Scheuernstuhl, Director, Transportation Planning and Operations Administrative Modifications to the Transportation Improvement Program (December 2006) Date: December 19, 2006 Based on the Policy on Transportation Improvement Program Preparation, administrative modifications are reviewed and processed by staff with notification to various committee memberships and other interested parties. The administrative modifications listed below have been made and the TIP has been revised as of the date of this memorandum. Further details of these modifications are contained in the attached tables. Six modifications are needed for the cancellation of two projects and to return the funds to the CMAQ program, to fund two projects from the waiting list and move them into the CMAQ bike/ped pool, and to revise the CMAQ reserves. TIP ID# th Ave: York Street Bike/Ped. Crossing of UPRR This project will provide an ADA compliant at-grade bicycle and pedestrian crossing of the UPRR at 47th Ave. & York St. Safety will be enhanced through curb bulbouts and improvements at the railroad crossing. A trail will be provided along N. York Lane and N. York Street in vicinity of the crossing. At least 20 bicycle parking racks will be installed at the adjacent schools, recreational centers, and commercial districts. (Select project from waiting list for the CMAQ bike/ped pool, using CMAQ funds added to the TIP after receiving initial CDOT control totals. Added funds are $564,000 federal (CMAQ) and $242,000 local.) TIP ID# Closures Hampden Avenue: Monaco Street to I-25 Sidewalk Gap Construct continuous 10-foot wide sidewalk and pedestrian ramps on north and south side of Hampden Avenue (SH-285) from Monaco Street to I-25 to better serve pedestrian accessibility to the Southmoor Station on the T-REX light rail corridor. (Select project from waiting list for the CMAQ bike/pedestrian pool using CMAQ funds added to the TIP after receiving initial CDOT control tables. Added funds are $407,000 federal (CMAQ) and $174,000 local.)

2 TIP ID# CMAQ Reserves Currently unprogrammed, unallocated CMAQ funds. (Select projects for bike/ped pool funded with reserves. Decrease reserves by $726,000 federal and $181,000 local in FY2008.) TIP ID# CMAQ B/P Pool: TIP This is the master pool for CMAQ bicycle and pedestrian projects selected in the TIP process. Projects individually depicted are , ,, , , , , , , , , , , , (Select projects from waiting list using the CMAQ reserves and funds from cancelled projects. Add $245,000 CMAQ (from cancelled projects) and $105,000 local in FY2007. Add $726,000 CMAQ (from reserves) and $311,000 local in FY2008.) TIP ID# Arapahoe County: Upgrade Sanding Spreader Control Units This project will upgrade controls on 16 sander spreader units on tandem axle snowplow trucks, using a computerized hydraulic manifold attached to ground speed sensor modulated hydraulic motors. Arapahoe County will install automatic vehicle location devices (AVL) and GPS receivers in conjunction with the upgraded sander controllers. The upgrades create a programmable, precise delivery system that tracks and records distribution of material, and the application rate can be changed from the dispatch base. This project will be done through "advanced construction" (purchase) with local funds in FY05 and federal reimbursement with FY06 funds. (Cancel project at sponsor's request. Remove project from rollover list and return $75,000 CMAQ funds to CMAQ program.) TIP ID# IMC Consolidated Service Center: Natural Gas Fueling Station This project will install a Natural Gas fueling station at the Infrastructure Maintenance Center's Consolidated Service Center at 124th and Washington. This natural gas fueling station will be for the use of three governmental agencies (Thornton, Adams School District 12, and the City of Northglenn) located within 1200 feet of the fueling station. (Cancel project at sponsor's request. Remove project from rollover list and return $170,000 CMAQ funds to CMAQ program) Three modifications are necessary to program projects selected to receive HB1310 funding. TIP ID# US- 85: C-470 to Castle Rock (I-25) Widening Design and construct capacity improvements determined by the I-25 / US-85 Corridor

