2 Pollock Provides in 2010 The creation of the western Alaska Community Development Quota Program in 1992 allowed our 20 communities to begin participating in the Bering Sea Fisheries to provide opportunities to support economic development and social benefits for residents. Since then, our 20 communities have become key players in the Bering Sea. As you read and go through this catalog, it is our hope that you take full advantage of the benefits as an avenue to pursue your interests and fulfill your needs in the area of jobs, education, growth & development, and support. We encourage you to visit your local CVRF Community Service Center to find out more about these opportunities. We continue to work at elevating and increasing the role and importance that the local region staff have in providing information and help to residents that fall within the CVRF scope of benefits. Your participation in any of these programs reflects the importance of CVRF and the CDQ program. CVRF earns the money to pay for all of these opportunities by participating and investing in the Bering Sea Fisheries, primarily pollock, crab, cod and flatfish. Our activity in the Bering Sea provides a very important source of economic opportunity and hope in the face of the current economic conditions that affect our world, country, state and region. We are privileged to have access to a well managed renewable resource that plays a very important part in the economy of our region. Your understanding and support is an important part to ensure that this program carries on for the benefit of future generations. The CDQ Program has been in existence for less than twenty years, and we still have a long way to go in addressing our economic and social needs. 4 EMPLOYMENT OPPORTUNITIES Coastal Villages Region Fund offers employment opportunities for residents who hope to fish and work while staying close to home. Residents are encouraged to take full advantage of the various employment opportunities provided by CVRF and its partner companies. CVRF is the largest non-government employer in the region working with over 600 commercial fishing permit holders (not including the hired crew), employing over 500 in-region processing plant workers, and referring over 70 applicants to our industry partners in CVRF also created the Youth To Work program and will provide this opportunity in all communities that have a Region Staff member to manage the program for 4 weeks during the summer. This program helps youth gain valuable employment experience to prepare them for work after high school. All residents are encouraged to inquire about and apply for various job opportunities provided through CVRF. The Region Staff at our offices are available to help guide residents through the employment application and hire process. SALMON COMMERCIAL FISHING SEASON: June - August For the past ten years, fishers from the region have been able to commercially fish and deliver their catch to Coastal Villages Seafoods - CVRF s subsidiary - in districts W1, W4 & W5. Each year, the processing capacity of CVS improved steadily and yet fishermen from the region caught more than CVS could process during the peaks of the season. Fishers voiced their concerns and CVRF responded by building The Goodnews Bay seafood processing plant in Platinum that began operations in The Board and Staff of CVRF are pleased with the new facility, and fishers are now able to fish with no limits! In 2010, CVS will require every fisher to become Certified Quality Producers. This can be accomplished by attending a pre-season meeting in which training will be conducted. Fishers who are unable to attend the preseason meeting can follow up with the nearest Community Service Representative. 1.Attend a mandatory pre-season fisher meeting in which training will be conducted and you will be certified as a CVS Quality Producer. Contact your local Community Service Representative for dates and more information. 4 2.Renew your Commercial Fishing Permit. (If you do not own one, and are interested in purchasing one, the State of Alaska lists permit holders intending to sell their permits at (Or call ). 3.Make sure the crew is issued a crew license. 4.Gear up for the season. (CVS offers Fishermen Advances for fishing gear for qualified fishers). 5.Prior to fishing each opener, contact the tender or plant you will be delivering your fish to in order to verify that we are operating. 6.Go fishing and deliver to CVS! RECEIVING PAYMENT Direct Deposit - The fastest and safest way to get paid by Coastal Villages is for us to electronically transmit funds to your bank checking account. If you have an account, all we need is a completed Direct Deposit Request Form. Please complete the form and return it by May 31, If you do not have an account, we would be pleased to help you set one up. We have applications for the banks that have branches in Bethel (AK USA, First National and Wells Fargo). We can also help you learn to access and manage your account over the internet. There will be a $50 bonus paid by CVRF to anyone choosing this method of payment. PrePaid Debit Cards If you do not wish to have a bank account, then we can still pay you electronically by giving you a PrePaid Debit Card. The card can be used EMPLOYMENT OPPORTUNITIES

