2 Financing ITALY, through the CEI Fund at the EBRD, has been financing KEP projects ever since the inception of the Programme in It has so far committed more than 2 million EUR for 73 projects; AUSTRIA, through the Austria Development Agency (ADA) has been financing the Programme since It has so far contributed around EUR for 26 projects; POLAND has contributed with EUR to projects co-financed by Italy. 2

3 What is KEP? Focus on the transfer of know-how and best practices from EU to non-eu member states of the CEI Type of assistance: grant co-financing Location: CEI Region (18 CEI Member States) Main objectives: o Strengthen economic and social advancement of the non-eu CEI Member States; o o Help latest EU members in their transformation from recipients to donors (emerging donors) of development assistance; Promote principles of development assistance and support regional cooperation among institutions within the CEI Region 3

4 Basic functioning & conditions Yearly Calls for Proposals (one financed by Italy and one by Austria): launched first months of calendar year for activities implemented in next calendar year Mandatory conditions for eligibility of proposals Plan of Action: activity needs to be in line with CEI Plan of Action Maximum co-financing: up to 50% of total cost of project, within ceiling established by the Call (40,000 50,000 EUR) Eligible applicants: public and private entities registered in CEI Member States, international and regional organisations (conditions might change according to CfP) Eligible activities: conferences, seminars, workshops, training activities, etc Eligible expenses: in principle all the project expenses are eligible Visibility: adequate visibility should be guaranteed to donors as well as CEI 4

7 KEP Impact Assessment and Analysis Projects were successful in helping achieve CEI and KEP s objectives - promotion of social and economic development in the CEI region Experience of new EU members proved extremely relevant to non-eu countries Bilateral projects more sustainable impact than regional assignments Use of a combination of theoretical and practical know-how transfer tools increases the impact and its sustainability Need of improved screening, monitoring and evaluation processes currently underway 7
