6 Immunization Stage 1 (2014 Definition) Immunization Registries Data Submission Objective Measure Exclusion Capability to submit electronic data to immunization registries or immunization information systems and actual submission according to applicable law and practice. Performed at least one test of certified EHR technology s capacity to submit electronic data to immunization registries and follow up submission if the test is successful, (unless none of the immunization registries to which the EP submits such information has the capacity to receive the information electronically), except where prohibited. An EP who administers no immunizations during the EHR reporting period, where no immunization registry has the capacity to receive the information electronically, or where it is prohibited. When to attest yes and when to count an exclusion for Stage 1 only You registered intent with OSDH but did not submit a test message count exclusion You do not administer immunizations count exclusion For audit purposes if we do not have a registration on file for stage 1 we will not be able to provide an auditor any information. Measure Successful ongoing submission or electronic immunization data for CEHRT to an immunization registry or immunization information system for an entire EHR reporting period. 9

10 How to Successfully Attest The EP must attest YES to meeting one of the following criteria under the umbrella of ongoing submission. Ongoing Submission was already achieved for an EHR period in a prior year and continues throughout the current EHR reporting period using either the current standards at 45 CFR (f)(1) and (f)(2) or the standards included in the 2011 Edition EHR certification criteria adopted by ONC during the prior EHR reporting period when ongoing submission was achieved. Registration with the PHA or other body to whom the information is being submitted of intent to initiate ongoing submission was made by the deadline (within 60 days of the start of the EHR reporting period) and ongoing submission was achieved. Registration of intent to initiate ongoing submission was made by the deadline and the EP or hospital is still engaged in testing and validation of ongoing electronic submission. Registration of intent to initiate ongoing submission was made by the deadline and the EP or hospital is awaiting invitation to begin testing and validation. 11 Electronic Reportable Lab Results Stage 1 Electronic Reportable Lab Results Objective Capability to submit electronic data on reportable ( as required by State or local law) lab results to public health agencies and actual submission according to applicable law and practice. Measure Performed at least one test of certified EHR technology s capacity to provide electronic submission or reportable lab results to public health agencies and follow up submission if the test is successful (unless none of the public health agencies to which an eligible hospital or CAH submits such information has the capacity to receive the information electronically), except where prohibited. Exclusion No public health agency to which the eligible hospital or CAH submits such information has the capacity to receive the information electronically, or where is it prohibited.
