1 USATF High Performance Training Center Grants Dear Prospective HPTC Grantee: In 2010, after studying a number of high performance training centers in both the U.S. and Europe, then working with USATF s High Performance Executive Committee to establish criteria for the awarding of grants, USA Track & Field instituted a program designed to provide grants to support training centers in the U.S. that were actively developing highly performing athletes. We believe that the HPTC Grant program that has been carried-out throughout 2012 was again successful in terms of both athlete productivity and medal production at the 2012 Olympic Games in London. USA Track & Field is now prepared to accept applications for the 2013 HPTC Grant program. An annual grant will be provided to the selected training centers, with the amount of the grant being commensurate with the merits of the submission and to the limit of grant funds available. In order to qualify to receive the grant funding and support services associated with this program, USATF expects that each training center will meet/provide the following: 1. There will be at least one (1) coach working full-time at the training center who has a proven and continuing record of developing athletes in the sport of track & field to the podium level at major events and in achieving high world level rankings and top-rated performances. 2. There will be, throughout the grant year at the training center, a threshold group of at least five (5) highly performing, world-level U.S. athletes. 3. That the funds and services provided in association with this designation will be used for and result in sustained competitive excellence for the athletes in the training center s program. 4. That the programs carried forth at the training center will better align USATF and U.S. Olympic Committee resources at this particular site. 5. That upon request by USATF and through mutual agreement, the training center will host coaching education and/or athlete development programs at the training center, thereby allowing other coaches to experience that center s training environment including facilities, athlete housing, sport science and medical services and community support. 6. That upon request by USATF and mutual agreement, coaches at each training center will participate in at least one (1) sports science, coaching, or athlete development seminar that is organized by USATF throughout the grant year, in order to stay informed of current information and issues as well as being able to share best practices related to athlete training and development. 1

2 7. That the coach and athletes who are identified in the grant application will be 2103 members of USA Track & Field and that the coach is a USATF Registered Coach. Areas of spending that are considered as being appropriate uses of HPTC grant funds: 1. Facility rental 2. General Liability Insurance coverage 3. Training equipment, audio-visual devices, etc. 4. Strength training facility rental 5. Medical support services for athletes (i.e. athletic training, massage, chiropractic, blood testing) 6. Coach s stipend (note limited to no greater than 15% of the grant total) 7. Coach s travel to meets 8. Medical support travel to meets 9. International training camp(s) expenditures (but not for travel) Areas of spending that are not considered appropriate uses of HPTC grant funds: 1. Administrative expenses, including legal, tax preparation, etc. 2. Athletes international travel 3. Athletes domestic travel 4. Expenditure of funds on foreign athletes In order to apply for a USATF training center grant, please find attached the form that is to be used to submit your application. It has been formatted to allow for complete information in each of the sections. However, please attach additional sheets and documents as needed. The application deadline will be Wednesday, February 13 th Notification of awards will be forwarded the week of March 1 st, with initial checks to be mailed shortly thereafter. Please understand that each section of the application must be completed in order for the application to be accepted for review by the panel. List all athletes, along with their event(s), recent and current world performance ranking and other accomplishments (e.g World Rankings, U.S. teams, World/Olympic medal/placing, etc.) who you feel meet the criteria above. Please continue the list on a separate sheet if additional space is required

4 TRAINING PERFORMANCE The coach(es) should have specific goals and a viable business and High Performance Plan for the training center, the latter of which would include training programs and systems to position athletes as potential medalists at the 2013 World Championships. Please state the Plans and Goals, both immediate and long term, for the proposed High Performance Center. High Performance Center Goals: 4-HP CENTER FACILITIES & EQUIPMENT A (USATF) High Performance Center is one that provides consistent and guaranteed access to high level training facilities and equipment that is commensurate with the needs of world class athletes in their respective events.
