3 EXECUTIVESUMMARY This project focuses on the intersection of residential energy efficiency programs and the landlordy student tenant relationship in Medford, Massachusetts. We recommend that Medford implement changesintwoareas: 1. Adjustitswebsitetoincludehighervisibilityofresidentialenergyefficiencyprograms.Utilize socialnetworkingtoolstodisseminateinformationandreachstudentpopulations. 2. AskTuftsUniversitytochangeitsResidentialLife,Sustainability,andGraduateschoolwebsites toincludeinformationonoffycampusenergyefficiency,themasssaveprogram,andtheheat loan.coordinatewithtuftsuniversitytomaximizetuftsuniversityymedfordinteractionacross student projects, student fellowships/internships, and the federalywork study program. We believethatleveragingtheseprogramswillprovidemedfordwithcapablestudentsengagedin activeycitizenshipandthatwillproducelittlefinancialcosttomedford.combined,thesetwo areashavethepotentialtoreducemedfordresidentialenergyconsumptionby2.9millionkwh. ' Ourteamaddressedtheresearchquestion:How'can'the'City'of'Medford'reduce'Tufts'student'residential' energy' consumption?' We pursued two different research tracks: how Medford can engage Tufts studentstoreduceenergyconsumptionwithinthelandlordytenantdynamic,andasecondtrackonhow Medford can build upon its relationship with Tufts, and work with the university and its internal organizationstodothesame. Our group notedthatmedfordisaleaderinmunicipalrenewable energy and energy efficiency initiatives within Massachusetts, the number one state in energy efficiency in the nation. However, Basedongroundedestimatesandcalculations,thisreportfindsthatTuftsUniversitystudentsaccount for446housingunitsorapproximately5%oftherentedhousingunitswithinmedford,whichaccount for40%ofthemedfordhousingmarket.notethatthisisjusttuftsuniversitystudentsanddoesnot accountforstudentsfromotheruniversitieswhomayliveinmedford,orothertenantswhoarenony students.byimplementingenergyefficiencyinitiativesthatstudentsarecapableofintegratingincluding doyityyourself improvements, weatherization, and behavioral adjustments, we estimate that Medford canreduceitsresidentialenergyconsumptionby2.9millionkwh.inordertodoso,medfordandtufts Universitywillhavetoprovideinformationonenergyefficiencychangesandspecificcoachinginthe landlordytenantrelationship,themasssaveprogram,theheatloan,andcreativemultiyyearfinancing. 2
4 PARTONE:EnergyEfficiencyandActors INTRODUCTION EachyearanewclassofTuftsundergraduatesmovesoutofonYcampusdormsandintoapartmentsin the surrounding communities of Medford and Somerville. Each year anewcropoftuftsgraduate students sign leasesonapartmentsinthatsame area. Before signing the lease, however, students certainlyaskquestionsregardingutilitiesandbillsintheapartment.forvariousreasons,however,most studentswillnotdiscussenergyefficiencywiththeirlandlord.ourgroupmemberseachfellintothis categoryofrelativelynewmedfordtenants.havingeachlivedpreviouslyinsandiego,texas,orthe Tuftsdorms,ourthreeYpersonteamwasnotawareofsomeofthepolicies,resources,andincentives regarding energy efficiency that exist in Massachusetts. This project set out to look at the landlordy tenant,ormorespecificallylandlordystudent,relationshipinordertoproviderecommendationsabout howtoleveragethatrelationshipintoadiscussionregardingresidentialenergyefficiency. Energyefficiencyessentiallyincludesanythingthatreducestheamountofenergyrequiredtoprovide productsandservices.theunitedstates,particularlyundertheobamaadministration,hasincreasingly focused on energy efficiency to addressenergysecurity,consumptionissues,andassociatedclimate change.aspresidentobamaremarkedinjuneof2009, oneofthefastest,easiest,andcheapestways tomakeoureconomystrongerandcleaneristomakeoureconomymoreenergyefficient. i Secretary of Energy Steven Chu echoed that sentiment in an opinion piece carried by the Richmond TimesY Dispatchlaterthatsummer.Chustatedthat energyefficiencyisnotjustlowyhangingfruit;itisfruit thatislyingontheground. ii PROBLEMSCOPE Sohowdoesonegatherthe fruit ontheground?undertheumbrellaofenergyefficiencyresidesa numberofareasinwhichonecanfocusenergyreductionefforts.amongothers,theseareasinclude: renewables, buildings, transportation, and waste/water. Each of these areas can also be addressed acrossthemunicipal,commercial,andresidentialsectors.asillustratedinthechartbelow,thisanalysis andreportfocusesonsolelyonresidentialbuildings. 