2 2009 MLK Justice Sunday National Continuum At A Glance The (NAFJ) invites you to launch a year of service on or within the week of the King federal holiday to make a difference during NAFJ is pleased to announce a Call To Service in honor of the late Dr. Martin Luther King, Jr.and the civil rights movement. Please visit our website to learn more: Through the generosity of the Corporation for National and Community Service (CNCS) and their support of the Martin Luther King, Jr. Day of Service, NAFJ will award grants for the following specific areas of on-going volunteer service: 1. High visibility recruitment events and activities for mentors and youth most at-risk, particularly those with an incarcerated parent 2. Stimulate service-learning through the PEN OR PENCIL B.U.S Boycott Service Learning Program 3. Promote unique acts of unity and cooperation 4. Address poverty 5. Address beautification or provide on-going improvements along a M.L. King Street, Blvd., Drive, Avenue, or in cooperation with a school named in honor of Dr. King 6. Other unique ideas as proposed on a case by case basis. Share your ideas! The courage and sacrifices made by Dr. King and others less known during the civil rights movement was on-going and performed often at a tremendous sacrifice. Because of this, we have trademarked Justice Sunday (as a symbol of honor for Dr. King as a clergy, a call of action to secular service, and to honor the critical role played by institutions and groups of faith in the civil rights movement) and the entire year (a continuum beyond the holiday) as a time of service. While the causes for which they stood have achieved tremendous gains, in today s society, high incarceration rates and issues of crime and violence erode equality in new ways. Service which emphasizes quality education and which reduces violence and the number of youth and adults who enter prison is compatible with our mission and Dr. King s dream of a Beloved Community. Each year, our traditional theme is symbolic, A Charge to Keep We Have: Service Before (make your pledge on the Sunday prior to the holiday) and Beyond (begin on the holiday to serve for an entire year). The theme, taken in part from the title of a wellknown traditional hymn by Charles Wesley, suggests that it is our responsibility(charge) to serve mankind like Dr. King. Why use these approaches? Justice Sunday has become an annual benchmark to reemphasize volunteerism, civic participation, and public education while honoring Dr. King as an icon for social change. Volunteerism is critically needed to offset the overwhelming crisis we have in this country with crime, its causes, and its related consequences. Justice Sunday allows us to reach new stakeholders each year and to encourage people to think beyond the box in identifying how to combat these challenges. Make a commitment to perform service. Volunteer!!
3 2009 MLK Day of Service/Justice Sunday Subgrantee Application Page 3 PROGRAM OBJECTIVES As one of six intermediaries selected, the (NAFJ), through the generosity of the Corporation for National and Community Service (CNS), is pleased to offer 2009 MLK Day of Service/Justice Sunday Continuum Grants around the MLK Day of Service to organizations within our partnership network and to other (non-network - organizations with whom we do not have current collaboration) eligible applicants. Among priorities considered through subgrants awarded, we make strides in improving public safety and join the Corporation in making a difference in the lives of many youth who, without assistance, might find themselves at tremendous risk of entering the criminal justice system. Through this, we ask Americans to remember Dr. King and others who sacrificed by serving others making the holiday "A Day ON! Not a Day Off, through a pledge of service. The MLK Day of Service/Justice Sunday 2009 National Continuum honors Dr. King while creating a common agenda to which volunteers may be inspired to give their time for a minimum of nine months. For 2009, the common causes to which grants will be awarded must center around either or a combination of any of the five issues referenced in the overview (previous page) and restated under PRIORITY AREAS OF CONSIDERATION. Our goal will be to engage no less than 95,000 persons in volunteer service nationwide. NAFJ will award funds from $1,000 - $10,000 on a one-time, non-renewable basis for a budget period not to exceed nine months, beginning no sooner than October 1, 2008, and ending no sooner than July 30, APPLICANT ELIGIBILITY Any entity otherwise eligible for assistance under the national service laws is eligible to receive a grant from the NAFJ. This means all interested faith-based and secular community organizations, volunteer centers, Indian tribal organizations or similar categories of organizations to these may apply as a subgrantee without official 501(c)(3) status. All applicants must provide a NON-FEDERAL MATCH of the total cost of the project (For example, NAFJ awards an applicant $2500; Applicant must have an additional non-federal match of at least $5,833 in cash and/or in-kind contributions). Please note for the purpose of in-kind contributions of time, the average national hourly value of volunteer service is calculated at $19.51/hour as calculated by the Independent Sector. The non-federal match may include cash and in-kind contributions which includes but is not limited to: Supplies, staff-time, trainers-contractors, food, transportation, facilities, equipment, and volunteer time for project or team leaders, volunteers staffing the event, etc.) necessary to plan and carry out the service opportunity. It does NOT include time for volunteers whose only role is as an attendant or observer of the project. The match can come from funds or resources provided by state and local government resources.
