2 City of Brooklyn Park EDA Work Session Agenda Item No: 2.1 Meeting Date: March 16, 2017 Agenda Section: Discussion Items Prepared By: Erik Hansen, Economic Development & Housing Director Resolution: No. of Attachments: 0 N/A Presented By: Erik Hansen, Economic Development & Housing Director Item: Discussion on Building to 2030 and Market Trends along Highway 610 Summary: The Signature Development Task Force comprised of Council Members, community leaders, and staff created the Building to 2030 plan that the Brooklyn Park Economic Development Authority (EDA) approved in January The plan guides development for the final 1500 acers of land in the City. Private developers have approached the EDA with development concepts which require direction from the EDA to determine if proposed concepts meet the plan s intent. Staff will discuss preferences for development along 610 and current market trends with the EDA Commissioners.
3 ITEM 3.1 MEMORANDUMM DATE: TO: FROM: SUBJECT: March 16, 2017 EDA Commissioners Kim Berggren, Executive Director Status Update RESILIENT COMMUNITIES PROJECT (RCP) Year-End Celebration Two celebrations will mark the end of our partnership with the University of Minnesota through the Resilient Communities Project. The first event iss May 12, 2017, 2:00-4:00 pm at the McNamara Alumni Center at the University of Minnesota. Theree will be a short program and an opportunity to meet student/faculty research teams and learn about their findings. The second event is May 15, 2017, 4:00-6:00 pm in the Brooklyn Park Council Chambers to celebratee with our local community. Light dinner will bee provided and staff project leads will be on hand to discuss the work done over the school year. EDA Commissioners are invited to both events and are asked to connect with Angelica Klebsch if they plan to attend to ensuree that notice is posted in the event of a quorum. HOUSING AND REDEVELOPMENT Realtor Forum The 25 th Annual Brooklyn Park Realtor Forum will be held on March 23, :00 a.m. to 12:30 p.m. at Edinburgh USA. The event draws about 80 realtors annually. Phyllis Braxton of PINK Consulting will deliver this year s keynote address on marketing the diversity of the Brooklyn Park community as an asset. Realtors will learn more about the community via presentations from local Osseo Schools Superintendent Kate Maguiree and from City staff in ITS, Community Engagement, the Police Department, Community Development, and Recreation and Parks th Avenue North Ramsey Excavating began the demolition of the EDA-owned surveyy showed clean results for the building, Ramsey Excavating discoveredd a pipeline beneath the front office space that subsequently tested positive for asbestos. Ramsey Excavating has the capacity to dispose of the building at th Ave North began on March 9, Though an asbestos contaminated materials and will continue the demolition project as agreed.
4 3.1 Page 2 Scattered Site Housing Rehabilitation The Request for Qualifications submission period for development partners to participate in the Tax Increment Financing (TIF) Scattered Site Housing Rehabilitation Program is now closed. Staff will review and score applications in accordance with pre-determined selection criteria and interview highest ranking applicants. Staff will recommend developers to the EDA in April for selection. The Minnesota Housing Finance Agency reallocated an additional $175,000 in Neighborhood Stabilization Program (NSP) funds to Hennepin County for projects located in Brooklyn Park (Brooklyn Park is a NSP sub recipient of Hennepin County). One of the homes that will be rehabilitated with these funds is 8109 Xenia Avenue North. The City s development partner estoremasters, LLC acquired this vacant, foreclosed property on March 8 for rehabilitation. The EDA recently acquired 9757 Vincent Avenue North. This home, which has been vacant since 2011, was previously owned by Hennepin County, who had acquired the home through the tax forfeiture process. The EDA directed staff in August 2016 to acquire this home for rehabilitating in partnership with Robert Engstrom Capital Management, LLC. This month, Robert Engstrom Capital Management will purchase the home from the EDA, with rehabilitating work soon to follow. A summary of the current Foreclosure Recovery Program activity is as follows: 193 recovered homes are owner-occupied; 2 homes are being rehabilitated; o nd Ave. N. o 8109 Xenia Ave. N. 2 properties are under contract for acquisition; and o th Ave. N. o 9757 Vincent Ave. N. 1 property (vacant land) is land-banked. Housing Collaborative Institute John Kinara and Erika Byrd attended the March Housing Collaborative Institute meeting on the topic of land trusts and housing cooperatives. Participants heard from various land trusts and cooperatives throughout the region. Discussion focused on the how these organizations work, the benefits and challenges of these housing models, and how cities can support these types of organizations. The Twin Cities Local Support Corporation hosts regional housing professionals and city housing staff for the monthly Housing Collaborative Institute meetings to discuss best practices in creating healthy and stable communities. BUSINESS DEVELOPMENT Cirtec Adeel Ahmed and Erik Hansen visited Cirtec Medical Systems, LLC, a designer and manufacturer of implants and surgical devices. Cirtec is expanding its corporate headquarters in Brooklyn Park. The company said it will add 30,000 square-feet to its existing 54,000 square feet building, which will create space for more cleanrooms, new office areas, engineering labs and additional engineering resources. The building, located at 9200 Xylon Ave. North, was the former home of Stellar Technologies, which Cirtec Medical acquired in August of The expansion is expected to be completed by the end of the year. Cirtec Medical has other facilities in Los Gatos, Calif. and Enfield, Conn. The Business Forward Advisory Board met in March at Design Ready Controls facility for its monthly meeting. From time-to-time, a local company will host the Board for its meeting and then provide a tour of the facility during the meeting. These in business meetings provide an opportunity for Board members to showcase the important work her/his company does for the Brooklyn Park economy.