5 Olderandlargerhomestendtobemoreinefficient;theMedfordcommunityhasitsshareofboth.The pastdecadeorsohasseenmarkedmaturationinresidentialefficiencytechnologiesaswellaspolicy initiativesstructuredtoenticeefficiencyupgrades.evenso,suchefficiencyimprovementmeasuresdo not always garner universal implementation for financial, educational, and other reasons. Although someofthefindingsmayproveapplicabletootherareasofenergyefficiency(andcertainlyscalableto othercollegecommunities),thisreportremainsconcernedwiththe fruit availabletotuftsstudents livinginmedfordandhowtomakethat fruit evenmoreaccessible. METHODOLOGY Wedevelopedourinitialresearchthrustofenergyefficiencyoverthebeginningofthesecondsemester andlaterrefineditintoaspecificresearchquestion.togainabettersenseofpossiblestakeholders,we attendedthemedfordhomeenergyefficiencyworkshoponmarch28,2012atmedford stownhall. The event was coyhosted by the City of Medford, Metropolitan Area Planning Council (MAPC), Mass Energy and Consumer Alliance, and Next Step Living. We were able to discuss a possible research avenuewithaliciahunt,theenergyefficiencycoordinatorforthecityofmedford,andfocusonthemas ourprimarystakeholder.wethenmetwiththealiciaandcareyduquesfromthecityofmedford s Department of Energy and Environmental on Wednesday, April 4 at Medford s town hall to better understandtheirchallenges,determinewhatwecouldworkthemasanacademicconsultingteam,and developourfocusedresearchquestion.basedonthisdiscussionandunderstandingtheresourcesour 4
6 teamcouldbringtobearontheissue,ourgrouprefinedourresearchquestionandcameupwiththe following: How'can'the'City'of'Medford'reduce'Tufts'student'residential'energy'consumption? WeattendedtheCityofMedford/MAPCLocalEnergyActionProgram(LEAP)workinggroupmeetingon April 10, 2012 at Medford s City Halltogetstarted.Our initial thought, which ultimately held true throughouttheprocess,wasthatmedfordcouldanswerthisquestionswitheffortsalongtwo tracks. ThefirsttrackistodirectlyengageTuftsstudentsinanattempttoeducatethemandinciteactionthat will yield positive steps toward increase energy efficiency. The second track is to leverage Tufts, its existingorganizations,andmedford srelationshipwiththeuniversitytoproduceasimilarresult.witha basicconceptofourtaskandanoverarchingunderstandingoftheframeworkwithinwhichwewere working,ourteamformulatedsomeinterimquestionsthatwefeltwouldhelpusaddressourresearch question. How many Tufts students live in the City of Medford? What current programs exist in Medford and at Tufts? Who from Tufts University talks to students living offycampus? We utilized qualitativeresearchmethodsincludingsemiystructuredinterviews,aswellasdataanalysistoattemptto answersomeofthesequestions. OveratwoYweekspan,ourgroupconductedinterviewswithTufts OfficeofResidentialLife,TuftsOfficeofCommunityRelations,TuftsOfficeofSustainability,TuftsOffice ofstudentfinancialservices,thejonathanm.tischcollegeofcitizenshipandpublicserviceattufts, and Next Step Living. We also conducted communication with professors in Tufts Urban and Environmental Planning (UEP) as well as withmapc. We were fortunate to have MAPC contribute analysis of Medford including owneryoccupied and tenantyoccupied units based on census data. Additionally,weconductedextensiveonYlinesearchesfortownswithlargecollegeYstudentpopulations andpossibleresidentialenergyyefficiencyprograms,aswellassearchingthecambridgeenergyalliance website.ourteamalsocontactedboththeharvardsustainabilityofficeandmitsustainabilityoffice. WethenmetwithProfessorFlytzaniYStephanopoulosandProfessorMoomawonApril25 th toensurewe preparedourfinalreportwithanappropriatefocus.mostrecently,ourgroupattendedthemedford LEAP Visioning Workshop at Medford City Hall on May 2 nd inordertofinalizestakeholderproject presentationandproducthandover. LEGISLATIONANDPOLICY Massachusetts is a leading state with a long, successful record of implementing energy efficiency programsforallcustomersectors.thecommonwealthcreatedanaggressivefundingmechanismand requiredelectricutilitiestoprovideenergyefficiencyprogramsduringitsrestructuringoftheindustryin 