4 2009 MLK Day of Service/Justice Sunday Subgrantee Application Page 4 PROHIBITED EXPENSES Under no circumstances may grant funds be used or appear to be used for any of the following activities: Religious instruction, worship, or proselytization Voter Registration Honoraria or fees for speakers Celebration banquets, food expenses, parades, or recognition ceremonies SUPPORTING THE BELOVED COMMUNITY The Beloved Community is defined as a network of partners, organizations, and entities that promote the King Holiday or work of Dr. King by disseminating his philosophy, providing direct service, nonviolence training, education or programs ensuring the continuance of Dr. King s work. FUNDING SPECIFICATIONS The following points should be used by potential applicants in applying for MLK subgrantee resources: Grant requests must be centered around direct service activities; The work must begin, at least in some part, on the federal holiday; Work must continue through July 30, 2009, at minimum, with preference given to plans which demonstrate self-sustainability and not single events. Examples of what will not be funded: Single day events (dances, paneldiscussions, conferences, etc.) Honoraria for speakers Financial deficits Worship services or religious experiences Political and lobbying events Food events (banquets, breakfast events) APPLICATION REQUIREMENTS All grant proposals must be accompanied by three (3) documents: a. Application Cover Sheet b. An itemized budget c. A proposal, not to exceed two single-spaced, typed pages. These documents must reach us NO LATER THAN September 20, Proposals and budgets may be forwarded by fax, (703) , or mail as follows: MLK Justice Sunday Grant Proposal Awardees will be notified of their selection by NAFJ by October 1, 2008.
5 2009 MLK Day of Service/Justice Sunday Subgrantee Application Page 5 PRIORITY AREAS OF CONSIDERATION In keeping with the philosophy of the 2009 MLK Day of Service/Justice Sunday National Continuum, subgrant applicants must clearly describe how they will mobilize volunteers to accomplish the following specific areas of service: 1. Mentor youth most at-risk 2. Stimulate service-learning and a Semester of Service through the PEN OR PENCIL B.U.S Boycott Service Learning Program 3. Promote unique acts of unity and cooperation 4. Address poverty 5. Address beautification or provide on-going improvements along a M.L. King Street, Blvd., Drive, Avenue, or in cooperation with a school named in honor of Dr. King 6. Share your ideas! *2009 SPECIAL EFFORT - PEN OR PENCIL SERIES Entering the criminal justice system often begins an endless journey to self-destruction. Pursuant to this, PEN OR PENCIL offers a service learning activity to stimulate civic responsibility and knowledge of history. Students build self-discipline and teamwork skills by replicating the principles of the Montgomery bus boycott to stage a campaign to refrain from adverse behavior which might lead to the bus (building of unbalanced systems). NAFJ will be place emphasis on subgrantee applicants for this grant who are interested in mobilizing secondary and higher education student volunteers through this program. Potential applicants may request implementation details by ing office@nafj.org. Visit our website for program overview, APPLICATION PROCEDURES In addition to the application cover sheets, all applicants are required to complete a narrative explanation of their project, not to exceed two (2) single-spaced, typed pages. The narrative should include the following: 1. Name of Project 2. Pressing community need for this project within the scope of issues offered through Justice Sunday 3. Identify the measurable results you expect to achieve 4. Are there local statistics which support your desire to conduct this project? 5. How many volunteers do you expect to mobilize by this project? 6. Prior experience in coordinating community activities REPORTING REQUIREMENTS Projects will be required, upon completion, without exception, to report on data such as: # of volunteers recruited Number of hours served Number of recipients impacted by volunteers
6 2009 MLK Day of Service/Justice Sunday Subgrantee Application Page 6 APPLICATION SELECTION CRITERIA Funds will be provided to organizations for the coordination of MLK Day service activities in their communities which support the priority areas of consideration and intent of the 2009 MLK Day of Service/Justice Sunday National Continuum. These funds may be used for staff time (not in total), materials and other needs identified by the organization. Using either or a combination of the seven priority areas of consideration, NAFJ will select a portfolio of sub-grantees which reflect the following: 1. Volunteer activities around the theme of justice as outlined by the overview and as evidenced through the proposal objectives; 2. Reflect the life and teaching of Dr. Martin Luther King, Jr. 3. Promote the President s call to service 4. Begin or occur in significant part on or during the week of the federal legal holiday 5. Experience in planning and implementing successful MLK Day of Service/Justice Sunday or other types of community activities; 6. Assessment of how this service will engage new adult and higher education volunteers to impact the lives of youth or engage youth as volunteers; 7. Ability to engage partners in the development of and participation in the activities; 8. Geographic and demographic diversity. A successful proposal will clearly articulate how the applicant s coordinated efforts have and/or will ensure the following: 1. If you are applying for: $1,500, your application must describe strategies which ensure recruitment of at least 150 volunteers $2,500, your application must describe strategies which ensure recruitment of at least 500 volunteers $5,000, your application must describe strategies which ensure recruitment of at least 2,500 volunteers $10,000, your application must describe strategie which ensure recruitment of at least 5,000 volunteers 2. A well-organized and clearly defined volunteer service activity(s) that achieves one or more of the priority areas of consideration while honoring Dr. King; 3. Completed initial report by February 15, Template and instructions will be provided at the time of the award.
7 2009 MLK Day of Service/Justice Sunday Subgrantee Application Page 7 BUDGET PROCEDURES Each application must be accompanied by a budget which is explicit in describing how the resources awarded by this grant will be used. Your budget should include the following line items: 1. Travel 2. Equipment 3. Supplies 4. Contractual and Consultant Services 5. Other operating costs, if any 6. Administrative costs, if any 7. In-kind contributions MATCHING REQUIREMENT All applicants must provide a NON-FEDERAL MATCH of the total cost of the project (For example, NAFJ awards an applicant $2500; Applicant must have a non-federal match of at least $5,833 in cash and/or in-kind contributions). Please note for the purpose of in-kind contributions of time, the average national hourly value of volunteer service is calculated at $19.51/hour. Failure to certify how matching funds will be met at the time of application will result in denial of your application.
