning effectively since then, are only eligible to participate in the process. The organization should have in place men, material, technical know how and infrastructure to undertake such work and should have actually performed at least 10,000 artificial inseminations in cows & buffaloes, in last three years. 4

The exact number of A.I. centers to be set up in the district by these organizations may vary according to the local conditions. 2) Proposal should cover the entire district. 3) The project proposal should clearly mention about the targeted number of upgraded/ crossbred calves that would be produced in a year and the cost on per calf born basis, for the whole project period. 4) The period of implementation of the scheme will be years & or for the period of implementation of this scheme under Rashtriya Krishi Vikas Yojana, whichever ends earlier. 5) The exact location of the A.I. centers to be established will be decided the Commissioner, Animal Husbandry, Maharashtra State, in consultation with the district officers of state department of Animal Husbandry. 6) Participating organization should have a minimum of three years experience in implementation of Artificial Insemination program & should have performed at least 10,000 Artificial Inseminations in last three years. 7) The organization will have to necessarily establish the A.I. Centers, within 90 days from signing the agreement with the Commissioner of A.H., Maharashtra state. 8) Each center will be manned by a Veterinarian / Paraveterinarian fully capable and extensively trained for the purpose of artificial insemination to breedable cows and buffaloes and follow-up activities. 9) Organization should have the capacity and facilities of training such candidates under the supervision of qualified veterinarians. 10) After successful completion of the training in the organization, the organization will have to post such trained candidates (Veterinarian / Paraveterinarian) for rendering the targeted services at these centers. 11) The A.I. Centers to be established will have to follow the Livestock Breeding Policy of the state of Maharashtra and will have to use semen of high pedigreed / Progeny tested bulls only. 12) The organization should keep a detailed record of all the activities performed and document the achievements against the set targets. For this purpose the organization will be required to develop a web based online programme & system for collection & recording of all the data related with the scheme. The system should generate the required reports on its own. All the data & information should be accessible to the department of Animal Husbandry, M.S., all the time. 13) Every crossbred/upgraded calf born out of this programme will have to be tagged with individually numbered ear tag, be documented with a birth certificate; the photograph of calf with the owner should be kept for record. This calf will be duly verified and certified by the competent authority appointed by the State Government / Animal Husbandry department. 14) The organization through these Artificial Insemination Centers should participate in the special campaigns/ programmes of Animal Husbandry department and should implement various extension activities for creating awareness regarding animal husbandry services. It should also support the department s efforts in encouraging the farmers to adopt better management practices, organizing de-worming camps, organizing infertility camps for the 5

6 cows and buffaloes and providing minor veterinary services. The material inputs (such as medicines, mineral- mixture, vitamin supplements, de-worming medicines etc.) for implementing these allied activities will be provided by the Animal Husbandry department. 15) Financial implication: Each Artificial Insemination Centre is expected to perform on an average 350 Artificial Inseminations per year eventually producing about 117 calves. The unit cost of establishing such a center based upon the remuneration payable per birth of crossbred cow calf/ improved buffalo calf and the total number of calves expected to be produced per center be submitted by the interested organization in the proposal. So also, the name of the district, the total number of centers that would be set up by the organization and total cost of the project must be quoted in the proposal. 16) The organization will have to provide all the necessary infrastructure such as equipments like Liquid Nitrogen Containers, A.I. guns, thawing units etc. and consumables such as frozen semen doses, liquid nitrogen, sheaths etc. for delivery of A. I. service through establishing such Artificial Insemination Centers. The organization will also have to bear the expenditure on rent of the building of the A.I. centre and salary / remuneration to the vets / paravets posted on these centers. The organization should have the capacity to bear these expenses. 17) Project proposal must be submitted through e-tendering process only (by two bid system only i.e. technical bid and commercial bid). Accordingly, rate should be quoted for providing door step A.I. delivery service on the per calf born basis only, in commercial bid. All other required documents, details of which are given hereunder and on website ( should be put in technical bid. 18) The Terms & Conditions of this EOI and Online Tender Time Schedule (Key Dates) are given herewith and are displayed on the e-tendering Portal of the department ( Tender Form along with Terms & Conditions can be downloaded from above website w.e.f hrs on 07/04/2012 to hrs. on 23/04/2012 by payment of Rs. 5,000/- (Rupees Five Thousand only) as the non-refundable cost of tender form. The Demand Draft must be submitted physically to the office of Commissioner, Animal Husbandry, Maharashtra State, Pune-1 before hours on 23/04/ ) Commercial Bid will not be opened, if the organization fails to submit the required documents substantiating its basic infrastructure for rendering A.I. services. 20) A Pre-bid meeting will be held on 13/04/2012 at hrs. in the Office of the Commissioner, Animal Husbandry, Maharashtra State, Pune. 21) The interested organizations fulfilling & agreeing to the terms and conditions stipulated by Commissioner of Animal Husbandry, Maharashtra State on behalf of the State Govt., which are given herewith & displayed on e-tendering Portal of the department ( may submit a project proposal for providing the Artificial Insemination service delivery at the doorsteps of the farmers through establishment of A.I. centers giving details of organization profile, work of Artificial Insemination done in last three years, qualifications and experience of their work-force, infrastructure available with the organization for carrying out the artificial inseminations, proof to ascertain their having executed such projects / programmes earlier and their evaluation studies, if any and balance sheet of the last year. 22) The organization should submit necessary documents to depict its technical capability to undertake the project and should also mention technical capability of the A.I. workers. 23) The organization should also submit necessary documents to reveal its technical infrastructure, the inputs & the quality of inputs that would be made available by it under the project. 24) Submission of proposals: Project proposal must be submitted through online e-tendering process in two bid system only (technical bid and commercial bid) 6

