1 MINUTES OF THE MEETINGS OF GRANT-IN-AID COMMITTEE HELD ON & ON Page 1 of 11 The Deptt. of Women & Child Development, Govt. of NCT of Delhi convened two meetings of the GIA Committee in the month of Jan 11, which were held on and on at 3.00 P.M., under the Chairmanship of Director (WCD) to consider the GIA cases under the schemes of Ministries of Social Justice & Empowerment, and Women & Child Development, Govt. of India, for the year The meetings were attended by the following Officers:- 1. P.Khakha, Supdt.(VAC). The Distt. Officers attended the meetings, who had carried out the scrutiny and inspection of the GIA proposals which were project location-wise, falling in their respective jurisdiction. They brought and presented the cases before the GIA Committee along with summary on the cases containing brief findings and results thereon. During this meeting the GIA Committee found the following cases suitable for recommendation to the Ministry of Social Justice & Empowerment and to the Ministry of Women & Child Development, Govt. of India. GENERAL GIA FOR VOLUNTARY ORGANIZTION IN THE FIELD OF WOMEN & CHILD DEVELOPMENT 1 CVARA- Coordinating Voluntary Adoption Resource Agency, 4, Deen dayal Upadhyay Marg, New To Promote In-country Adoption in Delhi and NCR. SPECIFIC OBSERVATION ON PROPOSAL OF SALAM BALAK TRAUST UNDER INTEGRATED PROGRAMME FOR STREET CHILDREN The GIA Committee observed that this case of NGO Salam Balak Trust be referred to the Child Protection Unit of Deptt. of WCD, Govt. of NCT of Delhi for its further necessary consideration in view of the fact that the pre existing programme of street had been merged into the new Integrated Child Protection Scheme of Ministry of WCD. The case may be referred to the CPU with remarks that this particular case of the said NGO was found suitable by the GIA Committee for recommendation to the Ministry under said pre existing programme for which Deptt of WCD, GNCT of Delhi had already invited and processed the applications. GIA CASES UNDER ICPS PROGRAMME A Grant-in-Aid case of the NGO Salam Balak Trust for its project of Open Shelter under the ICPS Programme was also presented before the GIA Committee by the Dy.Director, Child Protection Unit. This case was also found suitable by the GIA Committee for recommendation. COMMON OBSERVATIONS FOR RECOMMENDED CASES: The GIA Committee observed that the above listed cases are recommended to Ministry of Social Justice & Empowerment, Govt. of India and Ministry of Women & Child Development, Govt. of Inida with the following common observations:-

3 3 1. In view of the fact that the Ministry of Social Justice & Empowerment, Govt. of India has decided State-wise notional allocation under different GIA schemes. The amount of GIA for the recommended cases may be decided as per the proportion of actual grant disbursed last year. 2. The quantum amount of GIA may be decided by the Recommendation Committee/ Sanctioning Committee at Govt. of India after looking into the utilization of the previous grants. 3. The sanction be based strictly in accordance with norms of the scheme as applicable to the respective case. UNRECOMMENDED CASES MINISTRY OF SOCIAL JUSTICE & EMPOWERMENT, GOVT. OF INDIA SCHEME OF ASSISTANCE FOR PREVENTION OF ALCOHOLISM AND SUBSTANCE (DRUGS) ABUSE AND FOR SOCIAL DEFENSE SERVICES. (i) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly.. inter alia, (ii) Following relevant points on scope, eligibility & experience requirements stipulated in the scheme & other guidelines: Guidelines For Assisting NGO/Voluntary Organizations of the Ministry of Social Justice & Empowerment,Govt.of India which states that In order to be eligible for assistance, a Voluntary Organization should have been registered for a period of at least two years and should have been actively working in its sector for a period of two years. Such projects will not be taken up for assistance where the activities are proposed to commence after the project is sanctioned and funds released by the Ministry ; It should have resources, facilities and experience for undertaking the programme. As conveyed by the Ministry of Social Justice & Empowerment, Govt. of India, under the revised scheme of Prevention of Alcoholism & Substance (Drug) Abuse,, which came into effect from , Counseling & Awareness Centres have been merged with the Integrated Rehabilitation Centre for Addicts (IRCAs), therefore, funding for maintenance of the Counseling & Awareness Centres would not be possible under the revised scheme. AN INTEGRATED PROGRAMME FOR OLDER PERSONS (i) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly.. inter alia, (ii) Following relevant points on eligibility & experience requirements stipulated in the scheme & other guidelines: Guidelines For Assisting NGO/Voluntary Organizations of the Ministry of Social Justice & Empowerment,Govt.of India which states that In order to be eligible for assistance, a Voluntary Organization should have been registered for a period of at least two years and should have been actively working in its sector for a period of two years. ASSISTANCE TO DISABLED PERSONS FOR PURCHASE/ FITTING OF AIDS & APPLIANCES.