1 NEVADA SYSTEM OF HIGHER EDUCATION ON BEHALF OF THE UNIVERSITY OF NEVADA, LAS VEGAS (UNLV) REQUEST FOR PROPOSAL NUMBER 557-RG DESIGN, INSTALLATION, AND OPERATION OF MULTI-CARRIER UNLV CELLULAR AND RF ENHANCEMENT ADDENDUM NUMBER 1 DATE OF ADDENDUM: NOVEMBER 21, 2012 LAST DAY FOR ADDITIONAL QUESTIONS: DECEMBER 4, 2012 LAST DAY FOR ADDENDA: DECEMBER 10, 2012 OPENING DATE, TIME and LOCATION: THURSDAY, JANUARY 10, :00 PM PST University of Nevada, Las Vegas 4505 Maryland Parkway Campus Services Building, Room 235 Las Vegas, NV THE FOLLOWING ADDITIONS, DELETIONS, CLARIFICATIONS AND/OR CHANGES ARE MADE TO THE ABOVE IDENTIFIED SOLICITATION: DUE TO THE EXTENT AND COMPLEXITY OF THIS SOLICITATION, WE HAVE PROVIDED THE OPPORTUNITY FOR ADDITIONAL QUESTIONS AND HAVE EXTENDED THE OPENING DATE AS NOTED ABOVE. QUESTION 1. Will UNLV grant an extension of 10 business days? ANSWER 1: See revised opening date, above. QUESTION 2: Will UNLV accept a contract without termination rights for convenience? ANSWER 2: While UNLV will consider a proposal that does not include a Termination for Convenience clause, the final contract will have a Termination clause that will include the language from Section C3.h) of the RFP. QUESTION 3. Will UNLV accept a proposal from a vendor who does not hold a Nevada Contractor s License as long as the vendor utilizes a contractor that holds a Nevada Contractor s License? ANSWER 3: See answer 21.

2 QUESTION 4: Will UNLV provide us a detailed floor plan drawings for Thomas & Mack Center, Cox Pavilion, Mendenhall Center and Sam Boyd Stadium for us to do a detailed design for these buildings? ANSWER 4: There have been several questions requesting various forms of designs of the campus buildings. In addition to those drawings currently available at our web site, additional drawings, noted below, will be available on-line until Wednesday, November 28, UNLV does not confirm the accuracy of these drawings since numerous renovations have occurred across campus and the designs may not be up to date. Mechanical drawings are provided at: Zip files for Cox, SBS, and TMC telecomm are provided at: QUESTION 5: Does UNLV have any other key buildings which are coverage & capacity challenged and will require a dedicate In building DAS System? ANSWER 5: See answer to Question 26. QUESTION 6: Can the DAS Deployment & Design be phased out based on the coverage & capacity needs of the Wireless Service Providers & UNLV s priorities? ANSWER 6: UNLV is open to suggestions on deployment timelines, including phased installation. This will be dependent on the revenue portion. We will accept 100% revenue if a phased in approach is adopted but will need a firm plan to guarantee coverage in all areas or 4G migration. QUESTION 7: Is UNLV looking at providing them access to real time monitoring of the DAS for all the Cellular Carriers or they are just looking at providing them the Performance statistics from time to time? ANSWER 7: Performance statistics only. QUESTION 8: Do the coverage requirement of -85 dbm and the RSS reading apply to inside the buildings as well as for all technologies (3G & 4G) and Frequency Bands? ANSWER 8: The RSSI requirements UNLV provided were for 3G networks. UNLV expects comparable requirements for other technologies unless the contractor can provide an adequate business or technical reason why this request is impractical. QUESTION 9: Although you state on Line Item K, on page 23 of the RFP, that the contractor will be responsible for maintaining the DAS, will the University own our DAS system once it is on Air based on what you say on Page 23 Line Item L? ANSWER 9: UNLV expects to obtain ownership of installed infrastructure such as cables, antennas, etc. upon acceptance; while the contractor will retain ownership and maintain electronics such as switches, routers, transceivers, etc. 2