1997.Thenaturalgasutilitiesinthestatehaveofferedenergyefficiencyprogramstocustomerssince the late 1980s. The American Council for an EnergyYEfficient Economy (ACEEE) recognized Massachusettsin2011asthetoprankedstateforenergyefficiency.Priortothataccolade,in2008, Massachusettsenactedlandmarklegislation,knownastheGreenCommunitiesAct(GCA),whichboosts energy efficiency and encourages investment in renewable energy. The law was the impetus for numerous statewide programs and initiatives that have the Commonwealth widely recognized as a nationalleaderincleanenergytechnology.specifically,thegreencommunitiesact: Requiredutilitiestoincreaseinvestmentinenergyefficiencymeasures,whichreducedemand anddeliversavingstocustomers. Mandated the design and implementation of threeyyear energy efficiency plans for gas and electricutilities. 5
7 Providedfundingforefficiencymeasuresviatheauctionofpowerplants pollutionallowances throughtheregionalgreenhousegasinitiative. Requiredthat15percentofelectricitybesuppliedbynewrenewablepowerfacilitiesby2020. EstablishedapilotprogramforutilitiestoenterintolongYtermcontractswithrenewableenergy developers to facilitate financing for the projects and to lock in predictable prices for clean energyforcustomers. Encouragedgreenbuildingdesignthroughupdatedcodes,training,andassistance. iv Forourpurposes,oneofthemostimportantoffspringoftheGCAwasthecreationofaninitiative sponsoredbymassachusetts gasandelectricutilitiesandenergyefficiencyserviceprovidersknownas MassSave.Thesponsors,inaccordancewiththeGCA,workcloselywiththeMassachusettsDepartment ofenergyresources(doer)toprovide awiderangeofservices,incentives,trainings,andinformation promotingenergyefficiencythathelpresidentsandbusinessesmanageenergyuseandrelatedcosts. v MassSaveoffersanumberofincentivesandrebatesrelatedtoresidentialenergyefficiencyavailableto tenantsandlandlordsalike.someoftherelevantoffersandrebatesinclude: NoYcostHomeEnergyAssessments(HEA) Upto$2,000perunittowardtheinstallationofapprovedinsulationimprovements 0%loanforupto7yearsasthroughtheHEATloanprogram Variousrebatesonqualifyingenergyefficientheatingandhotwaterheatingequipment vi CITYOFMEDFORDANDENERGY TheCityofMedfordhasastrongtrackrecordasaleaderinenergyinitiatives,whichincludesalonglist offirstsandinitiativesinenergyandenvironmentactivities.manyoftheseachievementsstartedwith the adoption of the first municipal Climate Action Plan in the Commonwealth of Massachusetts in vii However,Medfordhasnotupdateditsstrategicenergyobjectivessince.Currently,theEnergy andenvironmentoffice(e&e)isresponsibleforoverseeingandimplementingenvironmentallysound programsinthecityofmedford.incooperationwithotherdepartmentsandorganizations,thee&e officeworkstoimproveenergyefficiency,airquality,climatechangeprotection,wetlandsprotection, openspaceconservation,andstormwatermanagement. viii One of Massachusetts first Green Communities, Medford was one of eight communities recently selected to partner with the Metropolitan Area Planning Council (MAPC) and participate in the Local EnergyActionProgram(LEAP).Inajointeffort,Medford se&eofficeandmapcwillplanforandlaunch innovativeandfinanciallysustainableprojectsthatreduceenergyuseandgreenhousegasemissions. ThiseffortwillyieldanewenergystrategyforMedfordanditscitizens. NEXTSTEPLIVING NextStepLiving(NSL)isaresidentialenergyefficiencycompany,providinghomeenergydiagnosticsand improvements to the great New England area. The company claims to be a sociallyyconscious, environmentallyyfocused, resultsydriven organization dedicated to helping our customers lower their energybills,increasethecomfortoftheirhomes,andreducetheircarbonfootprint. ix NSLoffersnoY costhomeenergyassessmentsundertheprovisionsofthemasssaveprogram.thecityofmedford and NSL signed a memorandum of understanding (see Appendix B) in March 2012 outlining the provisionsoftheirrelationshipandtheconductofhomeenergyassessmentsinmedford. 6