5 anywhere VISA is accepted, including ATMs and the internet. The disadvantages are that it will take slightly longer for you to get paid (5 days) and more than one ATM withdrawal per month costs $1.50 for each additional withdrawal above that. Checks from Anchorage Office Checks will be mailed to the plant nearest you and will be available for pickup generally within 10 days. SALMON ING PLANT SEASON: May - August CVRF s new plant, located in Platinum, began operations in the summer of The Platinum facility housed 125 workers in 2009, but has been improved in 2010 to accomodate a total of 225 employees! Residents who want to work while staying close to home are encouraged to apply to work at this new facility! Currently, the dorm rooms house two beds each and are considered to have better living conditions than normally provided in the seafood industry. Improvements for recreational activities are in the process and any ideas are always welcome. JOBS For applications, contact your local Community Service Representative, or the Anchorage HALIBUT COMMERCIAL FISHING SEASON: Opens in June CVRF is allocated 4D/4E Halibut that is made available to CVRF Community Residents for commercial fishing. This provides commercial halibut fishing opportunities to those that want to participate in the fishery. The season will begin in June and continue as long as there is productive fishing or until the quota is caught. QUALIFYING 1.Obtain a CDQ (Community Development Quota) Halibut Card from CVRF. a.must be a resident of one of our 20 communities for 270 days or longer. 2.Obtain both a fishing license and a Vessel license from the State of Alaska. a.if fishermen intend to keep their undersized catch, they must also obtain a Subsistence Card (SHARC-Subsistence Halibut Registration Certificate) from NMFS Restricted Access Management. 3.Gear up for the season. 4.Go fishing and deliver to CVS! DAILY FISHING 1.Notify the Plant Manager or Office Clerk on when you would like to schedule halibut delivery to the plant. a.you must give the Plant Manager/Office Clerk your Vessel ADF&G number, estimated time of offload, and estimated weight. b.plant Manager/Office Clerk will call National Marine Fisheries to schedule a Pending Landing; once that s done, a confirmation will be given to the caller. 2.Deliver halibut to the halibut plant at scheduled time and place set with Plant Manager. 3.Receive fish ticket. PRICES The June price will be $0.75 higher than July. RECEIVING PAYMENT (See Salmon Commercial Fishing - page 4) Direct Deposit PrePaid Debit Cards Checks from Anchorage Office HALIBUT ING PLANTS Every summer, CVS processes Halibut at various plants in our CVRF Region. Employees begin gearing up the plants for the season in early May. The halibut season begins soon after the breakup of ice from each of these communities, usually around the end of May. CVS also has a tendering operation South of Nunivak Island (referred to as the South Nunivak Tender). JOBS For applications, contact your local CVRF representative or contact the CVRF main ORDERING HALIBUT This year, CVS will be selling halibut locally at the exvessel cost of halibut paid to commercial fishers. The Community Liaisons will be taking pre-season orders from residents who are looking to purchase halibut. Preseason orders need to be received by 6/1/2010. EMPLOYMENT OPPORTUNITIES 5

6 HERRING COMMERCIAL FISHING SEASON: Opens mid-to-late May Coastal Villages Seafoods is pleased to announce the upcoming 2010 commercial herring fishery in Goodnews Bay, Cape Avinof, Nelson Island, and Cape Romanzof! CVS tender vessels will be buying herring from residents who hold valid herring permits, and CVS will be cooperating with fishery managers to try to maximize fish quality and opener schedules. CVS will pay $325 per ton for herring delivered to our tenders! QUALIFYING 1.Obtain a Herring Permit from the State of Alaska. (Must be a resident of one of the 20 member communities) 2.Obtain both a fishing license and a vessel license from the State of Alaska. DAILY FISHING 1.Gear up for the season. 