3 QUESTION 10: Will the existing carrier agreements be terminated and the carriers be required to join the DAS once installed? ANSWER 10: We are open to allowing the current installation to be abandoned but only if the proposed installation will allow for similar or enhanced service and coverage. QUESTION 11: Please provide a copy of the carrier agreements. ANSWER 11: Wireless carrier agreements will be posted on our website by November 30, 2012 QUESTION 12: Does all cable have to be in conduit? ANSWER 12: Yes. QUESTION 13: Can DAS wiring boxes or equipment cabinets be installed in open areas (installed up high) if distance limitations require a box? ANSWER 13: Yes, as long as such boxes conform with aesthetic design of the facilities and are approved by UNLV prior to installation. QUESTION 14: Are there construction access issues in the arena or stadium? ANSWER 14: Coordination in all buildings (not only the TMC and SBS) must be coordinated. However, access can be arranged for contractors. Contractors will be expected to work around the event schedule. QUESTION 15: Any Public Safety or WiFi to be included on the DAS? ANSWER 15: UNLV would like for the design to be flexible enough to support public safety in the future, but it is not currently a design requirements. No WiFi will be included. QUESTION 16: Is there asbestos in campus buildings, arenas or stadium? ANSWER 16: Please see QUESTION 17: Are approvals (zoning/planning/permitting) required from the local jurisdictions or does the University have the authority for these approvals on campus? ANSWER 17: All plans and specifications will have to be approved by the State Public Works Division and State Fire Marshal. UNLV will also approve all designs prior to submittal to the State agencies. Clark County is not involved on UNLV property. QUESTION 18: What is the peak number of occupants by (main) building today and in 3 years (including arena and stadium)? Around the stadium, characterize the tailgating areas, with approximate people-counts. ANSWER 18: We do not have a definitive answer. UNLV currently has approximately 26,000 students and 3000 instructors. The Thomas & Mack Center has a capacity of 18,636 seats (set up in basketball configuration). Sam Boyd Stadium has a capacity of 31,218 seats (set up in football configuration). Cox Pavilion has a capacity of 2,454 (set up in basketball configuration). The attendance in the venues will fluctuate greatly pending on the event being attended. 3

4 QUESTION 19: Are there any other outdoor congregation areas where large groups of people might gather (>~300)? ANSWER 19: Yes. It's a university campus. People congregate all the time. The SU, HCH, and JBT are examples. QUESTION 20: Are there any specific antenna mounting/aesthetic expectations? ANSWER 20: Preliminary ideas need to be submitted to P&C for approval prior to full design and the earlier the submission, the better. Since we have never done this installation, we do not have hard standards on requirements. QUESTION 21: Is it necessary for Proposer to possess a contractors license if Proposer s subcontractors are licensed by the Nevada Contractors Board at the time of submitting the bid? ANSWER 21: Yes. However, UNLV will consider creative alternate approaches to achieving the contract requirements. QUESTION 22: Can you provide a copy of the RFP and Forms in word format? ANSWER 22: No. QUESTION 23: Are there existing Macros and Wireless facilities on Campus? ANSWER 23: Yes. QUESTION 23a: If so, please provide a list of the type of installation, location and WSP s at each location? ANSWER 23b: Sprint CNS installed one in building DAS in CHE and CEB. It is not a multicarrier system. TMC has some small Macros installed by both AT&T and T-Mobile. QUESTION 23b: If so, will the NSHE ask the WSP s to remove the exiting Macro/DAS sites from campus and require the WSP s to participate on a campus DAS? ANSWER 23b: UNLV does not expect the systems in CHE and CEB to be removed. UNLV expects a multicarrier installation supported by all the major WSPs. QUESTION 24: Please confirm the Stage 1 and Stage 2 submittals are independent submittals with independent deadlines. ANSWER 24: The two stages of evaluation are separate. Stage 1 will primarily focus on the capabilities, experience, and approach of the proposers to determine a short list. Stage 2 will only involve those firms that are short-listed and will provide a more detailed analysis of the royalties, specific plans and methods of operation proposed. As noted in the RFP, those firms invited for Stage 2 evaluation will be requested to submit additional information and may be invited for interview. QUESTION 25: When will Proposer s be notified if they have been added to the short list? How much long after notification to the short list will the selected Proposers have to submit the Stage 2 response? 4

