B) Adopt Resolution Adjusting the FY Budget by increasing revenues in the Regional Parks Department Doran Boat Launch Capital Improvement Project to reflect the receipt of a grant from California State Division of Boating and Waterways for the replacement of the boat launching facility at Doran Regional Park. Executive Summary: Doran Regional Park and its boat launching facility provides public boat launch ramps with boarding floats, parking for vehicles with trailers, boat wash out and fish cleaning station to support these recreational uses. This facility needs renovating to replace aging structures and supporting amenities, increase capacity by improving traffic circulation and parking, and to improve accessibility for persons with disabilities. Regional Parks has been awarded a $990,000 grant by the State Division of Boating and Waterways to replace the existing boat ramp; install a new concrete apron, parking area, pile-guided boarding floats, and accessible pathways; rehabilitate the fish cleaning station and boat wash area; and install project signage. The State Boating and Waterways requires a resolution of the Board of Supervisors in order for Regional Parks to accept grant funds. Accepting the grant funds will allow Regional Parks to complete design, secure permits, and construct Doran Park Boat Launching Facility. Discussion: The Bodega Bay boat launch facilities at Westside and Doran Park are utilized by thousands of residents and visitors every year for access to sport fishing and other water related activities around Bodega Bay. These two park facilities were identified as a critical priority in the Report on Deferred Maintenance

2 Revision No Needs for Regional Parks that was accepted by the Board on February 25, Regional Parks has been working with the Division of Boating and Waterways, the state s expert in recreation boating-related matters, for a number of years for design guidance, planning, and construction grant funding for boat launching improvements in Bodega Bay. As Regional Parks celebrates its 50 th Anniversary in 2017, we recommend receiving funding to replace aging infrastructure at Doran Regional Park, our first County park, to continue to meet the boating needs of current and future park visitors. Background: In 2009 the Board authorized the Director of Regional Parks to apply for a grant from the California Division of Boating and Waterways (Boating & Waterways) to perform the planning, design, public outreach, environmental document preparation, and regulatory permit consultations necessary to implement the Bodega Bay Boat Launch Facilities Improvement project including the boat launch facilities at Westside and Doran regional parks. In January of 2012 the Board accepted a planning and design grant in the amount of $350,000 from Boating & Waterways for the Westside and Doran Park Boat Launch projects. In January of 2013 the preliminary improvement plans and environmental document were completed. The Board of Supervisors adopted the Mitigated Negative Declaration for the Bodega Bay Boat Launch Facilities Improvements and approved the project on March 26, At that time the Board also approved an application to Boating & Waterways for grant funding for the construction of improvements at Westside Park. That grant application was prioritized because of Westside Park s higher use level. In April of 2015 Regional Parks received a $1.8 million Boating & Waterways grant for construction of improvements at Westside Park. Improvements at Westside Park boat launch are nearly complete and will be finished in the fall of 2017 when the contractor will replace the boat ramp panels to comply with construction specifications. In March of 2014, the Board approved an application to Boating & Waterways for grant funding for the construction of improvements at Doran Regional Park. Project improvements include replacing the existing boat ramp, installing a new concrete apron, parking area, pile-guided boarding floats, and accessible pathways; rehabilitating the fish cleaning station and boat wash area; and installing project signage. The boat ramp improvement will include a low-freeboard portion for small boats and Americans with Disabilities Act-compliant access, which will be the second of its kind in the County after Westside Park. Grant applications with local matching funds receive funding preference from Boating & Waterways. Regional Parks application included local matching funds of $5,000 in Area 1 Park Mitigation Fees and $35,000 in major maintenance funding from the Doran cell tower revenue. The cell tower revenue is restricted for use at Doran Regional Park. In June 2016, Regional Parks was notified by Boating & Waterways that funding for Doran Park Boat Launching Facility was included in the State Budget Notification for FY 2016/17. This project was presented to the Boating and Waterways Commission on November 8, 2016 for advice and comment. On February 13, 2017 the grant agreement was received by Regional Parks. Resolutions are now needed to accept the grant and to appropriate funding.

3 Revision No With grant acceptance, the project is scheduled for construction from August 29, 2017 to November 4, 2017 to minimize impacts to recreational fishing, and to have the facility opened for the beginning of recreational crab season. No approved application for Boating & Waterways funding for construction of Westside Park improvements. August 14, 2012, approved a contract with Moffatt and Nichol for planning and design services. January 24, 2012 by Reso. No accepted $350,000 in grant funding from Boating & Waterways for engineering, design and permits for Westside Park and Doran Beach boat launching facilities. March 24, 2009 by Reso. No , approved Bodega Bay Boat Launch Facilities grant application for planning Westside and Doran boat launch facilities. Strategic Plan Alignment Goal 2: Economic and Environmental Stewardship The project will replace and renovate an existing facility at the end of its useful life with a new facility that will support continued recreational boating and fishing and improve accessibility, including ADA accessibility. The project promotes recreation, health, and contributes to the economic vitality of Sonoma County.