2.Go fishing and deliver your catch to the available tender in the area. 3.Receive fish ticket. RECEIVING PAYMENT (See Salmon Commercial Fishing - page 4) Direct Deposit PrePaid Debit Cards Checks from Anchorage Office CVS TENDER FLEET In addition to our salmon and halibut operations, CVS operates a fleet of tenders that serve our fishermen and that haul freight and supplies for CVS operations. These vessels include the Kelly Mae (135 ), the Hawk (73 ), the Wassilie B (115 ), Challenger (45 ), the Double E and Coastal Mist (40 ), and the Camai (110 ). Each vessels has 2 to 4 crew member positions available. The season begins in late-spring with preparing the vessels for the upcoming season, delivering supplies to the CVS plants, then tendering halibut (starting in late- May) and salmon (starting in mid-june) from the fishing fleet. The season for halibut will wrap up for the crew on July 31, We continue to seek motivated, reliable individuals from our region to work aboard our CVS vessels. These jobs can become great seasonal careers, as well as great stepping stones towards working on our Bering Sea fishing/processing vessels, where there is even more work and more money to be earned. In the off-season, our resident crew can apply for CVRF scholarship and training grants to become licensed mariners. EMPLOYMENT CVRF has developed a strong network of recruiters who work to help make employment opportunities more accessible to the residents of our region. In addition we have established partnerships with organizations in the fishing industry and beyond to provide those employers access to qualified applicants to consider for their open positions. In 2009, the CVRF Employment Program assisted 663 applicants to find work with earnings of over $5 million. Coastal Villages Crab, LLC As 100% owner and operator of CVC, we accept applications year round for those interested in becoming a crew member as positions become available on the F/V Arctic Sea, F/V North Sea, and F/V Bering Sea. There are opportunities to advance; start your career as a crewman or engineer and eventually work your way to become a vessel captain! Applications are good for one year and are kept on file. Who wouldn t want great compensation for exciting work? Apply today! Coastal Villages Seafoods, LLC CVS proudly provides opportunities for region residents to fish and work. The Employment Program will begin recruiting for processing positions in February but accepts applications year round for those who want to work for your employer of choice. CVS will continue to offer starting wages at $9.00 an hour with a $13.50 per hour overtime rate. We retain good employees by offering the following benefits: 1) Room and board. 2) Paid transportation with a complete contract. 3) A $BONUS to those who complete their contract. 4) Great summer work experience. Partner Companies The Employment program works with several companies based either At Sea or Shoreside (outside the region) as a means to provide other year round opportunities. Goodnews Bay Fishers 2009 YOUTH TO WORK The Youth To Work program, created in 2007, is aimed at providing youth ages an opportunity to learn about work, and how to support themselves while building selfesteem and self-respect. Work tasks may include: helping local elders with everyday house chores such as hauling water, dumping trash, shoveling entranceways, fueling stoves for heating, cleaning house and washing dishes. Selections are based on local CVRF representative availability. 1.CVRF posts advertisements in May in selected communities. 2.Apply for the job. 3.All applications are reviewed and processed for interviews and screening. 4.Local CVRF representatives conducts interview. 5.Selections and schedules are based on the number of qualified participants. 6.Hiring paperwork is completed (including a State of Alaska youth work permit). 7.Perform work and complete daily tasks! 8 GROWTH & DEVELOPMENT The various Growth & Development Programs provide longterm economic and social benefits to the region. A total of 16 Community Service Centers (formerly known as Fisheries Support Centers) are available for residents to use for various services provided by CVRF. The Community Service Center is provided for residents who need mechanic/ welder services, meeting space, a place to check their accounts, seek further information about CDQ/CVRF, or apply for any of the services. The Marine Safety program is aimed at training residents to be prepared for various life-threatening situations they may encounter. A group of Region Staff are trained by AMSEA (Alaska Marine Safety Education Association) employees. For 2010, the CDQ Project Fund has been modified to streamline the process for the governing bodies of communities to take full advantage of. The success of this program is dependant on the proper use of the funds. CVRF