3 What is the issue? Fishing is the most dangerous occupation in the UK. In 2011 we lost: o 8 fishermen o 24 vessels Worldwide, the FAO estimates that we lose 24,000 fishermen per annum.
4 What do we do? Training Marine Services (Survey & Information)
5 Why do we do it? To drive down the number of deaths, injuries and accidents to fishermen and fishing vessel losses Belief that training and education can have a significant impact in improving safety Statutory role with regard to the provision of mandatory basic safety training Belief that subsidies are necessary to encourage self employed fishermen to undertake additional voluntary training All work carried out under MoU with the Maritime & Coastguard Agency, in close collaboration with industry and under guidance from the Fishing Industry Safety Group.
6 Sector Panels outcome Domestic Panel identified safety as a major industry issue and one which they wanted Seafish support to help improve. Work programme proposal put together comprising all of the above activities at an annual cost to levy of 750k per annum. Little support from Supply Chain and Importers panels. Compromise agreed between the three Panel Chairs.
7 Scope: To undertake a thorough review of Seafish s role in fishing safety and specifically its activities in support of fishermen s training
8 Objectives: To clarify Seafish s role and responsibilities To identify ways of reducing the cost to levy of Seafish s work in support of fishermen s training, whilst ensuring continued delivery of our mandatory requirements To identify alternative sources of funding to replace levy expenditure on subsidising fishermen s training To identify other activities/initiatives that Seafish could support to improve fishermen s safety
