11 11 TOD Strategic Plan Overall TOD Policy document for RTD (Est. 2006, Rev. 2010) Primary goals include: Foster partnerships to support TOD Encourage sustainable development that supports transit Support multimodal access to transit Protect and enhance RTD assets

12 PLAN livable communities, sustainable development strategies Collaborate with local governments on planning w/n 10-min. walk or ½-mile station distance Advocate for new development that: Is denser than surrounding uses Contains mix of uses and compact urban design Promotes multi-modal access Supports diversity of housing choices, incl. low income and affordable 12 Incorporates sustainable energy, building materials, stormwater and parking management practices

13 Strategic Plan joint development guidelines Proposals must meet FTA guidelines where Federal funding applies and should address how the project: Functionally connects to transit Increases ridership Enhances quality of the rider experience Creates a sense of place Functionally connects to adjacent community/respects and advances its vision 13

14 RTD Mixed-Income Housing Policy Accessibility drives up prices RTD can sell or lease excess land for residential use Local jurisdiction can seek an affordability goal RFQ/RFPs will incorporate goal within evaluation process 14

15 RTD Parking Policy RTD currently prohibited from charging for parking Exceptions for out of district residents and at select stations for periods over 24 hours (first 24 hours free) Reserved parking program at select stations Monthly fee for a reserved spot between 5am and 10am New legislation this year allows 3 rd party private or public entities to build parking for RTD and charge Will help bridge the financing gap between surface and structured parking 15

18 East Rail Corridor bus elements SkyRide Routes AF and AS will be discontinued, along with Route AT short trips between Colfax, Airport & 40 th, and DIA Existing local routes will connect with East Corridor at nearest appropriate station, frequencies may be upgraded where justified New routes will be considered for unserved areas DIA may have a premium Final service plan will be developed in late 2015 Final service configuration dependent upon available budget 18

23 WIN and the East Corridor Project has established has 30 New Hires and 22 currently working and enrolled in WIN leveraged services Denver Transit Partners will be at peak hiring season in June 2013 New WIN Hires could peak up to 40 Positions ranging from Professional to Construction

24 Implemented fifth WIN cohort for a total of 5 active participant groups; activities are summarized below: 114 total participants enrolled (including 9 inactive participants); o Cohort 1 25 participants; 4 inactive Placement Rate 94% 90 day retention rate 89% o Cohort 2 25 participants; 4 inactive Placement Rate 90% 90 day retention rate 90% o Cohort 3 25 participants; 1 inactive Placement rate 92% 90 day retention rate 92% WIN Participants 24

25 WIN Participants Continued o Cohort 4 24 participants; 0 inactive Placement rate 100% 90 day retention rate 92% o Cohort 5 15 participants to date; 0 inactive Placement rate 100% 90 day retention rate (not applicable yet) 2 additional participants advanced into new positions for an overall advancement rate of 11% (12 out of 114) Average starting wage for participants was $14.65 per hour (decrease over 4th quarter average of $16.56 decrease due to multiple positions on an RTD contract at $11.00 per hour 25