(ADIP) (i) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly, inter alia, (ii) Following relevant points on eligibility & experience requirements stipulated in the scheme & other guidelines: Guidelines For Assisting NGO/Voluntary Organizations of the Ministry of Social Justice & Empowerment,Govt.of India which states that In order to be eligible for assistance, a Voluntary Organization should have been registered for a period of at least two years and should have been actively working in its sector for a period of two years. Such projects will not be taken up for assistance where the activities are proposed to commence after the project is sanctioned and funds released by the Ministry ; The NGOs should preferably possess professional/technical expertise in the form of professionally qualified staff (from recognized courses) for the identification, prescription of the required artificial aids/appliance, fitment and post-fitment care of the beneficiaries as well as the aid/appliance. The NGO should also preferably possess infrastructure in the form of machinery/equipment for the fabrication, fitment and maintenance of artificial aid/appliance to be given to a disabled person under ADIP Scheme. the following case is not found suitable for recommendation S. Officer reports that it is a proposed project, it has no infrastructure and experience of undertaking welfare activities, no activity and no beneficiary was found DEFFERED CASES In view of a pending inquiry respecting a complaint vide letter No. 22-8(27)/2009-DD-II dated 7 th July,2010 received from the Ministry of Social Justice & Empowerment, Govt. of India, against the NGO namely Association of National Brotherhood for Social Welfare, 21,22 New Rohtak Road, New Delhi, the GIA Committee deferred the consideration of its following projects till all the inquiry proceedings are finalized by the Deptt.: 1 Association of National Brotherhood for Social Welfare, 21,22 New Rohtak Road, New 15 bedded Durg DE Adiction Centre, Nihal Vihar, New 2 Association of National Brotherhood for Social 15 bedded Durg De Adiction Centre at D-5/62, Welfare, 21,22 New Rohtak Road, New 3 Association of National Brotherhood for Social Welfare, 21,22 New Rohtak Road, New Kanwar Singh Nagar, Nangloi New 30 bedded Drug De Addiction Centre, at 25/3, Institutional Area, Pankha Road, Janakpuri, New UN RECOMMENDED CASES MINISTRY OF WOMEN & CHILD DEVELOPMENT, GOVT. OF INDIA GENERAL GRANT-IN-AID SCHEME FOR ASSISTANCE TO VOLUNTARY ORGANISATIONS IN THE FIELD OF WOMEN AND CHILD DEVELOPMENT (i) Findings reported by the inspecting team and other inputs given by the respective Distt. Officers, as briefly noted against each case; (ii) Following relevant points on guiding principles and eligibility & experience requirements stipulated in the scheme:

6 6 The organization should have experience of working in that programme or related area or should show evidence of competence to take up the proposed scheme. The organisation should have been in existence for at least two years before it is eligible for applying for grant-inaid under any scheme. However, an exception of this rule may be considered in areas where the Central/State Govt. proposes to promote Voluntary effort. It should be well managed stable organisation with facilities, resources and personnel to undertake welfare work. It should not be run for profit to any individual or body of individuals. It should have a properly constituted Managing Body with its powers/duties and responsibilities clearly defined and laid clown in a written Constitution. Its services should be open to all without distinction of caste, religion or language. It should be possible to relate the number of years of useful work the organization has done with the quantum of grant that should be given. s not covered by any of the existing schemes of the Department of Women and Child Development including the Central Social Welfare Board (CSWB). To create database of the maidservants working in South District. Training of Cutting & Tailoring The Distt. Officer reports that no ground work has been done till now for the said project. Neither does it have the list of proposed beneficiaries nor the details of exact area to be covered. Even its ongoing activities are not of regular nature; there activities