5 3.1 Page 3 WORKFORCE DEVELOPMENT Adeel Ahmed participated in a meeting sponsored African Career, Education and Resources (ACER) to talk about resources that Brooklyn Park provides to entrepreneurs and small business owners. In attendance were local small business owners and entrepreneurs. Adeel Ahmed and Erik Hansen participated in a meeting held by the North Hennepin Area Chamber of Commerce (NHACC) to discuss holding a regional development showcase for the cities of Brooklyn Center, Brooklyn Park, Maple Grove and Osseo. Adeel Ahmed participated in meeting about Hennepin County s Economic Gardening program in Golden Valley. Recognizing the need for sustained growth of second-stage growth companies, the counties of Hennepin, Anoka, Scott and Ramsey have established the Regional Economic Gardening Network to provide select growth companies with no cost business research and enhancement. Companies who participate in this opportunity must show potential for job creation and longer-term business growth. City Hall Monument Sign Update The Request for Proposals (RFP) for the production and installation of the proposed City Hall monument sign will be published in April. The process for creating the RFP has required technical research and collaboration with Michael Haug, the sign designer, to ensure that the EDA s selected design is constructed and installed appropriately. The winning bid will be brought to the EDA in May for awarding so that the project can resume in late May or June.
6 ITEM 3.2 MEMORANDUMM DATE: TO: FROM: SUBJECT: March 16, 2017 EDA Commissioners Jennifer Jordan, LRT Senior Project Managerr METRO Blue Line Extension (Bottineau LRT) ) Update METRO Blue Line Extensionn Community Advisory Committee (CAC) Advisory Committee (BAC) Member Appointment/Reappointment and Business In March 2015, the Brooklyn Park City Council appointed members to the METRO Blue Line Extension Community and Business Advisory Committees for two-year appointments. In the first two years, participantss on the advisory committees assisted in the completion of: o o o o Municipal Consent Publication of the Final Environmental Impact Statement (FEIS) Completion of 30% design Revised scope and budget In 2017, the project will continue to advance the design and prepare for construction. Community participation is a critical element in the project s success. The Metropolitan Council asks the Brooklyn Park City Council to appoint/reappoint members to the CAC and BAC for another two-year term. The CAC would requiree 3 members; the BAC would equire 2 members. At this time, one current CAC member and one current BAC member have asked to not be reappointed, resulting in an open slot for each committee. Station Area Planning Update Oak Grove Development Feasibility Analysis With the assistance of Hennepin County Community Works, the EDA contracted with Landform, a design and development firm, to conduct a development feasibility analysis for the land immediately adjacent to the Metro Transit Park & Ride facility that will be constructed as part of the METRO Blue Line Extension (Exhibit 7.3B Oak Grove Park & Ride Site Plan). The City s Station Area Plans call for mixed-use or housing liner development in conjunction with the parking facility in order to create a dense, walkable, multi-modal, mixed-use neighborhoo d. Landform will explore two elements in its analysis: 1.) Physical feasibility of constructing a public parking ramp facility in conjunction with attached, mixed-use liner development, and 2.) Financial feasibility of such a project given market conditions and trends. The EDA intends to use this feasibility analysis to provide clarity on development phasing and the levell of development financing requiredd to make the best development option come to fruition. The land owner, Target Corporation, is engaged in this work and the analysis will be completed by March 31, 2017.
7 7.3 Page 2 Business Outreach during LRT and West Broadway Construction The City of Brooklyn Park, the Blue Line Project Office, and Hennepin County will develop and implement a multi-year construction mitigation strategy to support business along the Blue Line Extension and West Broadway reconstruction. Staff will conduct initial face-to-face meetings starting in May 2017 with businesses directly impacted by project construction. The initial visit will focus on information gathering and sharing between businesses and the City. Staff will share information on the project scope and schedule and collect information on each business to ascertain impacts to the business. This construction mitigation program will provide a point of contact and frequent communications with businesses, provide support and resolution of identified issues, and identify needed resources throughout the project. West Broadway Streetscape Design Process City staff briefed the City Council on the draft West Broadway Streetscape Design Manual at a March 6, 2017 work session. The manual provides comprehensive detail and costs on landscaping options, street and pedestrian-scale lighting, seating nodes, benches, trash and recycling receptacles, and other decorative placemaking elements. Another work session is scheduled for March 27, 2017 for the Council to discuss their priorities on West Broadway streetscape elements. Next steps for this item will include: o Share information with the community on the Council s preferred strategy for West Broadway streetscape elements at the METRO Blue Line open house in April. LRT Design Update The METRO Blue Line Extension Project Office released 60% design plans for a 30-day stakeholder review and comment period starting March 10, 2017 and ending April 7, The METRO Blue Line Extension Project Office is planning another round of public open houses for spring The purpose of the public open houses will be to unveil detailed 60% project designs and to gather public input on the proposed West Broadway streetscape design. Brooklyn Park s open house will be held on April 13, 2017 from 4:30-7:00 at the Brooklyn Park Library, Mississippi Room, 8500 West Broadway Avenue. 8 7.3 Page 3 Field work/right of Entry (ROE): Topographic survey on Takeda property along West Broadway and 94 th Avenue and Highway 610 occurred on March 2, Potholing utilities occurred along West Broadway Avenue at 93 rd Avenue, Maplebrook Terrace, 85 th Avenue, Brooklyn Boulevard, 76 th Avenue and 75 th Avenue. Past meetings: No one-on-one resident or business meetings were held by project office staff since the January update. Important Resources: Staff established an lrt@brooklynpark.org address that is also on the City website. Community members who would like updates on the LRT project can their contact information here to get on the distribution list. To date, over 350 people have been added to the information distribution list. To receive updates directly from Hennepin County, community members can sign up for project updates on the Bottineau LRT community works website. Hennepin County Bottineau Corridor Community Works website has information related to station area planning and how to be involved.