5 ANSWER 25: All proposers will be notified of the short list determination once it is made. Ample time will be provided to those short listed firms to adequately prepare and respond to the Stage 2 submission requirements. QUESTION 26: Please identify any coverage priorities for the NSHE and University, including which campus and specific venues and buildings? ANSWER 26: UNLV expects the following facilities will need to be specifically addressed for coverage and capacity. FDH, TBE, SEB, BEH, TMC, SBS, BSL, LLB, HCH, CBC; however, the proposal should proposed coverage based on their site walks and evaluation. QUESTION27: When will soft copies of the CADD drawings for the priority locations be available to the Proposers? ANSWER 27: See answer to Question 4. QUESTION 28: Is the University expecting to see preliminary designs for all 3 campuses and the priority venues and buildings are part of the Stage 1 Technical proposal? ANSWER 28: Yes. QUESTION 29: Will an extension of the December 5, 2012 proposal deadline be considered? Considering the time of year, Proposer will need at least 6 weeks beyond receipt of the CAD drawings and answers to the questions to prepare a comprehensive response for the required technical proposal included in the Stage 1 submittal requirements. ANSWER 29: Yes, see cover page. QUESTION 30: Will an extension to the question deadline be considered? ANSWER 30: Yes, see cover page. QUESTION 31: Can a list of the buildings containing asbestos be provided? ANSWER 31: Please see QUESTION 32: Will a list of the pre-proposal meeting attendees be provided? ANSWER 32: That is currently available at: QUESTION 33: Will you provide a site map with telecom and electrical overlays for each building and each campus? ANSWER 33: See answer to Question 4. QUESTION 34: When do you anticipate a new stadium will be constructed? ANSWER 34: We cannot answer this question. The "new stadium" is currently in the early planning stages and may or may not ever be built. QUESTION 35: Can we obtain building plans/mechanical plans for Thomas Mack, Sam Boyd, Cox Pavilion, Mendenhall Center, Lied Library and the Student Union. The mechanical plans are 5

6 necessary for us to consider using our iduct product, which uses the buildings HVAC system as a waveguide? ANSWER 35: See answer to question 4. QUESTION 36: Can we obtain an existing campus fiber/conduit map? ANSWER 36: See answer to question 4. QUESTION 37: Per Section D, 2, l, The Scope of Work states that all system infrastructure is to be owned by the University. Can the system developer retain ownership through the duration of the contract? ANSWER 37: No. As stated in the cited section, it is the intent that UNLV obtain ownership of installed infrastructure such as cables, antennas, etc, while the contractor will retain ownership and maintain electronics such as switches, routers, transceivers, etc. QUESTION 38: Can you provide a list and /or map of necessary buildings and trouble spots, in particular buildings with basements that do not currently have service? ANSWER 38: See answer to question 4. QUESTION 39: Are you expecting any financial information in Stage 1? ANSWER 39: Yes, see Section B.3.c for required financial information on the proposing entity. However, financial (cost/revenue) information on the system will not be required until the Stage 2 proposal. QUESTION 40: Can we use our contractor or do they want us to use their preferred contractor? ANSWER 40: UNLV does not have a "preferred" contractor. Please use the Nevada-licensed contractor of your choice. QUESTION 41: Is union contractor required? ANSWER 41: It is not required to use union contractors for work on this project. QUESTION 42: What are the work hours for the installation? ANSWER 42: Work hours are dependent upon the facility and must be coordinated around classes and events. QUESTION 43: Is conduit required on all cable runs? Can we use plenum rated instead? ANSWER 43: Conduit is required. QUESTION 44: Can the antennas be installed below the ceiling? Are there some locations that antennas need to be stealth. ANSWER 44: Yes; however, their placement must meet UNLV aesthetic guidelines and be approved by UNLV prior to installation. QUESTION 45: Can we use e-power on the IDF closets? If not, we need to install our UPS. 6

7 ANSWER 45: Electronic power supply type and needs should be part of the proposal. QUESTION 46: Are there power metering required? If it is, we will have a monthly bill for the electrical power. ANSWER 46: Power metering is not required. QUESTION 47: Are there existing fiber paths between buildings that needs to be covered? Can we use it? If not, we will install our own fiber path. ANSWER 47: Proposers should assume that existing fiber paths are not adequate to meet the needs of this installation. QUESTION 48: Can we schedule a follow up site walk at the targeted building/stadiums including Sam Boyd Stadium? ANSWER 48: Yes, as noted in the solicitation, follow-on site visits may be provided upon request. All other elements of the original Solicitation remain as stated. 7