8 BFM Consulting discussed Next Step Living and the home energy assessment process with Michael Miranda,CommunityProgramsManager,onApril20 th. The discussion revealed a couple of items of relevancethatweretakenintoconsiderationintherecommendationoutlinedlaterinthisreport.the NSL business model is based on Massachusetts energy policies and focuses heavily on weatherization/insulation.theactualstepstakenduringahomeenergyassessmentvariesbasedonthe NSLemployeeconductingtheHEA.Behavioralchangesareaddressedatthediscretionoftheindividual NSLauditorduringhomeenergyassessments. TUFTSUNIVERSITY TuftsUniversityisaprivategraduateandundergraduateinstitutionfoundedin1852.Ithasthreemain campuses:themainonelocatedinsomerville/medford,oneinboston schinatown,andoneingrafton, Massachusetts.Ithasapproximately7500studentswhostudyatitsMedford/Somervillecampus.Tufts hasanumberoforganizationsthatthecityofmedfordcouldandshouldengagewhenaddressingthe questionathand.seeappendixaforalistingofallpartiesaswellasappendicesdthroughifornotes frominterviewswiththevariousorganizations. InordertogetagraspofTuftsresidentialprogramsameetingwasheldwithDoreenLong,theassociate director of the office of Residential Life and Learning. After speaking with them their role at the University became clearer. They serve primarily as a bridge between facilities and the students. The DeanofStudentsisinchargeoftheoffice.Theirmainfocusisinthedormsoncampus,wherethey implementasystemofresidentialdirectorsandadvisorstohelpmaintainasafecommunityforstudents livingoncampusintuftsfacilities.thereappearstobelittlecontactwithstudentsoffcampusandthere arenooffcampusprograms. There is a webpage on the Residential Life and Learning website for students moving off campus, howeverthereislittleenergyinformation.additionallytheyholdinfosessionsforstudentsmovingoff campus,typicallyinnovember.thereareusuallytwoperyear,oneinadormupyhillandoneinadorm downhill.thefocusoftheseinfosessionsisnotenergyrelated.rather,itfocusesonaspectssuchasthe typeofneighborhoodthehouseisin,whoisresponsibleforpayingutilities,andonwhatdaysthetrash iscollected. Their program totals 10 residential directors and 27 residential advisors. All of the RDs are graduate studentsandtherasareundergraduates.itisnotrequiredforrastotalktostudentsaboutmovingoff campusorenergyproblemsalthoughitisencouraged.itispossibletohangsignsorpostersorhave pamphletsdistributedindormsafterbeingapprovedbytheoffice.thiswouldbeaneffectivewayof educating students on campus about energy efficiency before they make the transition off campus. Thereareabout2,400studentsoncampusindorms. Students typically find their homes off campus without the help of the office of Residential Life and Learning. This is done through Craig s List, Jumpoffcampus.com, and word of mouth. Graduate and undergraduatestypicallyfindtheirhomesindependentlyandthereislittlecommunicationbetweenthe twostudentbodies.therearenojoinprogramstohelpthemcollaborateandfindhomes.itappears thatthegapbetweenoffcampusstudentsandreslifeisratherlarge.thismakesitdifficultforthemto targetenergyefficiencyinoffcampushomes. 7
9 PARTTWO:DataandAnalysis DATAANDANALYSIS Inordertogetascopeofthetargetedpopulation,itwasnecessarytocalculatethenumberofTufts studentsinthecityofmedford.aftertalkingtoreslifeandseveralothertuftsorganizationsaswellas thecityofmedford,itwasevidentthatthisdatawasneitherkeptbytuftsuniversitynorthecityof Medford. This served as a slight obstacle but using the Tufts University fact book and Medford city censusdataitwaspossibletodevelopanaccurateestimate. First, both fullytime and partytime undergraduate students were accounted for. Because the total numberofundergraduatesisknownaswellasthenumberofundergradsindorms,itwaspossibleto subtractthetwofindingthetotalnumberofundergraduatesinneedofhousingoffcampus.however, notallofthesestudentsarelivinginhouses.alargenumberofjuniorsstudyabroadthroughoutthe year.thesenumbersagainwereaccountedforusingthefactbook.unfortunately,thefactbookonly includesundergradsabroadontuftsprogramssoitwasassumedthatthesamenumberofundergrads studyabroadonnonytuftsprograms.excludingthestudentsabroadandthestudentsoncampus,the numberofstudentslookingforoffcampushousingwasfound. However, not all of these students are looking for homes in Medford. Tufts liesontheborderof SomervilleandMedford,anditwasestimatedthat40%ofundergraduatesliveinMedford.Finally,the total number of Tufts undergraduate housing units was calculated from the number of students in Medford.WithanaveragenumberoffourTuftsundergradperhousehold,itwaseasytodividethetwo