Water Wichita KS The work of Wichita Public Schools is to empower all students with the 21st century skills and knowledge necessary for success by providing a coherent, rigorous, safe and nurturing, culturally responsive, and inclusive learning community. I. Roll Call II. III. Public Communications At special BOE meetings, public comment shall be allowed only during Public Communications on topics that pertain to agenda items. A speaker may request to speak by calling the Clerk of the Board's office at by 9 a.m. on May 22, 2017, the day of the special meeting, or a speaker may register to speak at the location of the BOE meeting until 10 minutes before the meeting begins. The number of speakers at special BOE meetings shall be limited to ten. When registering to speak, a speaker shall identify the topic the speaker wishes to address. A speaker's comments at a meeting shall not exceed 3 minutes, shall be limited to the registered topic, and shall not include personnel matters concerning district employees and/or matters that would violate the privacy of students. Speakers shall provide 12 copies of any handouts to the Clerk of the Board's table for distribution at the Board table. Federal grant dollars will be utilized to purchase software development services from EKS&H for the district s Cognos platform. The scope of this work is to provide actionable intervention information for teachers, principals, and building staff. This will be achieved through interactive dashboards along with selected drill down capabilities to the student level. It is recommended the Board authorize the district to enter into a service agreement with EKS&H not exceed $299,580 to be funded by federal grant dollars. Recommendation: It is recommended the Board authorize the district to enter into a service agreement to provide application development with EKS&H not exceed $299,580 to be funded by federal grant dollars under Title I and Special Education. Colvin and Pleasant Valley Elementary Schools: Professional Development and Observation with Kansas State University Contact(s): Tiffinie Irving, Ken Jantz Funding Source: Title I Purpose: Culturally relevant instruction is part of the implementation of strategic teaching strategies at Colvin and Pleasant Valley Elementary. Instructional practices to meet the culturally and linguistically diverse needs of their students are the focus of this professional development. Throughout the school year, Dr. Socorro Herrera and her colleagues will provide: 1) professionals development on a framework for strategic facilitation of instruction; 2) monitoring and feedback using coaching and modeling in collaboration with instructional coaches to support implementation of strategies: and 3) collaborative use of assessment tools for assessing the effusiveness of instruction within targeted classrooms. Recommendation: It is recommended that the Board approve the purchase of services from Kansas State University and Dr. Socorro Herrera for Colvin and Pleasant Valley Elementary Schools during the school year in an amount not to exceed $36,000. E. Miscellaneous 1. BOE Meeting Minutes for May 8, 2017 Appendix 3 Contact(s): Mike Willome Purpose: The BOE Meeting Minutes for May 8, 2017 are attached in the Appendix. 2. Proposed Policy Revisions Appendix 4 Purpose: As permitted by BOE Policy 0150 Functions of the Board, this consent item includes minor revisions to existing policies. This consent item may also include revisions to existing policy as a result of federal, state, or local law or regulation. The revisions for P3355 reflect recommended changes to the general thresholds for tracking assets made by the Board of Education s auditor to match Governmental Accounting Standards Board (GASB) guidelines or regulations, and Office of Management and Budget (OMB) uniform grant guidance for purchases of assets made with federal funds. Legal Services: Fleeson, Gooing, Coulson & Kitch, LLC and McDonald Tinker PA Contact(s): Shannon Krysl, Tom Powell Funding Source: 47 Fund Risk Management Reserve Fund, 42 Fund Special Liability, 52 Fund Worker s Compensation Reserve Fund Purpose: Fleeson, Gooing, Coulson & Kitch, LLC have submitted a statement for April 2017 legal services and expenses for Civil Litigation in the amount of $12,770. McDonald Tinker PA have submitted a statement for April 2017 legal services and expenses for Worker s Compensation in the amount of $6, This brings the year-to-date total to $157, for Civil Litigation services and $79, for Worker s Compensation services. Recommendation: It is recommended that the Board authorize payment for legal services and expenses for Civil Litigation and Worker s Compensation under the school district s self-insured programs for April 2017 in the amount of $12,770 to Fleeson, Gooing, Coulson & Kitch, LLC and the amount of $6, to McDonald Tinker PA. 4. Orion Security Solutions Contact(s): Kenny Hinkle, Terri Moses, Cathy Sweeney Funding Source: General Fund and Capital Funds Purpose: On May 6, 2013, the Board of Education authorized the district to purchase hardware, software, and services from Aventura Technologies, Inc., for the design and installation of a Centralized IP Surveillance solution in the amount not to exceed $3,000,000, using the GSA contract GS-07F0391V. Aventura has completed the design, configuration, and installation of the surveillance equipment that we purchased. It is important to have the systems integrated on one platform not only for ease of use but to also determine the legitimacy and scope of security incidents. At this time, we are recommending Orion Security Solutions for the programming of the legacy devices (camera, intrusion detection, and fire) and maintain our system going forward. We are also requesting that the remaining Aventura project funds in the amount of $343,491 be transferred to Orion to cover part of the programming cost of the legacy devices. Recommendation: It is recommended that the Board authorize the purchase of Orion Security Solutions for technical services in the amount of $809,437, which includes a 10% contingency and the transfer of Aventura project balance in the amount of $343,941 to Orion Security Solutions. Tyler Road Construction at Wilbur Middle School Appendix 5 Contact(s): Kenny Hinkle, Shane Schumacher Funding Source: N/A Purpose: A City of Wichita construction project will begin on Tyler Road adjacent to Wilbur this summer. In connection with this construction the City has requested that the Board by dedication convey to the City a street right of way easement for a turn lane for Second St. onto Tyler Rd and a temporary Construction Easement for staging. In addition, as part of the street project, the City is requesting that the Board convey a drainage easement along Tyler Road. In consideration for the three easements the City will replace old drain pipes and will install new drive ways that go from Tyler onto Wilbur property. The new drainage project has been approved by Design and Construction and the three easements have been approved by the Board s General Counsel. Recommendation: It is recommended that the Board authorize the conveyance of the three easements to the City and authorize the Board President to sign the three easements provided in Appendix Sale of Surplus Property at Jackson Elementary Appendix 6 Contact(s): Ken Hinkle, Tom Powell Funding Source: NA Purpose: Approximately 17.5 acres of the Jackson Elementary property site at 2717 N. Woodlawn are not needed and are not being used in conjunction with the operation of Jackson Elementary School. The Board previously approved a resolution declaring this approximately 17.5 acres to be surplus that was available to be sold. A real estate contract has been submitted through J.P. Weigand and Sons, Inc., to sell the Jackson Elementary property for $750,000. If the Board of Education wishes to sell this surplus property, the Board must approve the contract for this sale. Attachment B to the Real Estate Purchase Agreement sets restrictions on what uses the property can be used for in the future. Recommendation: It is recommended the Board approve the real estate purchase agreement to sell approximately 17.5 acres of the property site at 2717 N. Woodlawn for $750,000 and authorize the Board President to sign the contract provided in Appendix 6. IV. Miscellaneous A. Executive Session None requested to date. B.
