1 Request of Proposal (RFP) For Conducting Solid Waste Management Exposure Workshops for the officials of 1600 Urban Local Bodies (ULBs) Under Swachh Bharat Mission (Urban) Phase III ( ) 1 PROJECT BACKGROUND National Institute of Urban Affairs (NIUA), Delhi is a premier research institute under Ministry of Housing and Urban Affairs (MoHUA). The institute has more than 40 years of experience in research, capacity building and dissemination of knowledge for the urban sector in India. NIUA is also engaged in capacity building and development of scalable solutions for urban water, sanitation and hygiene in India within the national, regional, state and city framework. Swachh Bharat Mission (SBM) was launched by Honorable Prime Minister of India on October 2, The main objectives of SBM urban is to address both elimination of open defecation and Solid Waste Management in all 4041 Urban Local Bodies (ULBs) of the country by MoEFCC has drafted the Solid Waste Management Rules, 2016 and made citizens more accountable for their actions. It requires them to be more responsible towards their environment by reducing generation of waste. It also encourages segregating what they generate into various categories and handing them over as such to door to door waste collectors. This promotes different categories of waste to be reused, reprocessed and recycled rather than being dumped first on the roadside and thereafter outside the cities. To operationalize the SWM Rules, 2016, the MoHUA published a Solid Waste Management manual for implementing SWM Rules in This document has incorporated necessary specifications and actions for implementation in cities. To create awareness among ULB officials regarding the objectives of SBM along with the enabling policies, rules and guidelines, NIUA conducted SWM Exposure Workshops under Swachh Bharat Mission in 2 phases during 2016 and The goal of this project is to build capacities of ULBs in India by improving their understanding about Solid Waste Management and enhancing their skills to deal with it. About 224 participants from 85 ULBs from 25 states and Union Territories (UTs) were trained in phase I between May October 2016 and 420 participants from 182 ULBs from 27 states and UTs in Phase II between May October About 647 ULB officials were trained in 24 batches (12 batches each) during both phases of workshops conducted with support from MoHUA. Based on the learnings from the above workshops, a Training of Trainers (ToT) manual on Solid Waste Management and field visit manuals have been prepared by NIUA. The manuals will be used in forthcoming city cluster workshops to be conducted in Phase III of SWM Exposure Workshops (June 2018-March 2019). NIUA has been supported by MoHUA to implement Phase III of the above mentioned initiative. This phase targets to train ULB officials in charge of Solid Waste Management through 80 city cluster workshops. Each city cluster workshop aims to train 40 participants from 20 ULBs in a 1

2 cluster of cities in different states, thereby training 1600 ULBs in the country. These workshops would be conducted in 40 locations, spread all over India. The main objectives of the workshops are: 1. To recognize the issues, challenges and constraints of SWM 2. To understand the Solid Waste Management Rules, To be aware of the various approaches, technologies and their financial implications 4. To plan to implement solutions in their city 5. To achieve capacity building of ULB staff for implementing the plans RFPs are invited from reputed Training Entities (TEs) / Training Institutions (TIs) for conducting the above mentioned 80 city cluster workshops in 40 locations spread all over India. Please refer Annexure- I for the respective lists. The 40 locations have been clubbed into 13 city cluster packages. No financial proposal is required to be submitted as the selection is based only on technical proposal. 2 TERMS OF REFERENCE Part 1: General conditions of city cluster workshops for TEs/TIs 1. Selection of TEs/TIs will be based on technical proposal submitted. The template for the same is attached in Annexure II and Annexure III. 2. The 40 city locations have been clubbed into 13 city cluster packages. 3. The cost for each city cluster workshop has been fixed and the financial details of city cluster packages are attached in Annexure IV. 4. The selected TEs/TIs will be trained in a five-day national workshop at New Delhi by NIUA in August The modules of day 1 and day 3 for the city cluster workshops to be conducted by the TEs/TIs will be provided by NIUA and elaborated through a ToT manual and Day 2 through Field Visit Manuals. 5. The TEs/TIs will have to conduct the City Cluster workshop between September December Field Visit Manuals will be prepared by NIUA in collaboration with the TEs/TIs for each city cluster package i.e. the 40 locations listed in Annexure I. Part 2: Steps to be followed for organizing city cluster workshop for ULB officials 1. Each City Cluster Workshop is designed for 3 days. The details are as follows: a. Day 1- Briefing Session, where the TEs and participants (ULBs) will share their expectations from the programmes Orientation on SBM objectives and guidelines 2

