1 Natural Disaster Relief and Recovery Arrangements Restoration of Essential Public Assets (REPA) Process for submission of 2013 event restoration submissions for Local Governments affected by activated event "Tropical Cyclone Oswald and associated rainfall and flooding, January 2013" The Queensland Reconstruction Authority seeks to provide surety to Councils that works to be undertaken are compliant with the Commonwealth Natural Disaster Relief and Recovery Arrangements (NDRRA) Determination The immediate focus is on confirming eligibility so that reconstruction assets already mobilised can proceed with 2013 works. Councils should identify 2013 damage through the following process : 1. The Authority will provide all REPA activated Councils with a customised Form Councils should use this Form 4 to define the scope and location of the damage to essential public assets damaged by the 2013 event, and identify proposed restoration treatments. 3. Photographs will be the primary evidence to support eligibility under the NDRRA. If you require support in collecting photo evidence, please contact your Regional Liaison Officer. 4. Council should provide the following documents: a. electronically, signed scanned pdf & excel (preferably via to submissions@qldra.org.au,) or on a CD or memory stick; and b. signed hard copy to the Authority, sent to NDRRA Team, Queensland Reconstruction Authority, PO Box 15428, City East QLD Following submission of the documents and assessment of eligibility, the Authority will work with individual Councils to identify suitable delivery models including consideration of re-damage and overlap of previous events. Note: The Authority will assess the submissions for eligibility and calculate a provisional recommended value of works in conjunction with Council. This streamlined process will assist with the priority assessment of submission eligibility by the Authority. Priority assessment will be affected by Councils who unlock and modify the Form 4, or do not submit submissions in accordance with this process. A number of assets damaged as a direct result of the 2013 event will be those damaged by the 2010, 2011 or 2012 events. The Queensland Disaster Relief and Recovery Guidelines state that in such circumstances: the cost of all actual expenditure incurred up to the date of the later disaster will be considered to be applicable to the prior disaster. The total value of all damage existing immediately after the later event (including further damage to partially completed repairs as the result of the later disaster) is to be re-estimated and submitted and will be regarded as the result of the later activated disaster.
