All references to Mountain Standard Time ( MST ) are hereby amended to Mountain Daylight Time ( MDT ). 2. The following questions and their answers are hereby incorporated into and made part of this Request for Proposal: (Q) Questions and (A) Answers Q1. There is a statement under Eligible Respondents which I am requesting further clarification: Private, for profit organizations engaged in providing employment and training and educational opportunities for eligible adults may apply. Is it employment and training or could it be employment training? We work with school districts, alternative High Schools, high risk youth, workforce development agencies as a few examples in measuring/identifying gaps in the behavioral attributes, soft skills and mindsets which contribute to one s success. To close these gaps we provide over 54 lessons, 300 exercises, rubrics, teachers guides all aligned to developing these soft skills. Would our company, products and services be eligible? A: As long as the entity meets all of the requirements to be deemed responsive, yes an employment training vendor may apply. Q2. Does our previous interaction with out of school youth "count" as a demonstration of effective service delivery even if our participants have not been previously enrolled into the WIOA program? A: Yes, you may cite previous interaction with out of school youth, even if not enrolled in WIA/WIOA. Page 1 of 5
2 Q3. Are youth considered "out of school" for the duration of their service period, even if they enroll in school after enrolling into WIOA programming? (For example, a refugee arrives to Colorado during the summer and enrolls into WIOA. Two months later, they enroll into DPS.) A: The out of school eligibility criteria is a point in time aspect, only to be considered at the time of enrollment. Q4. Is there a max or min for the requested grant amount? A: There is a maximum amount of funds available of up to $1.25 million for OSY programs, and up to $500,000 for SYEP programs. Funding for this RFP is expressly contingent upon final budget approval of the U.S. Congress, written authorization from CDLE, and approval by the Mayor and City Council of the City and County of Denver. The City, OED and the OED/WDB reserve the right to negotiate the final contracts. Q5. My organization is fiscally sponsored, for the following info, do we use our fiscal sponsor's information or our own information: 1. Year of Incorporation 2. CCR Expiration Date 3. DUNS # A: Please use the information from the organization that will be acting as the primary service provider. Q6. For the question "How long has your entity been receiving WIOA/WIA or other federal grants," what if we received WIOA 2 years ago? Do we still write something for this question? If so, do we write the total months/years received even if it wasn't recently/currently? A: Yes, please cite any federal funds received (WIA/WIOA included) within the last five years. Please include the total number of years the funds were received, even if they are no longer awarded. Q7: On page 9 [of the Guidelines], it states that the WIOA law requires that 20% of funds must be expended on work experience activities. Does that mean 20% of our budget should be used on job training, certificate programs, etc.? A: No, the 20% of funds must be expended on work experience activities, not job preparation or training activities. Q8: On page 9 and 25 [of the Guidelines], it states the youth in the summer program must work up to 120 hours. Is there an hours worked limit for the year round employees as well? A: No, there are not any limits on the hours worked for the year round program. Page 2 of 5
3 Q9: It was mentioned during the bidder s conference that those awarded the grant must begin the program on July 1. Since that is halfway through the summer for most Denver Public Schools students, can we begin the summer program for Summer 2018? If so, how do we show our measurements of completion if the summer program lasts longer than July 1? A: Summer outcomes described in this RFP will begin the summer of 2018 and will have a term end date of December 31, Q10: On page 25 [of the Guidelines], it says 250 youth must participate in either the summer or the year round program. How many students must participate in the summer program? Is there a requirement? A: A minimum of 250 youth must participate in the summer program. Q11: On page 24 [of the Guidelines], it says all participants must reside in Denver or be a Ward of the County or State therefore, would a youth who is a Ward of Denver County but living with a foster family in a different county be allowed to participate? A: Yes, a youth who is a ward of Denver County but living with a foster family in a different county could participate. Q12: Is our agency expected to finance all or part of the wage earned by the youth or is it expected that the employers will pay the full $9.30/hr wage? A: Service providers would be responsible for the wage, not the employers. Q13: Re: RFP Guidelines pages 21 (and 24) "Whenever youth are placed in Work Based Learning opportunities, the service provider(s) is required to conduct a criminal background check and adhere to the City and County of Denver Executive Order No. 135 and other city and county background check policies to ensure background checks are conducted prior to placing a volunteer, an adult or youth program participant, or other position type at a Denver Human Services location or other locations as applicable": 13.a: Is the service provider expected to conduct background checks on WIOA youth participants or non WIOA employees working for the work based learning provider? A: No, the service provider is not responsible for background checks for WIOA enrolled youth. 13.b: If the service provider is expected to conduct background checks on youth, does this include youth ages who will participate in the Summer Youth Employment Program? A: Please see response to 13a. Page 3 of 5
4 Q14: Re: RFP Guidelines pages (OED/WBD Program Metrics) "Increased enrollment in Post Secondary Opportunities for Denver Youth...": 14.a: How will this be bench marked and measured? A: This will be measured by tracking specific service code entry in Connecting Colorado pertaining to apprenticeships, community colleges, 4 year colleges, technical schools and programs, occupational and skills training. It will be bench marked based off of similar data entry for prior years. 14.b: Noting this stated outcome, will the preferred emphasis be on drop out reengagement into high school or on post secondary placement? A: There isn t a preference between one versus the other as either outcome will contribute to the Federal Performance Measure of Placement in Employment/Training/Education. However, while both outcomes are important to enabling long term success of the youth participant, it ultimately comes down to what is the best fit at an individual level. Q15: Can you define basic skills deficient? A: The term basic skills deficient means, with respect to an individual (A) who is a youth, that the individual has English reading, writing, or computing skills at or below the 8th grade level on a generally accepted standardized test; or (B) who is a youth or adult, that the individual is unable to compute or solve problems, or read, write, or speak English, at a level necessary to function on the job, in the individual s family, or in society. Q16: Who is the best contact for the Montbello OSY services location site? A: Please coordinate a site visit with Dana Williams at dana.williams@denvergov.org. Q17: Regarding the list of barriers in the RFP, do 100% of participants need to have identified barrier? A: Yes, 100% of participants must have a presenting barrier. Q18: Is there a list of organizations that attended the pre bid available to contact about possible partnerships in submitting application. A: Yes, list of attendees is published on the website currently. Q19: Regarding the target population for OSY, eligibility requirements ask for Denver residents if applicable, what does that mean? Page 4 of 5
5 A: Priority of service policy for WIOA funds and preference is Denver residents, and all proposals should be submitted to target Denver residents. Q20: Can the program target gender specific initiatives? A: No, programs are unable to target only one gender. However, you may have special initiatives built within your program that serve a specific population. Q21: Program Design must be inclusive of recruiting methods for eligible youth; are they able to accept referrals from other organizations? A: Yes, but must not be solely dependent on referrals only and must have consistent outreach efforts. Q22: Are you looking for only one provider or are you open to multiple providers? A: We are open to multiple providers. Q23: Regarding space, will you be looking for the proposal to have the provider secure space or will the city provide the space? A: OED does have one office space for OSY in Montbello, and we are also interested in alternative locations throughout the city that currently offer services. Q24: Regarding Employer of Record, does this have to be in house or can it be contracted out? A: You may outsource this and that company will be the employer of record. Q25: Regarding background checks, is this part of the program or will this be absorbed by the agencies? A: This will be part of the proposal budget and be a reimbursed cost. Page 5 of 5