forthefinalnumber. Next,bothpartYtimeandfullYtimegraduatestudentswereexamined.BecauseTuftsgraduateschools arelocatedonseveralcampuses,onlystudentsfromthesomerville/medfordareawereincluded.this included graduate students from the Graduate School of Arts and Sciences, the Graduate School of Engineering,andtheFletcherSchool.Asmallnumberofgraduatestudentsliveoncampus,whichwas accountedforusingthefactbook;therestwereassumedtoliveoffcampus. Again,itwasnecessarytoestimatethenumberofgraduatestudentslivinginMedfordspecifically.After talkingtoseveralgraduatestudentsthisnumberwasdeterminedtobe25%.fromtheseestimations andthegivendata,thetotalnumberofgraduatestudentslivinginmedfordwasdetermined.finally,it wasassumedthatthereareonaveragetwotuftsgraduatestudentsperunit.thismadeitpossibleto find the number of housing units occupied by Tufts graduate students in Medford. All of these calculationsforgraduatesandundergraduatesmaybefoundinfigure1. 8

12 HowmuchofanenergydifferencecaneachunitorTuftsstudentsmake?Firstitisnecessarytolookat theaverageannualhouseholdconsumptionbyenergyandexpenditure.thiscanbeseeninfigure4.it isapparentthatthelargestenergydemandresultsfromspaceheating,howeverotherareasmayalso betargeted. These changes may be categorized as behavioral,doyityyourselfimprovements,andweatherizationupgrades.behavioralchangesoftenhave noinvestmentandarestillabletoreduceenergydemandandreducecosts. Onecasethatwasconsideredisleavingalightbulbonforextendedperiodsoftime,whichcaneasilybe preventedbyturningthelightsoffwhenleavingaroom.however,likemanypeople,collegestudents sometimes forgetorfailtorecognize the impact of leaving the light on. An analysis of the impacts revealstheimportanceofrememberingthissimpletask.thefollowinganalysiswasdonefora100w incandescentlightbulbwithalifetimeof2,000hourscosting$0.49anda40/60wcflwithalifetimeof 10,000hourscosting$1.72attheMedfordelectricrateof$0.145/kWh. Leaving one incandescent bulb on for an entire month consumes 64.1 kwh of energy, which is equivalentto$10.25incost.similarly,leavingonecflonforanentiremonthconsumes16kwhand costs$2.57.needlesstosay,thenumberofextrabulbleftonandthehoursthattheyarebeingunused wastesassignificantamountofenergyandmoney.furthermore,cflsareamuchbetteroptionwhen lookingatthesenumbers.switchingfromincandescenttocflsisonedoyityyourselfupgradethatcan makeabigdifference. Inordertoestimatethesavingsofmakingtheswitchitwasassumedthattheaveragehomeruns10 lightbulbs4hoursadayeach,totaling40hoursoflightbulbuse.overthecourseofayearthesavings fromswitchingto10cflbulbsaddup.infact,thesavingstotal$157.40or1085.5kwhannually. 11
13 Another question that student residents often consider is whether it is better to turn down their thermostatanduseaspaceheater,orkeepthethermostatturnedup. It is estimated that for each degreefahrenheitlowered,thereisa3%savingsonspaceheating.loweringthethermostatfrom64to 60degreesforthewintermonths,OctoberthroughMarch,resultsina12%savings,whichisequivalent to$87.84fornaturalgasand$304.20foroil.thesenumbersmustthenbecomparedtothecostof runninganelectricheater. Astandard1500Wspaceheaterconsumesasignificantamountofenergy. In one month theheater uses547.9kwhor$79.71atmedford scurrentelectricrate.fromthesenumbersitisapparentthatit ismoreeconomicaltokeeptheheatonforbothoilandnaturalgasheat.althoughthespaceheaterisa closercompetitorforoilheat,afterfourmonthsitischeapertohavebeenusingtheheat. AnotherdoYitYyourselfupgradethatcanmakeanenergydifferenceisbuyinganinsulatingjacketforhot waterheaters.thesejacketscostabout$20andreducewaterheatingcostsbyabout6%.annually, thesesavingstotal1.29mmbtuor$22.02attheaveragefuelmixforwaterheatinginmedfordhomes. Beyondtheseeasierchangesthereareweatherizationandfuelswitchinvestmentsthatcanmakeabig differenceinenergysavingsbutaremuchmoreexpensive.fortunately,massachusettshasprogramsto help homeowners make upgrades through rebates. For example, Massachusetts gives $2,000per energy meter to put insulation in walls. Many homes in Medford, especially those rented by Tufts studentshavemultiplemetersperhouse.thismeanslandlordsmaybeeligiblefor$4,000to$6,000for upgrades. NextStepLivingisonecompanyintheareathatspecializesinenergyauditsandinsulatinghomes.They