could not be verified. The Distt. Officer reports that no programme/ activity is being conducted at the project location. There are no staff, no beneficiary, no infrastructure, no shelter/day care facility available Education to 50 The Distt. Officer reports that it is not performing any activity. Nor did it show the original documents. Vocational training to Women & Adolescent Girls. The Committee observes that recommending the project would resulting duplication of activities in an area where GRC centres is already running similar programme. SCHEME OF ASSISTANCE TO EDUCATIONAL WORK FOR PREVENTION OF ATROCITIES ON WOMEN (i) Findings reported by the inspecting team and other inputs given by the respective Distt. 7 (ii) 7 Following relevant points on eligibility, scope & experience requirements stipulated in the scheme & other guidelines: Assistance under this Scheme will be given to Organisations working with women: for their social uplift and betterment, for carrying out education work for the prevention of atrocities on women by propaganda, publicity and research work. It should ordinarily have existed for a period of two years. In special circumstances, however this prescription can be waived. It should be recognised, aided or approved by a least one State Government. It should have facilities, resources and experience for undertaking the programme.. S. Officer reports that NGO has not applied in the proforma prescribed under the scheme; it intends to start the project only if GIA is sanctioned in its favour.; no record available of any work experience in the field of proposed project. The Distt. Officer reports that no ongoing activity was found being run by the NGO at the time of inspection; no records were shown to the inspecting team; no beneficiary, no staff was found present at the given address. The Distt. Officer reports that NGO has no proper space to run the project; its premises are used for residential purposes as well. The Distt. Officer reports that the NGO has not applied in the prescribed format. The Distt. Officer reports the following observations: about the NGO: 1. Staff register is not maintained. 2. No details/ record regarding salary of staff and building. 3. No vouchers/ receipts in respect of donations/ grants receipts. 4. No list of beneficiaries maintained. 5. No bank statement for previous as well as current year. Was produced. The Distt. Officer reports that the NGO does not have any staff; nor does it have any records and activities do not matched with the proposed project.

Financial assistance under the scheme may be given to institutions/ organisations with experience in running Social Defence Programmes. Preference will be given to voluntary organisations that already have Sufficient infrastructure to run the homes. b. Its financial position should be Sound. c. It should have facilities, resources, experience and personnel to initiate the scheme for which assistance is sought. S. Officer reports that the NGO is not in a position to run the short stay home due to lack of suitable space because the site initially proposed by it for the project is not available to it. Such projects will not be taken up for assistance where the activities are proposed to commence after the project is sanctioned and funds released by the Ministry ; 1 Human Foundation, A-605, 6 th Floor, dream Apartments, Plot No. 14, Sec.22, Dwarka, New Delhi All India Islae Anjuman Siddiqui (AIIAS), J-3/127C, KIshan Kunj, Near Anar Wali Masjid, Laxmi Nagar, Ashraye- for street Welfare of street The Distt. Officer reports that the NGO has no previous experience of running any such project moreover, even the survey of beneficiary has not been started by it; it has applied for a proposed project exact area/ location of which is not mentioned. The Distt. Officer reports that it is a proposed project, it has no infrastructure and experience of undertaking welfare activities, no activity

Officer reports that no ongoing activity was found being run by the NGO at the time of inspection; no records were shown to the inspecting team; no beneficiary, no staff was found present at the given address. The Distt. Officer reports that the organization has not applied in the proforma prescribed under the scheme. The Advertisement notice of the Deptt. clearly said Application in other than the prescribed format under the applicable scheme will be summarily rejected. The Distt. Officer reports that no programme/ activity is being conducted at the project location. There are no staff, no beneficiary, no infrastructure, no shelter/day care facility available The Distt. Officer reports that no activities are going on, no staff, no beneficiary was found at the time of inspection.
