1 2 DAY WORKSHOP ON egovernance FOR DIOs NIC, Uttar Pradesh 29 th & 30 th January 2018 A two-day workshop for all 75 District Informatics Officers of NIC was organized on 29 th and 30 th of January which was presided over by Sh Sanjiv Saran, Addl Chief Secretary, GoUP. Shri Anoop Chandra Pandey, ACS, GoUP, Dr. Vinay Pathak, Vice Chancellor, Abdul Kalam Technical University, Shri Sanjiv Gupta, CEO, NeGD, GoI, Shri Mahesh Gupta, Principal Secretary, Secretariat Administrative Department, GoUP & Dr. Vishnu Chandra, DDG NIC, New Delhi interacted with the DIOs on various components of egovernance. The inaugural session started with Dr. Saurabh Gupta, SIO, UP welcoming the guests and apprising them of the achievements of the year 2017 which included implementation of the Kissan Rinn Mochan Yojna in a record time of 4 months benefitting more than 86 lakh farmers of the state. The application incorporated many technological innovations and integrations and eventually resulted in a saving of nearly 11,000 crore for the state government. He also touched upon various other projects of the state such as edistrict through which 11.5 cr services have been delivered to the citizens electronically, escholarship benefitting 36 lakh students, distribution of epension (1.16 cr) & Anganwadi honorarium through PFMS, eprocurement, enagarseva, (60 AMRUT towns), Madarsa Portal, RTE Portal and two products DARPAN (CM/DM Dashboard) and Pariksha (Recruitment Portal) which have been the cornerstone of IT implementations in the state. Shri. Mahesh Gupta, Principal Secretary, SAD, lauded the implementation of eoffice in 22 departments of U P Secretariat by NIC and emphasized that adoption of new technologies and new systems is need of the hour in government setup. He also apprised the DIOs that the Hon ble Chief Minister has instructed that eoffice has to be implemented in all the districts of the state and the process will start soon. Dr. Vishnu Chandra, DDG NIC outlined the goals of NIC in perspective to Digital India, he gave an overview of GIS and Bharat Maps and urged the DIOs to include location component in all the applications. Mr. Sanjeev Gupta, CEO, NeGD outlined the importance of Mobile Governance, Farmer Centric Applications, ehealth Records, Open Standards, Cloud Configurable Approach and Productisation of NIC projects. He asked the DIOs to actively contribute to the UMANG initiative of GoI. Dr Vinay Pathak, VC, AKTU appreciated the role of NIC in egovernance space of the state. He asked the developers to design the applications from user perspective and offered that the University and NIC can jointly setup a State Information Centre to support FOSS (Free and Open Source Software) and provide a platform for learning new technologies. Shri Sanjeev Saran, ACS, GoUP highlighted the steps taken by the governments to infuse transparency in government by introducing systems such as etendering, eoffice, Rinn Mochan, IGRS (Integrated Grievance Redressal System), which have gone a long way in building the citizens confidence in the government.

A technical session on emerging technologies (HTML5, Local Storage Concepts, NoSQL, Web Services SOAP & REST, Node.Js) was given by Mr. Shailesh Srivastava, Technical Director. Dr L R Yadav, STD & ASIO, NIC briefed the DIOs on Sankhyaki Patrika & emanchitra project. A detailed presentation on Multilayer GIS for Digital Transformation (SMART Governance & Decision Making) including Bharat Maps was done by Dr. Vishnu Chandra DDG to highlight the contribution of NIC in field of GIS and importance of location data. Shri Annop Chandra Pandey, ACS & IDC, GoUP congratulated NIC state and district officials for their valuable contribution in the Rinn Mochan Scheme and for playing a stellar role in bridging the technology gap in government. He praised NIC for its continuous efforts in State Informatics and appreciated the role played in government reforms using IT. DIOs of several districts Mr Nalin Kaushik, J P Nagar, Mr. Amit Mishra, Hardoi, Mr Rajeev Kumar, Shahjahanpur, shared their experiences in implementing projects and innovations they had done in their respective districts. An open house interaction was also done with the DIOs to understand and resolve the issues faced by them in day-to-day functioning and official working.