reportanaverage$250inannualsavingsaftermakingtheupgrades.thisisequivalentto18mmbtuof energy savings for the average fuel makeup for space heating in Medford. Understandably,these savingswouldbegreaterforoilandlessfornaturalgassincethecostofheatingahomewithnaturalgas issignificantlylower. Theswitchfromoiltonaturalgasisagreatwaytoenergycostsbutcanprovecostlyandisnotalways available.inbostontheaveragehomewinterheatingbillforusingoilisawhopping$2,535compared to$732fornaturalgas.thisisadifferenceof$1,803.althoughtheaveragecosttoupgradeis$5,000, theinvestmentpaysforitselfbythethirdyear.theinitialinvestmentisquitesubstantial, therefore hinderingthischangebymanylandlords.tuftsstudentrentingforonlyayearortwohavenoincentive tomakethesechangesthemselves. Manyofthechangestoreduceenergyconsumptionaresummarizedinfigure5.Theseenergysavings areshownforindividualunitsaswellasforalltuftsrentedmedfordhomes.notonlyaretheenergy savings significant but also the monetary totals are also rather large when extrapolating to all of the units. There are many ways Tufts students renting in Medford can cut energy use the challenge is educatingandmakingthemawareofthechanges. 12

FUTURERESEARCH Futureresearchcanbuildonthisreportinanumberofways.AcrossYcomparisonoftownsneighboring Medford includingsomerville,arlington, Winchester, Stoneham, Malden and Everett with a focus on theirowneryoccupied/nonyowneroccupiedratioswouldhelpprovideneighboringcontextofmedford versusothercommunities.whilewewereawareofenergyefficiencyprogramsinboulderanddurham, additionalcomparisonofmajorstudentintensivetownswouldalsoprovideausandeveninternational context by similar typecities thosewithalargestudentpopulation.in a more specific focus, GIS mapping of Medford assessor data could help demonstrate visually if and how the renteryoccupied dwellings are grouped in one part of Medford more than others. For future engineering research, a largerfocusonthedifferenttypesofwindowsavailable,theincentivesthatareavailableforwindows, and the projected savings would give a more inydepth look at a complete weatherization processes. Similarly,lifeYcycleanalysisofcompletingafuelswitch,fromoiltonaturalgas,includingestimatesof fuel prices would be insightful. From a financial perspective, determining how many residents have actually used the HEAT loan (by year) while completing a weatherization program in Medford may furtherunderstandingoftheuseandeffectivenessoftheprogram.finally,intermsofpolicy,reviewing MassSave soveralleffectivenessintermsofactualenergyreductionsaswellascarbonemissionswould be helpful. The key requirement for this analysis would be actual residential energy consumption numbersformedfordbyyear.asmedfordisservicedbyoneenergyprovider,nationalgrid,thisdata wouldshedtruelightontheprogram seffectiveness. 19
21 CONCLUSION In conclusion, this report has focused on two tracks to address the landlordytenant relationship in Medford and specifically involving Tufts students: how students can reduce their residential energy consumption while living in Medford, and how Medford and Tufts University can work together to overcomethelandlordytenantchallenge.thisreportisnotperfect wehavehadtomakeassumptions atcertainpointsandhaveillustratedthemtothebestofourability.similarly,thelackofconcreteusage numbers from the utility provider prevents 100% accurate analysis. But this report, conducted by studentsaspartoftuftsuniversitycourse,isastart.tuftsstudentsarefortunateymassachusettshas key energy efficiency policies in place, is rated as the most energy efficient state in the nation, and Medford has a strong history of renewable energy and energy efficiency programs. Within Medford, 40% of the housing units are occupied by renters, and this means a focus on the landlordytenant relationship is appropriate. By working with Tufts to expand the university s focus on offycampus students and residential energy efficiency, including the weatherization/engineering programs, DoYItY Yourself (DIY) steps, and behavioral steps, all parties stand to save money and reduce their energy consumption. Within the other track, by following some of the recommendations in this report, including the maximization of Tufts University student projects, fellowships, and work study, the MedfordEnergyOfficecanhighlighttheimportanceofactivecitizenshipforstudentswhilegrowingand staffingnewcommunityenergyefficiencyprograms.inclosing,byworkingtogether,medfordandtufts arecapableofovercomingthelandlordytenantsplitincentiveproblems.justasimportant,theywillbe ensuringthatstudents,asawarecitizens,arecognizantoftheirenergyusageandcapabilitiesforthe restoftheirlives.togetherwebegin. 20