is proud to continue the scholarship program with $500,000 in An additional $60,000 is available for training opportunities that last 12 weeks or less. COMMUNITY SERVICE CENTERS PRIMARY PURPOSE Each CSC is primarily intended to be a multi-use building that provides and enhances economic opportunities in the community, particularly for fishermen participating in the commercial fisheries. Each CSC provides a professional space to maintain, repair, service and modify boats, motors, and fishing gear, thereby facilitating the participation of fishing families in the commercial harvests in the region. SECONDARY PURPOSES An important secondary purpose of the CSC is to allow community members to repair and maintain snow machines, four-wheelers, sleds, trailers and other equipment critical to life in the village. The CSC is also available for other community-related meetings and projects when the shop space is available. Aluminum Boat Repair/Customization REPAIRING We serve commercial fishermen and the general public who own aluminum boats that are in need of routine or more comprehensive repair. 8 CUSTOMIZATION We can help you improve your fishing boat, add accessories such as hydraulic rollers, side rollers, and storage bins, and complete other improvements to make your boat more efficient or enhance its seaworthiness. The shop can also be used to create aluminum sleds and all-terrain vehicle trailers important to off-season subsistence activities. Small Engine Maintenance/Repair Our CSC shops are available for maintenance and repair of two-stroke and four- stroke gasoline powered outboard motors. As a secondary benefit to the community, allterrain vehicles, snow-machines, chain saws, and small generators can also be worked on. Wood Working/Carpentry This is open for use by the general public on a fee contingent basis. It is intended to provide space and tools for woodworking and basic carpentry. Tools cannot be taken out of the CSC for use in community members homes or at a construction site. COMMUNITY SERVICE CENTER Fee Structure: GROWTH & DEVELOPMENT

CVRF also has on-call CSRs to provide additional coverage when needed. These CLs provide direct services and represent CVRF through communication, outreach and promotion of program services. 10 MECHANIC/WELDERS In each of our CSCs, a Mechanic/Welder will be employed to provide services such as: aluminum boat repairs, customization, small-engine repair and fabrication services. They also work to develop customer demand for renting shop space and bunk room nights to fishermen and others. Therefore, CVRF offers our communities yearly training in marine safety through our Marine Safety Program. These training sessions teach fishermen and regional residents important safety and basic survival skills needed on the water by commercial and subsistence fishers. This training is also important to families boating for travel or recreation. Training is conducted during the spring and priority is given to communities with the highest number of permit holders. We understand that fishermen from the region already know and respect traditional knowledge of the dangers of their unique environment. We also believe that fishing operations can be made even safer by incorporating modern safety equipment and making USCG regulations part of the fishing lifestyle. With our goal of promoting health and safety in all our communities, CVRF and our Marine Safety Trainers would like to see more fishermen increase their knowledge of marine boating safety and wear their personal flotation devices (PFD) whenever they are at sea. 1. Inquire about availability 2. Attend training in Spring! SAFETY KITS CVRF has a program to help our fishermen obtain some of the safety equipment that is required by the USCG. CVRF has put together kits containing the required gear. These kits will be available to fishermen, especially those who have participated in safety training programs. A kit consists of: First Aid Kit - Marine Personal Flotation Device (PFDs) Compass Signal Device - Whistle Electronic Flares Fire Extinguishers Fire Starters Signal Mirror Flash Light SELECTION 1. Have a history of fishing for CVS! 2. Awards! CDQ PROJECT FUND The CDQ Project Fund serves as an economic resource to the CVRF communities by funding community development projects and/or serving as matching funds for grants. From , projects funded through this program included: Trail Survival Shelters & Markers; Building Renovations; Community Clean-up Events; Dump-Site Renovations; Boardwalk Construction; Law Enforcement Team/Supplies; 4th of July Workers; Potlatches; Public Information Coordination; Tribal COPS; Community Plans; and Community Multi-Use Facility Funding Leverage. 