2 Background The South African government through Department of Energy (DoE) strives to: - improve the quality of the EEDSM projects - facilitating the market development and growth of ESCos The ESCo register is an important tool which will facilitate the market development as well as growth of ESCos in South Africa. It will provide opportunities and skills development for emerging ESCo s and experienced ESCo s. The ESCo s will be utilized by the public and private sector with regards to: identifying, planning, developing, financing/implementing co-generation or energy efficiency and demand side management projects in buildings, public lighting or water infrastructure.

3 Purpose of the ESCo register The South African National Energy Development Institute (SANEDI) in collaboration with the Department of Energy and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) initiated the ESCo register, which is meant to create a database of energy service companies in South Africa. The register makes provision for the inclusion of ESCos across the value chain of energy services offered, e.g. Auditing, Technology Installers, Consulting Engineers as well as full ESCos that provide the energy services and financing. The register will be reviewed and updated ensuring that ESCos get the opportunity to achieve a higher certification level as they mature.

4 Who should register? ESCos with experience and expertise in the areas highlighted below were asked to register: Experience with all of the following energy management services: - Energy Audits and Feasibility Studies - Project Planning and Design - Project Implementation - Measurement and Verification Energy management services, esp. for following technologies: - Traffic and street lighting - Building lighting - HVAC - Pumping of fresh and waste water - EE in water infrastructure including cogeneration on WWTP Energy supply contracting (solar PV, cogen, biogas, etc.) Issuing of Energy Performance Certificates Financing of energy projects

5 Registration process To register your ESCo this link was provided at the ESCo Register launch at SAEEC 2016 and in various networks: ESCo certification ESCos are catergorised as either Tier 1 (Full ESCo) or Tier 2 (Developing ESCo) and Tier 3 (Start-up). Tier 1 ESCos have to achieve for full certification in at least 70% of the criteria evaluated, with partial certification in all others. For Tier 2 (Developing ESCo s) a training program will be put in place to assist Tier 2 ESCos to develop into Tier 1 ESCos. There should be a mentoring program whereby Tier 1 ESCos will work with Tier 2 ESCos. Tier 3 these are early stage companies, start-up companies with an intention to be active in the ESCo industry. They either don t have clients or the team in place yet. However, they will require training and mentoring to take them to Tier 2. Once the ESCo s have registered and pre-screened they go through an evaluation process where they are scored and categorized as either Tier 1 (Full ESCo), Tier 2 (Developing ESCo), Tier 3 or as a disqualified company.

8 Registration process Technology certification ESCos are evaluated based on various energy efficient technologies including cogeneration. Table 2 is required to be completed for each EEDSM technology. In other words Table 2 should be filled out separately for each of the following technologies: - Traffic/Street lighting - Building lighting - HVAC - Water/Sewerage Pumping - Waste Water Processes - Cogen

10 Result of ESCo Register Evaluation A total of 57 ESCos registered for the first round and were evaluated. 12 ESCos were scored to be fully Tier 1, 20 ESCos to be Tier 2 status, lastly 5 ESCos falled under Tier 3 status. 20 ESCo registrations have been disqualified mainly due to insufficient information and experience.