NSL has experience partnering with communities to create high performing residential energy efficiency programs. NSL is currently running programs in many communities including Boston, Brookline, Cambridge, Needham, Newton, Lincoln, Lowell, and Winchester. In order to identify and prioritize these projects, as well as make the necessary work more affordable, the program will connect residents with no-cost energy assessments and rebates through the Mass Save Home Energy Services program. The City of Medford Census data indicates that there are approximately 17,297 household units in the 1 to 4 family buildings range eligible for this program. New Step Living proposes to create a program that will provide energy assessments to 5% of the eligible units each year, setting an annual goal of over 860 energy assessments. To promote Medford s program and provide the best possible customer experience to Medford s residents, the City of Medford and Next Step Living are joining in a partnership to encourage households in Medford to get home energy assessments in order to access Mass Save incentives. Next Step Living will not receive compensation from the City of Medford for this partnership. The partnership will be evaluated on the anniversary of this agreement or, more frequently as deemed necessary by the City, at which time either party may decide to terminate the partnership with or without cause. While residents will be directed to Next Step Living to access the Mass Save program, all marketing materials will inform Medford residents that they may access the Mass Save program through pathways other than Next Step Living. Below are the expectations of each party. NSL will: Provide a phone number and web portal for interested households identified by the City of Medford to contact Next Step Living to schedule assessments; 22
24 Provide Mass Save assessments and access to weatherization rebates, and connection to the HEAT Loan (zero interest financing for qualified customers); Provide information about weatherization and renewable energy services beyond those covered by Mass Save to residents during Mass Save visits; Assign a Program Manager who will devote 10-20% of their time to assist in outreach planning and support to help City of Medford serve 860 households annually; Help the City of Medford with the design and of promotional materials for s, handouts, posters and banners; Help the City of Medford plan and staff outreach events and campaigns to promote the program; Provide monthly reports on the progress of Medford residents that call into the call center, sign up online, or sign up at events; and, Work with the City of Medford to hire local residents for open positions within Next Step Living and sub contract to local qualified contractors to perform weatherization, insulation and other services within the NSL program. All field staff will have a criminal background or CORI check and be drug tested. City of Medford will: Provide non-financial support for a sustained local publicity effort of Mass Save program. Support can include, but is not limited to the following: o Agreement to use City communication channels such as property tax or water bills to promote the program, o No cost access to City buildings for the purpose of holding town meetings to promote the program, o Support in mobilizing volunteer resources to support outreach efforts, o Access to publicly available City records such as assessor s database and permitting data, Guide households to NSL or Medford-based Mass Save participating qualified Home Performance contractors as the primary entry point for Mass Save, including the use of URLs on the Medford Clean Energy Committee website; and, Collaborate with NSL on additional ideas to connect Medford residents with Mass Save.