1.A standard application must be completed for each proposal that includes a budget and a timeframe for completion; 2.The completed application must be reviewed by the governing body of the CVRF member community and may only be approved by the governing body if the project conforms with the CVRF Project Fund Guidelines; 3.The governing body must submit a detailed financial and narrative report of the completed project(s) to CVRF by December 31, Any remaining unused funds must be distributed to the local Search & Rescue Group and/ or the local Youth Group/School Student Council by January 31 of the following year. 4.The {Entity} will provide any helpful suggestions it has to CVRF about the Project Fund Program so that CVRF can determine whether to extend or modify the program. 10 GROWTH & DEVELOPMENT

11 For more information, contact your local Community Service Representative, or the office in Anchorage office at SCHOLARSHIPS The Louis Bunyan Memorial Scholarship program is available to assist CVRF residents in reaching higher education and vocational training goals. CVRF encourages residents to use the program to enhance their skills to benefit the CVRF region. To qualify, applicants must have resided in a CVRF community for five consecutive years, been accepted into an accredited institution and exhibit strong academic skills or work performance. Deadlines to apply are: 2010 Fall Semester June 1, Spring Semester November 1, Submit complete application: a. Initial or b. Renewal. 2.Obtain approval from the CVRF Scholarship Committee. 3.Attend University/Institution and pass! INTERNSHIPS Since the inception of the Community Development Quota program, CVRF has provided member residents internship opportunities with CVRF and a variety of industry partners. The internship program prepares individuals for management careers in the fishing industry. To qualify, applicants must have resided in a CVRF community and be considering a career in the fisheries industry. If the internship requires advanced education, the applicant must have completed at least two years of post-secondary education or three years of general work experience. 1. TRAINING CVRF is committed to providing our member residents with consistent training opportunities that address the current needs of the fishing industry and skills of general demand in the region. This program is intended for residents seeking training that lasts from a few days to no more than 12 weeks. Training areas include: Carpentry, Electrical, Heavy Equipment Operation, Welding, Plumbing, Certified Nurse Assistant, Marine licensing, and more. 1.Submit complete application. 2.Obtain approval. 3.Attend and complete training! For more information, contact your local Community Service Representative, or the office in Anchorage office at YOUTH LEADERSHIP The Coastal Villages Youth Leadership program promotes leadership, personal development, and citizenship among youth in the communities ages 13 to 24. Through various activities and achievements, young people learn to accept responsibility, gain leadership skills, and serve as role models for younger children. Youth Leadership projects have included community clean-ups, energy saving initiatives, fundraising, and various other activities. As part of the program twenty youth, ages 13 to 18, are selected to attend the annual Alaska Federation of Natives/First Alaskans Institute convention. CVRF assists youth groups who have shown initiative to pursue their goals through fundraising and/or planning. 1.Submit completed request form. 2.Awards based on necessity/number of people benefitted. 3.Perform activity. 16 SUPPORT The various Growth & Development Programs are available for the communities and residents to further support efforts of economic and social development. CVRF provides fishermen advances for fishermen who might not have the starting capital to begin the commercial fishing season. Residents who qualify can approach the Region Staff for further information regarding this program. In 2010, CVRF has committed over $222,000 for Collaborative Applied Research, making CVRF the largest non-government contributor for salmon research on the Kuskokwim Bay and River. The Heating Oil program has continued this year. Households will be selected by the local governing body for the months of January, February, March, April, October, November, and December of FISHERMEN ADVANCES The fishermen advances program provides up to $500 per commercial fishing permit holder delivering to CVS to assist fishermen who do not have enough cash for the startup cost of supplies and gear for the season. The money is repaid by each fisherman through deductions from his/her fish tickets during the season. After June 30th, fishermen advances are no longer available for the remainder of the season. 