I. delivery service on the calf born basis only, in commercial bid. 27) Following documents should be put in technical bid. a) Check list of documents- duly signed. b) Valid Registration certificate of the Organization, issued by the competent authority. c) Service Tax Registration of the Organization. d) Experience Certificate: Details of earlier contracts with any other State/ Central Government department/ Livestock Development Board or Agency, if any or having implemented the Artificial Insemination program by the organization itself, with proof. e) Last year s balance sheet of the bidding firm. f) Earnest Money Deposit of Rs. 50,000/- (Rs. Fifty Thousand Only) by the way of Demand Draft drawn in favor of the Accounts Officer to Commissioner Animal Husbandry, MS, Pune-1 on any Nationalized bank. A scanned copy of the Demand Draft must be submitted along with the proposal in technical bid. g) Annexure -2 regarding important technical information. h) Information brochure of the organization mentioning about Network and infrastructure, Management consultancy and Technical facility, Mobile A I facility and Training facility. i) A scanned copy of the Tender Fee Demand Draft of Rs 5000/- must be submitted along with the proposal in technical bid. 28) The bidder should quote the rates on per calf born basis, only. 29) The EMD will be forfeited by the Govt. Of Maharashtra, in case the rates quoted by the bidder are approved but the party refuses to enter into the agreement. 30) The scanned copies of the documents must be uploaded in the Technical bid and the originals should be kept ready for submission on demand. 31) Commissioner, Animal Husbandry, Maharashtra State, Pune reserves the right to call for break up of offer wherever necessary. 32) No proposals will be accepted after stipulated date & time. 33) Rates should be written in clear and readable writing. Any correction should be duly countersigned. 34) Increase in rate on any account such as increase in input cost etc. will not be admissible, at all. 35) OPENING OF EXPRESSIONS: Opening of expressions (technical bid) shall be held at the office of the Commissioner, Animal Husbandry, M.S., Central Building, Pune , between hrs on 24 th April 2012 and hrs on 25 th April Price bids will be opened between hrs on 25 th April 2012 and hrs on 25 th April Every bidder is at liberty to remain present or authorize his / her representative (only one) to be present at the opening of the proposal at the time and date specified. ACCEPTANCE OF PROPOSALS: 36) Commissioner, Animal Husbandry, M.S. Pune-1 does not pledge himself to accept the lowest proposal and reserves the right of accepting the whole or any part of the expression or portion of it, or to refuse all proposals without assigning any reason. 7

8 37) After the organization s proposal is accepted, the organization will have to deposit the amount of Security of 3% of the estimated cost of its proposal in form of TDR or Bank guarantee of Nationalized Bank. The security deposit will be returned after 12 months period after successful completion of the contract. Hence security deposit must be of 72 months. 38) The successful bidder will have to execute the necessary Contract Agreement / Memorandum of Understanding with the Commissioner of Animal Husbandry department, Government of Maharashtra and Chief Executive Officer, Maharashtra Livestock Development Board. 39) Only the Chairman of the bidding organization or any other person as authorized by due resolution in this context is allowed to sign the agreement on behalf of the successful bidder. EMD will be forfeited in case of failure to sign the agreement in proper way. 40) Security Deposit will stand forfeited to Govt. of Maharashtra in case of any breach of terms and conditions of the contract. 41) PERIOD OF VALIDITY OF RATE CONTRACT: The contract shall be valid for the period of & or for the period of implementation of this scheme under Rashtriya Krishi Vikas Yojana, whichever ends earlier. 42) SETTLEMENT OF DISPUTES: All disputes between the District Officers and the bidder shall be settled by the undersigned. However, the disputes between the contractor and the undersigned or the appeal against the decision of the undersigned in disputes referred to him, shall lie with the Secretary / Principal Secretary, ADF, Mantralaya, Maharashtra State, Mumbai-32. Judicial proceedings, if any, can be started only in Courts of the State of Maharashtra at Pune Court only.
