11 International Cooperation in H2020 The number of call topics flagged as particularly relevant for international cooperation has increased, from 12% of topics FP7 to over 27% in the WP of Horizon The share of participations of third countries in collaborative actions has fallen from 4.9% under FP7 to 2.4% in H2020 (first two years). 14 EU-Mexico Co-funding Mechanism Mexican partners are not automatically eligible for funding through Horizon In principle Mexican partners bring their own funding to the table. This may be own funds of the participating institutions, as well as funds received from Mexican ministries, foundations and other organisations that fund research and innovation in Mexico. Mexico created in February 2014 a complementary funding mechanism called CONACYT - Horizon 2020 providing a source of financing "project-by-project participation" to Mexican partners in successful Horizon 2020 projects covering all thematic areas. This earmarked budget (FONCICYT) is managed by the International cooperation Directorate of the National Council for Research and Innovation (Conacyt). The key principles of the co-funding mechanism are as follows: When a proposal with a Mexican participant is submitted to an H2020 call, the Mexican partner has to submit the application to CONACYT within 30 days after the closure of the call in Europe. When the proposal is selected for funding by the EC, the Mexican participant has to notify the approval to CONACYT in order to start the process of the grant agreement and receive the funding. CONACYT will finance up to an 85% of the total amount requested and approved in the case of public entities (Institutions of Higher Education (IHE), Technologic and Research Centres) and private IHE; and up to 70% of the total amount requested and approved for private entities, except IHE. 17 ERC H2020 Program European Research Council (ERC) Supporting top researchers from anywhere in the world to work in Europe International Cooperation Opportunities Researchers from anywhere in the world and of any nationality can apply for ERC grants provided that at least 50% of the research they undertake will be carried out in a host institution located in the EU or associated country. The other 50% can be spent in an institution in a third country. Moreover, the ERC has signed a series of implementing agreements with the US, South Korea, Argentina, Japan, China, South Africa, and Mexico. They provide early-career scientists from those countries with the possibility to join a research team run by an ERC grantee for a limited period. 18 MSCA Actions H2020 Program Marie Skłodowska-Curie Actions (MSCA) Providing opportunities for training and career development of individual researchers International Cooperation Opportunities Innovative Training Networks (ITN): the organisations should be established in at least three different EU member states or associated countries. Additional participants from any organisation anywhere in the world can also join a network. For European Joint Doctorates (subtype of ITN), the participation of third country partners is even encouraged. Individual Fellowships (IF): European Fellowships are held in a member state or associated country but open to researchers from third countries. Global Fellowships fund periods outside of Europe (with a mandatory return phase in Europe) for researchers based in the EU or associated countries. Research and Innovation Staff Exchange (RISE): partner organisations should be from three different countries (and different sectors). 19 FET &RI H2020 Program Future and Emerging technologies (FET) Supporting visionary thinking through collaborations between science and engineering H2020 Program Research Infrastructures (RI) Ensuring access to worldclass facilities International Cooperation Opportunities Most of the funding instruments are Research and Innovation Action (RIA), Innovation Actions (IA) and Coordination and Support Actions (CSA). Both RIA and IA must include at least 3 legal entities from 3 different member states or associated countries. For CSA, the conditions are at least 1 legal entity from the EU or associated country. 20 Industrial Leadership H2020 Program Leadership in Enabling and Industrial Technologies (LEIT) Emphasising key technologies in areas such as advanced manufacturing, microelectronics, nanotechnology, biotechnology, ICT and space International Cooperation Opportunities Most of the funding instruments are RIA, IA and CSA. Both RIA and IA must include at least 3 legal entities from 3 different member states or associated countries. For CSA, the conditions are at least 1 legal entity from the EU or associated country. 22 Example of collaborative project involving LA countries IMAGE : a project for animal genetic resources Call: H2020-SFS Duration: 48 months Start Date: 01 Mar 2016 Project Cost: 9 million Partners: 25 Latin America Partners: La Corporaction Colombiana de investigacion agropecuaria CORPOICA (Colombia) Instituto Nacional de Tecnologia Agropecuaria (Argentina) IMAGE aims at enhancing the use of genetic collections and upgrading animal gene bank management. IMAGE will further develop genomic methodologies, biotechnologies and bioinformatics for a better knowledge and exploitation of animal genetic resources. Research Office LatAm H2020 opportunities 22
23 Reasons for joining the consortium Countries outside Europe have been invited to be partners of IMAGE for the following reasons: Gene banking for animal genetic resources is part of the Global Plan of Action of the FAO for animal genetic resources, and any major initiative taken as the EU level for animal genetic resources should be concerned about sharing know-how and feedback with non EU countries; Countries exposed to different climatic conditions are likely to harbor original genetic resources which will add value to the diversity analysis that IMAGE will perform with molecular tools. Two regions were considered in priority: North-Africa, because of the presence of very typical local breeds in spite of its proximity to Europe; South-America, because the genetic make-up of animal populations in this continent is a complex history of migrations, crossbreeding and local adaptation. Partners were chosen in two countries for each region according to two main motivations: i) They had previous connections with some of the IMAGE EU partners and were known as reliable ii) They were involved in, or just starting, gene banking activities.
