As Secretary, my priorities included the restructuring and financial stabilization of the Puerto Rico Highway Authority; the integration of the Puerto Rico public transit systems of buses, ferries and trains into the new Integrated Transit Authority (PRITA); through customer focus and understanding, transformed the services offered in the Department of Motor Vehicles (DISCO-CESCO) through technology integration and resource management; as Governor s Authorized Representative for traffic safety, achieved the lowest fatality rate in history of Puerto Rico through the engagement and commitment of critical stakeholders including the Traffic Safety Commission; as President of the Board of Directors of the Puerto Rico Ports Authority, lead the transition of the agency and completed the P3 transaction for $613 million for the Luis Muñoz Marin International Airport. Regained the trust of the US Department of Transportation in programs from the Federal Transit Administration, Federal Highway Administration, National Highway Traffic Safety Administration by providing results and developing a transparent, ethical and honest relationship with our federal partners. During this period, also served as President of the Board of six public entities including the PR Highway and Transportation Authority, PR Integrated Transit Authority, PR Maritime Transit Authority, PR Metropolitan Bus Authority, Puerto Rico Ports Authority and the PR Traffic Safety Commission. In addition, served as member of the Board of Director of another seven public corporations. Some of these included, the PR Electric Power Authority (PREPA), the PR Aqueduct and Sewer Authority (PRASA), the PR Public Building Authority (PBA), the Automobile Accident Compensation Administration (ACAA), the Special Communities Trust, the PR Land Administration amongst others. Furthermore served as the Coordinator of the Governors Commission for the Construction Industry. Obtained a Bachelor s Degree in Civil Engineering (1996) and a Master s Degree in Engineering Management (2003). Also obtained my Professional Engineer s License in Puerto Rico in In addition, had training as Real Estate Broker and as an Arbitrator for Alternate Dispute Resolution. From 2007 to 2012, worked as Vice-President of Beta Engineering, PSC a Consulting Firm engaged in the Construction Management, Project Inspection, Technological Integration and Engineering Services. Also provided consulting services as Program Manager for the Design Management, Construction Management, Procurement and Programming for over 28 Regional Projects that served as Sports Facilities for the Caribbean and Central American Games at Mayaguez in From 2001 to 2007, worked as Director of the Modernization Program of the PR Public Housing Administration (PRPHA) and renovated over 60 projects with a value of over $1.3 billion, with a result of over 5,000 modernized Public Housing Units. The PR Integrated Transit Authority (ATI) is intended that the entire mass transportation system is operated by the The initial steps for the integration of this new organization were taken in June 2015 when we successfully submitted the grantee application to the Federal Transit Administration. Currently procurement processes were initiated for the O&M contract for the ferry and bus service operations ensuring stability and sustainability of the public transit services in Puerto Page 4 of 7
5 Rico. The initial consolidation of transit services efforts estimates an operational cost reduction of train, bus and ferry operation of over $60 million. The Tren Urbano complements other forms of public transportation services in the San Juan metropolitan area such as the Metropolitan Bus Authority, Cataño Ferry, taxis and shuttles. Finally, we successfully applied technological innovation for the users of the service, by making available our transit date with the Google Transit app to allow visibility and transparency to the service route in google maps. President, Board of Directors, Puerto Rico Maritime Transit Authority (PRMTA) - Jan 2013 Dec 2016 The PRMTA was created with the main purpose of providing maritime public transit services as an independent entity from the PRPA. The PRMTA offers two services: the Island Service between Fajardo-Vieques-Culebra and the Metro Service between Cataño and San Juan. As President of the BOD we: Achieved operational cost reduction of$14.5 Million in four years; Increased fleet from one vessel in 2012 to six vessels in 2016; Accomplished the objective of one Million passengers using the PRMTA Island Service; Improved the on time departures from 25% in 2012 to 75% in 2016; Initiated the procurement process for an O&M Concession Contract to control operational costs. President, Board of Directors, Puerto Rico Metropolitan Bus Authority (PRMBA) - Jan 2013 Dec 2016 The PRMBA is responsible for providing public transit bus services in the larger Metro San Juan Area. After a major route restructuring, PRMBA operates 23 of the 30 fixed bus routes in the metropolitan areas. Some of the most dramatic achievements include the reduction in the waiting period for our clients of almost 65 minutes in some of the most critical routes. Achievement include: Reduced operational budget 47% from $84 to $44.5 Million; Increased passenger trips from 568,000 to 687,000; Reactivated $24.7 Million in federal