6 Critical Note Please note that this webinar is intended for potential applicants for OneCPD and Core Curricula. OneCPD and Core Curricula funds are available for technical assistance and not for program activities. 6
7 Overview The new Transformation Initiative at HUD emphasizes a place-based approach to the delivery of technical and capacity building assistance to entities that receive or use CDBG, HOME (including CHDO), homeless assistance or HOPWA funding. OneCPD will be operated as a single cross-program, assessment-based, and outcome focused TA delivery system, similar to NSP. All work must be carried out under model Memoranda of Agreement assigning responsibilities for the overall engagement to the parties (HUD, the TA provider(s) and the grantee) and specifying the expected outcomes. 7
8 Objectives Improve grantees ability to assess their local market conditions; Improve grantees ability to design and implement housing and community development programs appropriate to the local market; Increase organizational capacity to leverage scarce public dollars; and Improve grantees understanding of and compliance with statutory and regulatory requirements. 8
9 Basics of the Competition Application submission deadline February 24, $24 million available for award (including $595,000 for the Core Curricula portion). Applications are welcome from organizations that are experienced and capable TA providers, including those not having applied to HUD before. Applications from individuals will not be accepted. Only one application per organization for OneCPD funding. However, an organization may be included as a subcontractor in any number of other applications so long as they are not the lead applicant on any. General Section contains technical information on how to apply. 9
10 Eligible Applicants Eligible OneCPD Applicants A state or unit of general local government; A HOME program participating jurisdiction (PJ); A public housing authority; A public or private nonprofit organization or intermediary, including educational institutions and area-wide planning organizations; or Indian tribes; and For profit organizations; or Eligible Core Curricula Applicants Public or private nonprofit organizations or intermediaries, including educational institutions and area-wide planning organizations; and For-profit organizations. A combination of any of the above applying together as a joint venture. 10
11 Eligible Activities OneCPD New Products: Conduct Needs Assessments; Direct Technical Assistance and Capacity Building; Develop Tools and Products; Self-Directed and Group Learning; Information Management; and Virtual Help Desks. Maintenance of Existing Products: Provide support and administration of HOPWA grantee program reporting requirements; HOME Certification Program; Women in the Homebuilding Profession; and Community Land Trusts. 11

19 Application Submission Specifics for Core Curricula One Application For Each Curriculum Core Plus Topic Specific Courses Address Training Modality (e.g. on-line, classroom, etc.) 19
20 Review and Rating of Applications Three rating factors total 100 points. To be considered for funding, an applicant must receive a minimum of 75 points overall and 45 points for Factor No. 1 Capacity and Relevant Experience. The same three rating factors apply to both the OneCPD and Core Curricula portions of the NOFA but will be competed separately (i.e.,onecpd applicants against OneCPD applicants only). The three rating factors are: Applicant Capacity and Relevant Experience 60 points; Organization (30 points) Key Personnel (30 points) next
21 Review and Rating cont. 2. Soundness of Approach - 25 points; Management (15 points) HUD Policy Priority (2 points) Quality Control (8 points) 3. Program Evaluation and Achieving Results - 15 points; Outcomes* (10 points) Evaluation (5 points) * An outcome is defined as the results achieved or benefits derived from the technical assistance or capacity building which supports the objectives of HUD or CPD programs. Outputs (e.g., number of TA engagements performed or courses delivered) are not acceptable. 21
22 Review Process Threshold and Eligibility Review: Eligible applicant, and application received on time; DUNS Number; Active Registration in CCR ; No outstanding Civil Rights matters; and No debarment or suspension. Factors used to determine total award (up to the applicant request): Total score received in competition; The applicants capacity to deliver a range of assistance where and when necessary; and The amount of funds available. Note: There may not be sufficient funds available to make awards to every application scoring in the fundable range (i.e., 75 or above). 22
23 Notifications Both successful and unsuccessful applicants will be notified of results; Awards are only final following the signing of a cooperative agreement between HUD and the applicants. 23
