2 1. Introduction The Adelaide City Council (Council) manages the Precinct Group Support Program (Program), to assist Council endorsed local precinct groups to engage with and generate positive outcomes for their respective areas. Precinct Groups are independent Incorporated Associations and are assessed annually for funding from Council under the Precinct Group Support Program to deliver on activities related to Council s strategic directions. 2. Strategic Context The operating guidelines relate to The City of Adelaide Strategic Plan Outcomes. 3. Objectives 3.1. The objective of the Precinct Group Support Program is to enable precinct groups to deliver place-led activities that align to one or more of Council s strategic directions as outlined in The City of Adelaide Strategic Plan The Precinct Group Support Program provides each precinct group with operational funding to assist with administration and to ensure that a sustainable organisational infrastructure is maintained. 4. Funding 4.1. Funding is determined annually through the Council Business Plan and Budget processes. The funding is available for precinct groups to assist with strategic, operational and administrative tasks and to ensure that a sustainable organisational infrastructure is maintained. The amount of funding for each group is outlined in the individual funding agreement The precinct groups are also eligible to apply for further project-specific funding from Council s Sponsorship and Grants Scheme, as well as any other relevant state and federal funding sources. 5. Eligibility 5.1 To be eligible to participate in the Program and apply for funding, Precinct Groups will: be endorsed by the Adelaide City Council as a Precinct Group; be incorporated as an Association working under a current Constitution a copy of which is to be provided to Council; and conduct its activities in accordance with these operating guidelines and requirements To receive the Program funding eligible precinct groups will need to submit the following documentation before commencing any activities: An invoice for the amount of funding required stating ABN. Precinct Groups must supply their ABN or state otherwise if they are not registered for GST when invoicing for funding. Groups which are registered must provide a properly constituted GST Invoice.

An audited financial statement of profit and loss for the previous financial year Evidence that the precinct group has expended Council s financial support for the previous year in a manner consistent with the activity plan for that year A self-evaluation report of how expenditure against planned activities achieved outcomes for the local area A list of financial members in the year being acquitted An activity plan for the coming year which specifies how the funding will be used Certificates of Currency for required insurances Any unspent money will be returned to the Precinct Group Support Program when: the Group discontinues operating, or at the end of each financial year. 6. Support 6.1. The City Growth and Investment Program will assist each precinct group to develop an annual activity plan, which will set out objectives and activities planned for the financial year, and provide other business development assistance and training opportunities A Council officer will be appointed to facilitate consistent communication with the precinct groups. The role of this officer is to act as a single point of co-ordination within Council for all precinct group related enquiries. The officer is not responsible for administrative tasks within precinct groups. 7. Insurance Any relevant legal requirements, where applicable, will have precedence over these guidelines All precinct groups are required to arrange appropriate insurances for their activities, including Public Liability and Associations Liability coverage. 8. Eligible activities 8.1. The role of the precinct groups is to develop and undertake activities that add to the vibrancy of local precinct areas, and encourage and build local communities Examples of funded activities include but are not limited to: Development and promotion of the local area s character Activation of places within the precinct boundaries including small scale events Business attraction and support initiatives Networking events Training workshops Participation in local area audits for improvement

4 8.2.7 Activities that build on local area s economic, social, environmental and cultural assets Contribution to local knowledge i.e. surveys of stakeholders, door knocking, and data records Newsletters and membership notices Referrals of local stakeholders to appropriate support Membership drives leading to increased representation reflective of the area s demographics 9. Restrictions and Limitations 9.1. Precinct Groups are legal entities independent of Council. Council is not responsible in any way for the activities of the groups, or their governance or management Precinct Groups eligible for support under the guidelines are: Adelaide West End Association City South Association East End Coordination Group Gouger Street Traders Association Grote Business Precinct Hutt Street Precinct Association North Adelaide Precinct Association 9.3. Council may endorse the inclusion of new eligible groups in the Program. 10. Key Performance Indicators The success of funded precinct activities will be determined against achievement of the Precinct Group s Activity Plan Council is supportive of the precinct groups managing and delivering activities that align to strategies under one or more of Council s strategic outcomes: Outcome 1 City of Great Places E.g. Promote and deliver placemaking with business, community and entrepreneurs input Outcome 2 Accessible City E.g. Make the City a destination not a through route Outcome 3 Creative City E.g. Activate underutilised City streets and public spaces to create places for creative and social activities Outcome 4 Livable City E.g. Increase the capacity of the community to deliver ideas that improve the City Outcome 5 Prosperous City E.g. Support existing businesses and attract and foster new businesses and investment

5 Outcome 6 Environmentally Sustainable City E.g. Conserve water, energy and natural resources and minimize waste 11. Monitoring and Implementation The City Growth and Investment Program is responsible for these Operating Guidelines The effectiveness of these Operating Guidelines will be assessed by an evaluation of the outcomes of precinct group activities Precinct activities will be assessed in accordance with the City Growth and Investment Program Value Proposition A Lord Mayor s Precinct Group Presidents Forum will be held quarterly, with Elected Members and key Council staff in attendance. It is expected that each precinct group is represented at least at 3 out of 4 Forums per year. The precinct groups are encouraged to invite Elected Members to appropriate precinct group meetings and events Meetings between the appointed Council officer contact and precinct group Committees and/or Chairpersons will occur at least twice each financial year Precinct Groups will provide the appointed Council contact officer with agendas and minutes of the Association s meetings and events. 12. Review A review of these Operating Guidelines will be undertaken each 2 years or earlier if circumstances require. 13.