3 EIS Record of Decision (see also ). Widen from C-470 to Highlands Ranch Pkwy from 4 to 6 lanes. Widen from Highlands Ranch Pkwy to Meadows Pkwy from 2 to 4 lanes. (RPP funds for FY2008 reduced and state general funds for FY2006 not received. Project selected to receive HB1310 funds for FY2007. Decrease prior funds by $7,225,000 and FY2008 RPP by $6,250,000. Add $5,000,000 in FY2007 RPP (Source HB 1310). Total project cost remains the same.) TIP ID# SH-66: Hover Road Intersection Improvements Project includes signal improvements and the addition of turn lanes. (Project selected by CDOT to receive HB 1310 funds. Revise $1,7500,000 of prior funds from Regional Program General Fund to RPP HB 1310 funds, and add $250,000 of RPP HB 1310 funds in FY2007. Total project cost increases.) TIP ID# I-25: 128th Avenue Bridge Replaces existing bridge structure (E-17-HQ) over I-25, widening structure from 2 through lanes to 4. Approaches remain 2 lanes (bridge is only striped for 2 lanes) until future local improvements are made. Demo ID 115. (Project selected by CDOT to receive HB1310 funds and by Congress for appropriations earmark. Add $6,300,000 of Regional Priorities Program funds in FY2007 (Source HB1310) and $495,000 Congressional Allocation (Section 112) funds and $1,305,000 local funds in FY2007.) One modification adds 7 th Pot funds. TIP ID# b I- 25/US- 36/SH-270 (new movement) Construct new general auto traffic ramp from NB I-25 to WB US36, convert existing ramp to Bus/HOV use only. Extend Bus/HOV lanes WB US36 from I-25 to west of Federal Blvd. Lanes expected to extend to Sheridan Blvd. Includes bridge improvements at Federal Blvd. I-270 extension provides new 4-lane freeway to US36. New flyover ramp from SB I-25 to EB I-270. Phases: WB I-270 connection with US36 completed Summer, Phase IV: US36/Pecos interchange reconstruction completed Phase V: Reconstructed US36 under Federal Blvd with WB HOV lane and Federal Blvd bridge replacement. Phase V-B: Construct a new flyover bridge from southbound I-25 to eastbound I-270, new pavement from 84th Avenue to 70th Avenue and New/replacement sound wall on the west side of I-25 south of 84th Avenue. Phase VI: Design and construct new ramp from EB I-270 to EB I-76 and closing EB I-76 ramp. (Project requires additional funding to complete Phase VI: Add $465,000 of 7th pot funds to FY07. Project cost increases.) Two modifications change the use of Congressionally Allocated earmarks.

4 TIP ID# Colorado Boulevard: I-76 and US-6 Extension Study Project conducts a feasibility study and environmental assessment of the extension of Colorado Boulevard from 92nd Avenue to US-6/85, with an interchange at I-76. (Move Congressional Allocation funds to construction project. Remove purchase of ROW from scope and the $1,980,000 in FY2007 Congressional Allocation funding). TIP ID# Colorado Boulevard/Dahlia Street: 88th Avenue Realign Dahlia Street at jog south of 88th Avenue with 2 through lanes. Reconstruct Dahlia/88th Avenue intersection to realign Dahlia (to Colorado extension alignment), construct turn lanes, and add curb return stub on north side. Demo ID 116 (Add project with Congressional Allocation funds. Create project with $1,980,000 Congressional allocation funds (appropriations earmark).) Administrative modifications by definition cannot affect the air quality conformity finding. Any proposed modification to the TIP that could affect the air quality conformity finding is classified as a policy amendment that requires further review and possibly analysis. As such, these modifications to the Transportation Improvement Program conform with the State Implementation Plan for Air Quality. The TIP Notification List includes the members of the Denver Regional Council of Government s (DRCOG) Regional Transportation Committee and Transportation Advisory Committee, TIP project sponsors, staffs of various federal and state agencies and other interested parties. The notification via is sent when administrative modifications have been made to the TIP.
