2 BACKGROUND The Republic of Sierra Leone is situated on the west coast of Africa, Guinea and Liberia. Its land area covers approximately 71,740 sq, km, about 28,000 sq miles. The estimated population is approximately 6.4 million people, of which about 37 percent reside in urban areas. Four major areas, namely Northern, Southern, Eastern regions and the Western Area where the capital Freetown is located. Total health facility count is at Health data sources : HMIS, Health facility surveys, population surveys, Resource tracking (NHA), LMIS, HRMIS, Vital statics, MDR and response, research. NHO ROADMAP 2012 NHO established as sector performance review process stalls due to MoHS restructuring HMIS consultative meeting held early April to harmonize data collecting and reporting tools and indicators. Maternal death reviews from 2010 incremental established, now nationwide including strengthening of civil registration HR information system establishment from 2011, now with 50% personnel records functional CHANEL used for LMIS.
3 NHO ROADMAP Data sources reviewed 2004 population census, 2014 WHO/HMN DHIS2 currently functional and have data up to Feb 2014) Surveys: MICS, DHS, programme surveys, SARA Plus, NHA, etc Vital events: weak system; Data quality: Weak data quality but we use a score card to further strengthen the system Synthesis and analysis and reporting: Sector performance 2010, 2011 & 2012, reports, bulletins & district performance reviews NHSSP Results and Accountability Framework

5 STRUCTURE AND HOSTING Single NHO Hosted within MoHS DPPI REVIEW PROCESS All District and programme review reports synthesized into national report to reflect progress made. Performance contracts and flagship projects. The draft copy of the sector performance report is the bases of the annual Health Summit
6 CHALLENGES Challenge Low DHMT capacity level Few programs maintaining their data management systems, reviews and reporting Mitigating Factor Capacity building ongoing but limited financial resources. National HMIS consultative meeting held early April to harmonize data collecting tools and indicators. Hospital data not fully integrated into the HMIS Low quality of hospital data Forms designed to capture Hospital data in the HMIS Capacity building ongoing but limited financial resources. No midterm review of the NHSSP due to DPPI senior staff overhaul in MoHS initiated meetings with WHO to not only review but to also develop a plan to span LESSONS LEARNT Strong political leadership creates enabling environment for HSS during the recovery phase Building technical capacities of MoHS strengthens leadership roles Multi sectoral coordination facilitates strengthening health systems (Ministry of Finance & Ministry of Local Government)
7 LESSONS CONTD. Taking advantage of Global Health Initiatives can improve partners confidence and corporation in establishing coordination structures for HSS Make generous use of available proven tools/materials developed by Partners, ensuring adequate consultations at national level Coordination of partners results in the complementarities in addressing the various HS building blocks at national level (no one can do it all) OPPORTUNITIES All partners committed to a joint programme support in 2014 Integrated Health Project Administrative Unit IHPAU for program implementation. Increased support form partners to strengthen the system. DFID/HMIS Review of NHSSP to review M&E framework. Engage Uni Oslo to further strengthen HMIS.
