3 1946 Food for Europe After WWII, European children face famine and disease. The United Nations International Children s Emergency Fund (UNICEF) is created to provide them with food, clothing and health care UNICEF procures over $3.519 billion (USD) in supplies in 108 countries. Of this $379.1 million is for emergency supplies. 3 Introducing UNICEF

4 Uses of Staff Office and Accommodation The structures can be used for : Office space Meeting Rooms Staff accommodation Must be flexible, rapidly deployable, able to be erected quickly and be able to be flexible to be moved on differing modes of transport e.g. small fishing boats, donkeys

5 8 Categories of Requirements were identified Supply chain: made available through offshore procurement; Climate: suitability in relation to the climate conditions of a context; Hazards: suitability in relation to the hazards a context is exposed to; Structural functionalities: as buildings, the user perspective; Durability and Maintenance: performance throughout its use in a response; Post Operational Management: once they are no longer needed; Cost: throughout the supply chain and while in use; Timeliness: timely deployment and making ready-for-use

6 UNICEF Guiding Procurement Principles Promotion of objectives of UNICEF Fulfilling the mandate, goals and objectives Fairness, integrity and transparency through competition Clear & appropriate regulations/rules applied to all suppliers, fair process, equal treatment of suppliers, transparent system) Economy and effectiveness Meet requirement in terms of quantity, quality, timeliness at the right place. Economy=minimize cost, Effectiveness=meet end-user interest. Best value for money Consider the optimum combination of factors in meeting the end user needs; BVM does not mean lowest cost but best ROI.

9 How to provide an offer Review all the documents provided Provide a technical and commercial proposal before the 11 th of December 2017 Provide a sample of item 0010 and 0020 Staff structure before the 23rd of January 2018 It is acceptable to submit 1 structure only for Items 10 & 20 and the corresponding furniture packs for each

10 What documents should be included in the technical and commercial proposal A completed and signed Bid Form, page 3 of the RFP document Commercial Proposal A completed Annex 4 Commercial Information Sheet Additionally bidder s format may be submitted Technical Proposal A completed Annex 3 Technical Evaluation criteria Sheet Any certificates, drawings, designs, photos, etc. bidders may consider necessary for evaluators to asses the information provided in the completed Annex 3

11 Next Steps The TPP will remain indefinitely on the UNICEF website as an information source. Date of submission of technical and commercial submissions is 11 th December 2017 Date of submission of samples is 23rd January 2018 Award of LTA in 2018 All comments and questions should be sent to

14 Evaluation Process Submissions consisting of a technical proposal and a sample qualifies for technical evaluation. Submissions meeting the minimum score of 360 qualifies for commercial evaluation. Top 5 highest scored submissions (tech & comm 70/30 weighting) qualifies for sample evaluation. Submissions failing to meet minimum score of 63% is excluded until a total of 5 submissions have passed the sample testing.