funds for preventive maintenance and capital improvements; Increased the PVR by 22% with 85 buses operating in regular routes. President, Board of Directors, Puerto Rico Highway and Transportation Authority (PRHTA) - Jan Dec 2016 PRHTA is the entity responsible within the DTOP, to facilitate financing and provide agility to the implementation of construction and preservation of the road infrastructure of Puerto Rico. With this in mind, the objective of the PRHTA is to improve the economy, the environment and the quality of life of our citizens via transportation projects and the development of infrastructure, with a vision to stimulate the economic development through an integrated transit system, leveraged with an efficient infrastructure and in balance with the environment. In addition the PRHTA operates the Tren Urbano (English: Urban Train), a 10.7-mile (17.2 km) fully automated rapid transit system that serves the municipalities of San Juan, Guaynabo and Bayamón in Puerto Rico. The Tren Urbano consists of 16 stations operating on 10.7 miles (17.2 km) of track along a single line. The Tren Urbano system is operated by a Joint Venture between Herzog and Alternate Concepts, Inc (ACI). As President of the Board, we successfully: Obtained credits $756 Million in Toll Credits in 2014 as matching funds for FHWA and FTA projects; Reduced operational costs by $34 Million; Maximized use of federal funds by over 200% in transit (rail and bus) operations, payroll expenses and road improvements Achieved obligations goal during the four years of our FHWA federal program and reinstatement of bridge program; Completed the Strategic Safety Highway Plan, Complete Streets Plan and Cyclist & Pedestrian Plan; Completed the Design Build Manual for future D/B procurement in the PRHTA. 6 President, Board of Directors, Puerto Rico Ports Authority (PRPA) - Jan 2013 Dec 2016 During my term as President of the BOD, we established public policy and advanced several signature projects including the completion of the Public-Private-Partnership (P3) transaction for the Luis Muñoz Marin International Airport which allowed for improved financial stability of the PRPA. Implemented austerity measures that achieved operational costs reductions of over $96 Million, including reduced footprint of employees of over 40% and over $27 Million in payroll costs savings in four years; Increased the amount of cruise ship visitors to 1.5 Million passengers in 2015, the highest amount in the history of Puerto Rico; Increase the air passenger traffic by 8% in every regional and international airport; Developed important strategic projects like the new MRO for Lufthansa Technik in Aguadilla and the new dry dock facility in Port of San Juan are two examples of these Governor s Authorized Representative, Puerto Rico Traffic Safety Commission (PRTSC) - Jan 2013 Dec 2016 As GAR for the PRTSC, I had the opportunity to lead the efforts to reduce traffic related fatalities to its lowest level in the last 20 years. We were able to reduce fatalities from 366 in 2012 to 267 in 2016 a 27% reduction in less than four years. We updated, completed, and kept current through 2016, the lag of Traffic Records Data we found in This allowed us to use data mining for the geomapping of this information, which helps us identify the critical corridors and intersections that required enforcement or engineering improvements to keep reducing fatalities and crashes in Puerto Rico. The National Traffic Safety Administration notified us last November 2016 that the designation of High Risk that was given to Puerto Rico in 2010, had been finally lifted thanks to the transparency, compliance and proper use of the NHTSA federal funds under our incumbency.. In addition to the above, served as member of the Board of Directors of the PR Electric Power Authority (PREPA), the PR Aqueduct and Sewer Authority (PRASA), the PR Public Building Authority (PBA), the Automobile Accident Compensation Administration (ACAA), the Special Communities Trust, the PR Land Administration amongst others. Furthermore, served as Coordinator of the Governors Commission for the Construction Industry. Ex Officio Board Member, Puerto Rico Electric Power Authority (PREPA) - Jan 2013 Dec 2016 PREPA has an electric power system that generates, transmits and distributes electricity to 1,449,211 clients; Generation of electric energy is produced by five main power plants where Sixty-eight percent (68%) of the total energy production is fuel oil-based; 15% natural gas (LNG); 15% coal; and approximately 2% hydro. The Transmission system is comprised of 2,416 miles of 230 kv transmission lines, 115 kv and 38 kv sub transmission lines with 175 transmission centers. The Distribution lines amount to approximately 28,952 aerial miles and 1,723 underground miles. The system has 334 substations and 27 technical offices. As BOD Member, was actively engaged in the planning and transformation of the largest public utility in Puerto Rico. The reform required the recruitment of a Restructuring Officer who has advised the Board in critical reforms of the Operation, Management, Procurement and Leadership that were required to restructure and rethink this important entity for the Economic Growth and Development of Puerto Rico. Some of the critical decision making the BOD s were: Authorized new strategies