16 Rapid Outcomes from Agricultural Research
17 Unmet Need To quickly disburse funds for research and extension in the event of an emerging or unanticipated threat to the nation s food supply caused by agricultural pests and pathogens, filling a gap between an incident and the mobilization of traditional, longer-term funding resources.

19 Funding Criteria Regional and/or national implications Acute Near-term results (1 year) Scientifically rigorous Practical solutions Future impact Sound budget with potential for additional support
20 Structure ROAR is structured around commodity-based consortia to ensure that research and extension priorities are scientifically rigorous, realworld relevant, and feasible. Partners may include researchers, extension agents, commodity and industry representatives, diagnostic laboratories, and relevant state, federal and local officials. The Consortium enters into a Memorandum of Agreement with FFAR. The Consortium has a lead institution that manages any grant money and is responsible for coordinating reporting. The Consortium secures the matching funding for any project proposal, up to $150,000 annually.
21 Proposal Process Consortium submits a proposal to FFAR containing o Justification o One-year action plan o Budget o Team description o Communications strategy Subcommittee of the FFAR Board reviews and renders decision with input from USDA within one week Successful applications are funded within two business days Grantees may apply for one 1-year extension
22 Funding Model FFAR provides 1:1 matching funds for funds provided by the Consortium Funds may be a combination of cash and in-kind, the proportion of each negotiated on a case-by-case basis A nominal percentage of funds will go to program administration and the Communal Fund Indirect costs may not exceed 10% of the total award amount

NADSARF houses the Pest Eradication Activities and Research (PEAR) Program PEAR is an effort to educate decision makers and stakeholders who, individually and collectively, help identify, control, terminate and/or mitigate the impact pests and invasive species have on U.S. agriculture.