1. Supplies and Gear Eligible items: web for gill nets, lead lines, cork lines, twine, anchors, buoys, rope and other items associated with the commercial gill net fishery for salmon and/or herring. Also eligible: ground line, hooks, snaps, swivels, gangens, gaff hooks, rod and reels, weights and other items associated with the commercial halibut fishery. Items included as supplies and gear are gasoline, motor oil, outboard motor parts, vessel supplies and other supplies associated with commercial fishing. requires the approval of the Fisheries Manager. 2. Advance Notice and Deductions Notice: Each spring, a flier is posted in each of the 20 CVRF communities advertising the availability of fishermen advances. The flier lists the deadlines for each fishery to ensure sufficient shipping time for supplies and gear to arrive prior to fishing. A CVRF representative in each community will assist in the distribution of fliers and fishermen advance request forms. Deductions: During the fishing season, fishermen with an advance will have each of their fish tickets deducted by 1/3 (unless otherwise instructed by the Fisheries Manager) to be applied against their advance balance. (Note: If a fisherman has child support obligations, 1/3 is deducted AFTER the 50% child support deduction.) This process will continue until the fisherman has paid his/her balance in full. 17 GOVERNMENT AFFAIRS The Government Affairs department supports community benefits through the building of strategic partnerships, and coordination of economic development efforts in the CVRF region. One of the main functions of the department involves participating in fisheries management meetings, providing analysis on fisheries issues and their impact to economic development initiatives in the CVRF region. As a stakeholder in the Bering Sea / Aleutian Islands Groundfish and Crab fishery, CVRF participates in various fishery regulatory meetings including: North Pacific Fishery Management Council Groundfish Plan Team Crab Plan Team State of Alaska, Board of Fisheries International Pacific Halibut Commission Salmon Bycatch Working Group Rural Outreach Committee PROJECT MANAGMENT ASSISTANCE CVRF provides support for sustainable economic development throughout the region. As such, communities and/or partner organizations often request input and assistance with a number of project planning and assessment activities including feasibility studies, market studies, and business planning for projects. Examples include airports, barge landings, alternative energy, and other infrastructure development throughout the region. More in-depth project assistance and emergencies require an approval through the CVRF chain-of-command. Once you explain your needs, Project staff will determine if a more formal procedure is necessary and will assist you in that process. Key partnerships have helped broaden the impact of CVRF s economic development efforts. Local CVRF Service Representative The CVRF main FUNDING AND TECHNICAL ASSISTANCE CVRF understands that planning and implementing economic development projects-- whether it is working through a comprehensive community planning process or building a community facility, improving transportation infrastructure, or developing alternative energy projects-- requires coordination and an understanding of effective project management and the funding environment. Projects often have budgets in the millions of dollars much more than can be obtained from a single grant source. This requires securing funding from multiple sources, which can be challenging. We can assist your overall community effort by: Researching potential funding sources, including helping to determine whether projects are a good fit with potential funding opportunities. Providing fundraising strategies for large scale projects that require coordination of multiple funding sources Advising on effective project design, management, and presentation of funding proposals. Working with you to establish a realistic project budget. Tracking your project to keep it moving as smoothly as possible through federal and state offices. Process: A good way to start is by calling the CVRF main office to discuss your idea or project; then you can decide whether you think CVRF might be useful to your effort. To continue the process, ask for a Technical Assistance Request form, fill it out, and return it along with a resolution(s) from your community government(s) remember that tribes are eligible for some funding sources, cities for others. The resolution(s) should also commit the governing body(ies) to cooperate with each other in following through on tasks required by funders. In many cases a lot of work must be done on the community level to ensure strong applications and successful projects. Feel free to contact the department directly any time the need arises. Neil Rodriguez at or at neil_r@coastalvillages.org TAX ASSISTANCE The CVRF Tax Assistance Program provides the funding for the Volunteer Income Tax Assistance Program (VITA) through the Alaska Small Business Development Center (ABDC) and University of Alaska Anchorage. Students in the accounting field and business professors are sent to all CVRF communities to provide tax preparation assistance SUPPORT 17

