INTRODUCTION The Urban Land Institute is pleased to be presenting the ULI Urban Open Space Award in In the spirit of the 10-Minute Walk Campaign, the ULI Urban Open Space Award will recognize vibrant open spaces including parks, plazas, squares, memorials, linear parks and trails, or other types of nontraditional parks and open spaces that have been instrumental in promoting healthy, sustainable, and equitable outcomes in communities. The program honors the full impact of the open space from the look and feel of the space to how intensively it is used and its economic and social impact. Submissions will be accepted starting in January 2018, and will be due by March 5, The ULI Urban Open Space Award was established through the generosity of Amanda M. Burden, former New York City planning commissioner and 2009 laureate of the ULI J.C. Nichols Prize for Visionaries in Urban Development. In 2011, the Kresge Foundation, MetLife Foundation, and the ULI Foundation joined forces to continue the ULI Urban Open Space Award through In 2015 the Urban Land Institute continued its support of the initiative and opened the program to global submissions. In 2018 and 2020, ULI will again honor outstanding projects in conjunction with the 10-Minute Walk Campaign, which is promoting the bold idea that everyone in urban areas should live within a ten-minute walk of a high-quality park. 2 II. RECOGNITION The ULI Urban Open Space Award is awarded directly to urban open spaces. The award will select up to five finalists, with up to two award winners. Submissions from around the world are encouraged. At least three finalists and one of the award winners must be located in the United States. The winners of the ULI Urban Open Space Award receive a commemorative plaque and a certificate and will be recognized in an announcement before the end of The recognition will cite the various groups instrumental in delivering and operating the project. Further recognition for finalists and winners also typically includes announcements in Urban Land magazine, on the Institute s home page, and through other ULI and partner communication channels. III. ELIGIBILITY In selecting finalists and winners, ULI will seek to recognize diverse open space typologies and geographic locations. In addition to large, flagship projects that may represent significant regional or city investments, the award also seeks to recognize neighborhood-serving spaces that add to the quality of life in communities. The award considers parks, plazas, squares, memorials, linear parks and trails, and other nontraditional park and open space typologies. Applications are open to everyone, not just ULI members. Typically, submissions are made by a group responsible for the creation, maintenance, programming, or marketing of the open space. Applicants may be public organizations, nongovernmental organizations, developers, designers, community advocates, and others. Projects competing for the ULI Urban Open Space Award should: Have been open to the public at least one year and, in general, no longer than 15 years. Be predominantly outdoors and inviting to the general public. Be a high-quality and lively gathering space, providing abundant and varied amenities such as seating, access to sun and shade, nature, trees, and plantings. Be used intensively on a daily basis and act as a destination for a broad spectrum of users throughout the year. Offer features that provide many ways for visitors to enjoy the space. Offer programming that engages diverse groups of people of all ages, abilities, and economic backgrounds. page 2 of 5

3 IV. EVALUATION CRITERIA ULI Urban Open Space Award submissions will be evaluated according to the criteria outlined below. Though a submitted project does not have to meet all these criteria, it should meet most of them. Design o High-quality overall design that is inviting and engaging for people from a variety of backgrounds. o Features or design strategies that promote resilience and reduce environmental vulnerabilities. o Features or design strategies that enhance access to nature. o Features or design strategies that honor local history, heritage, and arts and culture. o Features or design strategies that promote physical activity. Programming o High-quality and diverse ongoing programming. o Intentional outreach and engagement of minorities and historically disadvantaged or low-income groups. Benefits to the community o Features that promote community health and well-being. o Positive economic impacts on the surrounding neighborhood. o Location in or prioritization of disadvantaged neighborhoods or community members. Partnerships and funding o Innovative partnerships with public and private partners that sustain park excellence. o An innovative or particularly thoughtful funding model for capital and ongoing operations and maintenance. Demonstration value o Features or strategies that provide lessons and techniques that could be adapted for use in other communities. V. EVALUATION PROCESS An experienced ULI-member jury evaluates award submissions. Jury members are carefully selected to achieve regional balance and to represent all areas of required expertise. ULI jurors adhere to the ULI Code of Ethics and advocate for the ULI mission, and in doing so apply the highest standards of evaluation and professional practice. Jury members rotate through a twoyear service period. page 3 of 5

4 After an extensive award process briefing each juror is assigned a number of submissions to review in advance of the first group meeting. During this meeting, typically held over the course of two days, each juror presents to the rest of the group his or her assigned submissions for debate, and evaluation. This process typically results in identifying a set of finalist projects, which are then subject to another round of evaluation. Finalists and non-finalists will be notified of their status shortly after the first meeting, which will take place in May Jurors then coordinate visits to each finalist project site in order to gain a deeper understanding of the project. The jury then convenes in a second and final meeting at which each project is reviewed again. After deliberations, the winner (or winners) of the ULI Urban Open Space Award is selected. Award announcements will be made before the end of VI. SUBMISSIONS The submission form and associated materials are available at the ULI OrgSync platform: Submissions are due March 5, When filling out the submission form, submitters can save their work at any time, then return to it later to complete it. It is best to save the submission-in-process often to avoid potential problems with connectivity or software glitches that may cause a loss of data. Once formally completed and submitted, if you would like to add to or modify your submission before the deadline, contact awards@uli.org describing your circumstances and requesting that your submission be reopened. Incomplete submissions are not evaluated by the jury. Before the final submission of a project for consideration, ULI does not have access to the form or the related information being provided. Be sure to allow time for uploading your submission materials. The same user can submit several projects in the OrgSync system for consideration for the award. Each submission must be fully completed before the next one is entered. As an alternative, different user accounts can be established to allow the input of several applications at the same time. page 4 of 5

5 VII. AUTHORIZATION Each submission must include a digital authorization signature. The authorization must identify the designated public official, owner, or representative responsible for submission of the project for consideration for the ULI Urban Open Space Award. The signatory will be required to do the following: Acknowledge that ULI may use and reproduce the information on the application and any supporting materials provided (including images), unless notified otherwise. Verify that there are no pending or impending concerns with the project's financial condition, debt, equity, or public agency subsidy; or, if there are, acknowledge that they must be disclosed during a site visit. Identify in the submission the individual or organization that will receive plaques, certificates, and other associated recognition if the project is selected as an award winner. Verify that he or she has full power and authority to provide this information and to grant these rights and permissions. VIII. ENTRY FEES An entry fee must accompany each project submission. Fees are determined by the type of company or organization entering the submission, not by the type of project. Fees for the 2018 Urban Open Space Award are: Public sector agency: $200 Nongovernmental organization: $200 Private sector: $500 If the fee presents a significant problem for a potential submitter, ULI has a small number of fee waivers available for public sector and NGO submissions. Please note your need for a waiver and make your request in the payment comments section of the submission form. PayPal is the preferred method of payment. The application for participation in the awards program provides submitters with a link to a secure site where they make their payments and complete the submission. If for some reason your organization is unable to pay via PayPal, please note that in the comments section and ULI staff will follow up with an alternative means of payment. IX.
