2 Application pack for exchange in 2013 About the scheme This exchange scheme is for young to mid-career Australian and Chinese researchers. In 2013 the program will support exchange between the two countries of up to 16 Chinese participants and up to 16 Australian participants from all universities/research institutions meeting the eligibility criteria. This program is a joint initiative funded by the Australian Department of Industry, Innovation, Science, Research and Tertiary Education (DIISRTE) and the Chinese Ministry of Science and Technology (MOST). It is supported by the Australia- China Science and Research Fund ( In Australia the program is managed by the Group of Eight (Go8) office. The Chinese managing institution is the China Science and Technology Exchange Center (CSTEC). The Australia-China Young Researchers Exchange Program aims to: Facilitate future long term science and research collaboration between Australia and China by bringing together future research leaders from both countries in order to foster long term relationships; and Develop early and mid-career Australian and Chinese researchers by increasing their understanding of the cultures, and particularly the science and research practices and systems, of the two countries and developing their leadership skills as future science ambassadors for Australia and China. Each Australian participant will be funded for eligible costs for this exchange, including his/her return economy airfares from Australia to China, visa application fees, and travel insurance. The program will also cover all Australian participants accommodation, meals, costs incurred to attend orientation/debriefing sessions, and domestic travels during their two-week stay in China. Activities and responsibilities of participants during and after the exchange Australian participants will: Travel as a group to China in the given travel period 1 to 14 September 2013; attend an orientation session upon arrival in China; be placed in at least one, and no more than three, appropriate research institutions (including but not limited to: universities, publicly-funded research agencies, medical research institutes and researchintensive businesses) in China for a total period of 2 weeks. During the 2 weeks, participants are expected to conduct research-related visits, meetings, seminars, workshops and symposia with Chinese partners. Liaison officer(s), selected from Chinese research Institutions, will assist Australian participants during their visit to China and respond to requests for assistance or information from the Australian participants; and attend a debriefing session and give a report in writing on their 2-week exchange experience before their departure from China. Participants will provide a copy of their reports to the Go8 office, respond to follow-up s from the Go8 office, and complete the program report form after the completion of the exchange experience. Important dates Applications for exchanges during 2013 open on 8 April Individual applicants should check with the research office (or other single authorised central office) of their organisations regarding the internal deadlines for application submission, because each eligible research organisation will be responsible for selecting the best two candidates internally and submitting these selected application(s) to the Go8 Office by 16 June 2013;

Terms and conditions General This is an annual exchange scheme for young researchers between Australia and China. Funding available The program will provide travel to and from China for each Australian participant, including his/her return economy airfares from Australia to China, visa application fees, and travel insurance. All flight bookings will be made and paid for by the Go8. CSTEC will cover the Australian participants accommodation, meals, costs incurred to attend orientation/debriefing sessions, and domestic travels during their two-week stay in China. This includes ensuring that the intellectual property interests of their institutions are adequately protected; Program participants will attend an orientation session and debriefing session, and give a report on their 2-week exchange experience before their departure from China. Participants will provide a copy of their reports to the Go8 office; Program participants in 2013 will submit a program report on the required form to the Group of Eight by 15 November The report will include details of activities undertaken and benefits derived; and Each program participant will agree to complete any surveys or request for information deemed necessary by the Go8 or sponsoring institutions for the purposes of evaluating the scheme. Selection process The Go8 will only consider applications submitted by the research office (or other single authorised central office) of an eligible research organisation that is registered for GST, is incorporated or, if a university, is exempt from income tax; The Go8 will accept a maximum of two applications per eligible research organisation within this annual round, therefore the eligible research organisation will be responsible for selecting the best two candidates from within the organisation. Each organisation will subject the applications it receives to its own quality assurance process and rank applications according to the assessment criteria listed above. These rankings and selected applications will then be provided to the Go8 office in Canberra via yrep@go8.edu.au; A selection panel consisting of academic experts from various disciplines from Australian universities and research institutes will review the submitted applications and select appropriate candidates ; The selection panel will use a similar weighting scale for assessing each application: 1/3 for the experience and track record of the participating researchers; 1/3 for the quality and feasibility of their current projects; and 1/3 for the potential for them to become leaders in the research community and the potential of their research projects to involve collaboration with China and to result in outcomes of mutual benefit to both countries. Successful and unsuccessful applicants will be notified of the outcomes of the selection outcomes in writing by 12 July Dispute resolution For Australian applications, in the event that disputes arise about any aspect of the scheme s administration or the selection process, the decision of the Go8 office will be final. Resolution of further procedural and project related issues The Go8 recognises that issues not addressed by these Terms and Conditions may arise. In this event, the issues will be resolved through written communication between the Go8 and the CSTEC. Important information for eligible research organisations Go8 will only accept a maximum of two applications per eligible research organisation within an annual round. The research office (or other single authorised central office) of each eligible research organisation will be responsible for setting up its internal deadlines for application submission and selecting the best two candidates from within the organisation; Each organisation will subject the applications it receives to its own quality assurance process and rank applications according to the assessment criteria listed above. The selected application(s) should then be provided to the Go8 office by 16 June 2013; and Research organisations that submit applications for this program should agree to host Chinese visiting scholars if required.