18 at no cost to residents. 1. Your local CVRF Staff Representative will post the schedule for ABDC preparers to visit to your community. 2. Bring the following: Social Security Card for yourself, your spouse and all dependents. State or Tribal issued ID. Forms W2, 1099 and all other tax forms received. Your last year s tax return (for new clients). Important Factors for this year - Earned Income Tax Credit changes: New for 2009 & 2010 returns only - Taxpayers with three or more children can receive a higher credit. Previously the highest credit was based on taxpayers with two or more children. First Time Homebuyer Credit: If you purchased a home in 2009 and have not owned a home in the past 3 years, you may be eligable for a credit of up to $8,000. Bring purchase information with you when you have your taxes prepared. Some restrictions apply. Nonbusiness Energy Credit: Taxpayers who own their own home and make energy improvements to it may qualify for a credit for up to 30% of the cost of the improvements. Improvements to doors, windows, insulation, water heaters and roofs are included. Restrictions apply and improvement must meet requirements. For tax information, please contact ABDC at COLLABORATIVE APPLIED RESEARCH CVRF has been working with the Alaska Department of Fish and Game on several different salmon studies. CVRF has supplied funding and interns to investigate where salmon go to spawn, the conditions and characteristics of northern Pacific salmon, and the biological condition of the river and streams in the CVRF area. All of these projects help Fish and Game determine when and how much salmon can be caught in commercial openers. FUNERAL ASSISTANCE The Funeral Assistance program provides Region Residents with funding for their funeral feast assistance needs. This program can be used only for feast assistance, offering up to $250 per funeral. Funeral Support Policy Care for the deceased can be financially overwhelming and otherwise on a family. Coastal Villages, as a CDQ management organization, is not specifically mandated to participate in this very sensitive area, but Coastal Villages, as a good corporate citizen in the region is willing to extend its support to the residents of our member communities. The following policy will help to ensure fair and equitable implementation of this funeral support. Families living in any of the CVRF member communities are eligible for funeral assistance from CVRF upon the death of their immediate family. When the family has exhausted other funding sources and assistance is needed, Coastal Villages will contribute funds two hundred and fifty dollars ($250.00) for purposes of covering funeral feast expenses. The contribution funds will be distributed directly to a vendor. 1.The CVRF governing body must submit a request with detailed information and budget. 2.If approved, the purchase order will be faxed to the local vendor for purchase. A copy will be sent to the CVRF governing body. 19 HEATING OIL A total of 574 drums have been made available (see breakout on page 23) for all 20 communities. Drums will be available from January - April, and October - December of The local governing body (see page 19 for list) passes a resolution adopting the rules for the program and recognizing the Bering Sea pollock fishery. 2.The governing body makes selections for heating oil recipients. RULES 1.The {Entity} will follow a fair and practical process in selecting monthly recipients of heating oil; 2.The {Entity} will select recipients that in its judgment could use relief, compassion and a helping hand; 3.The {Entity} will notify CVRF in writing of the recipient of each drum of heating oil within 3 days after selecting each recipient; 4.The {Entity} will coordinate with a CVRF community liaison in the delivery of heating oil to selected recipients; 5.Each recipient may only receive one 55-gallon drum prior to May and one after September of the calendar year; 6.CVRF employees cannot be selected; and 7.The {Entity} will provide any helpful suggestions it has to CVRF about the Pollock Provides/Heating Oil Program so that CVRF can determine whether to extend or modify the program.
