2 ROAD SAFETY A GLOBAL ISSUE Road traffic crashes take the lives of nearly 1.3 million people and injure up to 50 million more globally every year Road traffic injuries are a leading cause of death for children 5-14 years and young adults years High costs-grief, human loss and economic losses to nations Low and middle income countries are disproportionately affected, with > 90% of deaths for < 50% of vehicles UN declared the Decade of Action for Road Safety catalyzing national strategies for global improvement 2

4 ROAD SAFETY IN NIGERIA Road Safety remains a challenge- crash rates remain high Figures are under reported, due to crash data collection inadequacies Highest number of road crashes are from commercial vehicles The lead agency- Federal Road Safety Corps, has statutory responsibility for road safety management Political will exists- national commitment to the implementation of the UN Decade of Action for Road Safety plan Current focus on risk management, emergency response & data collection improvement Regulatory risk management is impacted by limitations 4

6 CHALLENGES OF RISK MANAGEMENT IN NIGERIA Challenges with adequate policy, regulatory and institutional framework for the management and financing of the system Inadequate resources- human, funding, equipment Challenges with regulatory management competence Lack of technological enforcement aids- human focused Lack of a national database/inadequate data collection Limited road user knowledge Deficit in requisite road furniture Multiple agencies with overlapping responsibilities 6

7 ROAD SAFETY- A SHELL ISSUE Shell has significant exposure to road fatalities within Shell occur in road transport transport risks - most Over 1.1 billion km are driven daily worldwide Internal improvements have brought major successes. Focus is now external- road safety prioritised as a global social theme Shell contributes time, expertise and funding to international collaborations, including the Global Road Safety Partnership Shell Companies in Nigeria (SCiN) is committed to the support of the implementation of the Decade of Action plan in Nigeria. Support strategy is; multisector partnerships, collaborations, support of the lead agency and national plan 7

10 COMPETENCE DEVELOPMENT WORKSHOPS Plan to train 5,000 officers from 36states/FCT- over 2,000 officers from 18 states currently trained Expertise provided by Global Road Safety Partnership Interactive programme highlights the essentiality of systematic regulatory human risk management, explores enforcement issues and international good practice remedial measures Encourages positive inter agency relationship building 10

11 ROAD SAFETY EQUIPMENT PROVISION Provision of hand held equipment to various states on completion of development programme Supports the application of lessons learned Aids effective regulatory enforcement Includes; Speed Guns, Breathalysers, Traffic Cones, Wheel Clamps, Lighted Traffic Batons, Cameras, Reflective Jackets 11

13 SUMMARY Thousands of lives are lost annually to road crashes in Nigeria The Federal Government is focused on road safety improvement Risk management challenges include; deficits in resources, competence, legislation, technology, road furniture and data Shell Companies in Nigeria contribute time, resources and partners with others to support risk management improvement The risk mgt improvement initiative includes; stakeholder forums, practitioner development, equipment provision and implementation Over 2,000 officers have been trained and road way application has commenced. Target is implementation in all 36 states and the Federal Capital Territory. 13