3 Understanding Solid Waste Management, Plastic Waste Management, C&D Waste Management Rules, 2016 and the relevant portions of E-waste, Biomedical waste and Hazardous Waste Management Rules, 2016 Importance of IEC, ICT and Swachhta App among citizens Importance of Decentralised Waste Management, Composting, Recycling etc. Involvement of the informal sector in Door to Door segregated collection, secondary sorting and transportation and role of Material Recovery Facility (MRF) for maximum recovery and utilization of dry waste, C&D waste etc. Various practices and technologies available for SWM: Centralised and Decentralised b. Day 2- Exposure Visit to various SWM sites. * The exposure visits on day 2 should include site visits covering one site of each kind as mentioned below: Landfill & Landfill capping, reclamation, rehabilitation, bio-mining, bioremediation etc. Waste to Energy/Centralized Waste to fuel, Biomethanation plants Integrated Waste Management Sites (PPP or ULB Managed) CSR Dry Waste Livelihood Centre (Collection, Segregation, Conversion, Marketing etc.) ULB/ SHG managed Dry Waste Recycling Centre (Centralized and Decentralized) Material Recovery Facility (MRF) Door to Door segregated waste collection & transportation involving erstwhile rag pickers/waste collectors, SHGs and involvement of, Resident Welfare Associations (RWAs) in user fee collection, salary disbursement, community composting etc. Decentralized composting, biomethanation and sale of gas, compost and garden waste pellets, mulch etc. Decentralized Biomethanation of segregated kitchen waste and usage for cooking, Bio-CNG, Electricity generation etc. Construction and Demolition Waste Recycling Plant Smart Toilets Any other relevant technologies as approved in the SWM Rules, 2016 *As per availability c. Day 3- Technical Session Economics of Solid Waste Management, fulfilling conditions for accessing Swachh Bharat Mission Funds, Wealth from Waste concept and EIA requirements for setting up SWM processing plants, landfill etc. Group Activity 1 (Challenges and Issues of ULB in managing solid waste) Group Activity 2 (SWM Plan for ULB) 3

List of Information to be shared and approved by NIUA before commencing the workshop: Agenda with list of sites of exposure visits with information on each site Schedule for organizing the City Cluster Workshops Identification of eminent speakers, resource persons List of participating ULB officials Venue of workshops and facilities available 3. The monitoring of city cluster workshops will be done by NIUA and MoHUA. At least one representative from NIUA and MoHUA will be present in each of the workshops. 4. The detailed proceedings of the city cluster workshops should be submitted within 7 Days of the completion of each workshops. The proceeding should include following: Workshop report, video recording, photographs, attendance list of participants, analysis of activities and feedback forms. 3 TECHNICAL PROPOSAL SUBMISSION Interested TEs/TIs are invited to submit a technical proposal for each of the city packages separately. The cost per package is fixed as attached in Annexure IV. The format for submitting the proposal is attached below: Format for Submitting for City Cluster Packages Package No. Name of locations for conducting exposure workshops* Cost of Package * Two workshops to be conducted in each location * Each location should have participation from 20 ULBs located near city mentioned in Annexure I for each workshop * Maximum participants for each workshop should not exceed 40. * Participants should only be ULB officials working for Solid Waste Management in their respective cities Part 1: The specifications with regard to logistics for each workshop is as follows: A. Site visit transportation AC Bus/other AC vehicle as per availability B. AC hall/auditorium with Audio, Video, Projector, Seating arrangement, lunch and refreshment including site visit days 4

5 C. Boarding and lodging for participants needs to arranged in 3-star hotel or government guest house with equivalent facilities D. The cost of workshop kit should not exceed Rs 1200 per participant and it should include the following: bag containing field visit manual developed by NIUA, file folder with background note, agenda, note pad, pen, name tag and reusable steel/ aluminum water bottle E. Honorarium for all resource persons should not exceed a total of Rs per workshop F. Transportation cost for resource persons should not exceed Rs per workshop Part 2: Qualification and Evaluation The technical proposal shall be evaluated based on the responsiveness to the Terms of Reference. Proposal shall be evaluated with respect to the following evaluation criteria. Each proposal will be given a technical score for each city package separately. The TEs/TIs scoring the highest score in each package will be awarded work relating to that city cluster package. Template of submission is attached in Annexure II and Annexure III. S. no. 6 It may be noted that, for the purpose of evaluation of technical proposal, each technical proposal for each of city package shall be treated separately. In case of duplication of any CVs for any of the Key Personnel, NIUA reserves the right to either not provide any marks for such CV or **require the concerned TEs/TIs to replace such duplicate CV or reject the concerned proposal. The TEs/TI should keep in mind about the overlapping of schedule and time constraint to conduct the workshop. **If CVs of Key Personnel submitted by TEs/TIs is replaced in case of duplication as proposed in the technical proposal, it should be replaced by CVs of equal or better Key Personnel in the proposal. Part 3: Proposal should contain the following A. Understanding of the project appreciation B. Brief profile of TEs/TIs and capability to take up the assignment C. Summary of assignment on capacity building D.