which include a Restructuring Service Agreementwith bondholder; Reduced operational costs in excess of $400 Million; Reduced by $204 Million payroll expenses in less than four years; Improve account receivables by $300 Million; Approved diversification renewable energy generation to 262 MW (solar 59%, wind 38%, Landfill Gas 3%); Approved an Integrated Resource Plan for next 10 years with projected investment of $2.4 billion which include new generation and repowering of existing infrastructure, investment in T&D to improve reliability of the. grid, diversification of fuels, ensuring environmental compliance. Ex Officio Board Member, Puerto Rico Aqueduct and Sewer Authority (PRASA) March 2014 Dec 2016 As BOD Member, was actively engaged in the establishment of critical policy aspects of this important public utility that provides potable water to over 1,238,139 Customers with an infrastructure of 8 dams, 118 Water Treatment Plants and 52 Wastewater Treatment Plants; over 3,500 ancillary facilities and 20,000 miles of pipeline islandwide. Some of the BOD s areas of engagement were: Authorized update the rate structure; Page 6 of 7
7 Approved the strategic plan which included effective utility management principles; Approved strategies for developing the digital client experience; Conducted an evaluation for the human resource management through workload capacity analysis; Approved the strategies to manage the worst drought in PR history. Ex Officio Board Member, Puerto Rico Public Building Authority (PRPBA) Jan 2013 Dec 2016 As BOD Member, was actively engaged in the establishment of critical policy aspects of this public corporation that is the PR government entity in charge of addressing the design, construction, rehabilitation, development, operation and administration of the public building that required by government agencies and instrumentalities in Puerto Rico The PRPBA is responsible for the administration and maintenance of 2.9 Million s.f. of government office facilities including schools, hospitals, police stations, correctional facilities, and government centers amongst others. The BOD s has been actively engaged in reducing operational expenses to achieve fiscal balance including reduction in payroll, contracted and professional services, reduction in utility expenses through energy efficiency projects and aggressive repayment of outstanding rental fees. Ex Officio Board Member, Automobile Accident Compensation Administration (ACAA) Jan 2013 Dec 2016 As board Member of ACAA, we had the corporate power of this public corporation, that has the objective to reduce the tragic social and economic impact produced by traffic crashes over families and other dependents of the victims through the coverage of a yearly insurance premium that is mandatory to all vehicle titleholders. ACAA provides medical and hospital treatment. victim compensation, and fatal victim s dependent compensation to prevent they fall in total abandonment. The BOD of ACAA had the task to improve the financial condition of the corporation. To achieve this we: Managed investment policy decisions for a $150 Million Insurance Fund; Achieved results of 6.1% annual returns since 2013; Reduced the operational costs from $97.4 Million to $86 Million an 1.7 % reduction, it lowest in 15 years; Improved customer service by reducing wait times from one hour to less than 15 minutes with technology; Reduced expenses in the medical treatment division and reduced fraud by effective prevention Improved case management to allow for a more efficient organization. Ex Officio Board Member, Puerto Rico Land Administration (PRLA) Dec 2016 The PRLA is a public corporation of Puerto Rico and it is part of the Department of Economic Development and Commerce. It has the main purpose to serve as facilitator and expert in real estate transactions that other government entities might require to develop effectively their public policy and work plans in the acquisition and land development for different projects of public interest. With this in perspective the PRLA promote the development of commercial, industrial, tourism, agricultural land leases. As part of the BOD s, some of the critical aspects we: Increased by 20% the leased contracts; Increased 45% the yearly revenue for regular leases; Increased occupied commercial space from 30% to 98%; Achieved total contract value of $125 Million for leased and developed property; Promoted the award of over 550 new hotel rooms developments; Leased more than 1300 acres for agricultural projects; Invested almost $8 Million in strategic property purchases and $13.5 Million in land swaps. Ex Officio Member of the Board, Special Communities Perpetual Trust Jan 2013 Dec 2016 As member of the BOD, we were able to provide financial or any other type of assistance to government agencies and instrumentalities in order to foster and pay for the development of the Special Communities infrastructure. It has the power to grant financing to individual or entities that provide handling, support and technical assistance for the development of projects in the Special Communities. During our tenure, we were able to advance and complete a total of 25 projects with an investment of $45 Million in over 23 municipalities improving the quality of life of hundreds of residents in the Special Communities in Puerto Rico.
