6 INLAND RAIL Federal Budget Announcement 2017/18 The Federal Government announced an additional $8.4 billion funding commitment to deliver Inland Rail, via an equity investment in ARTC. Consistent with the Government s announcement as part of last year s Federal Budget that ARTC would deliver Inland Rail in partnership with the private sector, the Government has also confirmed that the 126km section from Toowoomba to Kagaru in Queensland will be delivered through a Public Private Partnership. This is a significant commitment that will benefit Australians living in out cities and in our regions. 6

7 INLAND RAIL Programme A once-in-a-generation Programme of works which will, when completed, connect regional Australia to domestic and international markets, transforming the way freight is transported around the country. The spine of the national freight network with a new 1,710km freight line linking Melbourne and Brisbane via regional Victoria, New South Wales and Queensland. It will support Australia s four richest farming regions; provide supply chain benefits and substantial cost savings for producers. 7

8 INLAND RAIL Background A new ~1710km freight rail line from Melbourne to Brisbane via regional VIC, NSW and QLD. A road-competitive rail service based on transit time, reliability and cost (<24 hours Melb-Bris). Completes the backbone of Australia s freight rail network, Inland Rail is the safe, sustainable solution to Australia s freight challenge and will transform the way we move freight around the country. Utilises more than 1200km of the existing network reducing community impacts and land costs. 8

12 PARKES TO NARROMINE (P2N) Overview The Parkes to Narromine Project is a priority for the Federal Government. Construction is to commence in Q It is the first of 13 projects within The Inland Rail Programme to commence construction. Key operational line within the ARTC network, with key freight and mining customers. Strategic location along the Inland Rail route as it provides connectivity to the West. ARTC have an established brand in the area, with a Provisioning Centre servicing the region. 12

13 PARKES TO NARROMINE Scope Summary 107 km (Brownfield) upgrade to 25TAL 5.3 km (Greenfield) North West Connection 3 new crossing loops concrete sleeper replacement 16 turnout renewal or upgrade 60 kg rail replacement 161 culvert renewals 71 level crossings upgrade 304 utility crossings. 13

14 PARKES TO NARROMINE (P2N) - SCOPE P2N is a 107 km brownfield section and involves upgrading the existing track within the ARTC existing rail corridor. Key features: upgrading approximately 107 km of the existing track constructing 3 new crossing loops (including ARTC engineering sidings) renewal/upgrade of existing turnouts on the main line replacing approximately 161 culverts upgrading, relocating or consolidating 71 level crossings constructing the 5.3km new Parkes North West connection greenfield corridor Services relocation, including gas, electricity, communication local signalling works ancillary works also include flood immunity works, improving stormwater and drainage, and establishing or upgrading existing fencing of the rail corridor 14

15 CLIENT SUPPLIED MATERIALS Materials Supplied by ARTC The following key materials are intended to be free-issue to the construction contractor: 60kg Australian Standard plain carbon rail 30 TAL heavy duty concrete sleepers turnouts and turnout motors. 15

16 PARKES TO NARROMINE (P2N) Environmental Approval The EIS was released for public consultation in July/August ARTC are in the process of answering the submissions resulting from the public exhibition. EIS Approval is anticipated in February

17 PARKES TO NARROMINE (P2N) Detailed Design The Detailed Design (DD) Service Provider has been engaged and is currently undertaking geotechnical investigations and survey work. The DD Service Provider will provide deliverables on accelerated timeframes between September 2017 and June/July The accelerated DD involves a 20km section of track north of Goonumbla. The DD deliverables will progress on the following timelines: 30% Design Development (20km section) late Oct % Design Development (20km section) early Feb % Design Development (20km section) early April 2018 IFC Design Development (20km section) mid May

20 PARKES TO NARROMINE (P2N) Three-Phased Procurement Process ARTC will select the Contractor who will construct the P2N Project through the following three-stage competitive tender process: 1. An open Registration of Interest Phase (this phase) including an Industry Briefing, to filter to bona fide parties, with the intention to shortlist approx. 6 parties to proceed to the Expression of Interest (EOI) Phase. It is ARTC s current intention to conduct some face-to-face market sounding at the conclusion of this ROI Phase. 2. An EOI Phase, based on technical and financial capability, approach to safety and quality, commercials, project specific activities, local participation and experience in working collaboratively through an interactive tender process. The outcome of this phase will be to develop a shortlist of a maximum of 3 parties to proceed to the Request for Proposal (RFP) phase. 3. An interactive RFP phase involving a maximum of 3 parties to determine a preferred Contractor to deliver the P2N Project. 20

23 PARKES TO NARROMINE (P2N) Three-Phased Procurement Process Phase 3 RFP Phase: The purpose of the RFP Phase is for the Shortlisted Respondents to engage in a collaborative and interactive tender process with ARTC to develop their final Proposals The procurement process has therefore been structured in a bespoke manner to cater for the balance of progressively completed Detailed Design The process reflects an increasing level of design information delivered in a staged manner by the DD Service Provider during the RFP Phase The underlying Contracting Strategy for the P2N Project is by way of a Construct Only delivery model, noting that IFC Drawings will be progressively issued. Noting the timing of the procurement and target date for Contract Award, the process allows for a buildup of a firmer dollar arrangement (particularly considering that the works are relatively uncomplicated), with Target Cost arrangements on specific elements. Details will be contained in the RFP. 23

25 PROBITY Probity objectives: transparency of the tender process obtaining best value for money management of conflicts of interests confidentiality accountability of the process monitoring and evaluating performance of the process. Ensure that all tenders: are evaluated fairly that no Tenderer is given an unfair advantage that no Tenderer is unfairly disadvantaged. 25

26 PROBITY Role and involvement of the Probity Advisor: confirmation that appropriate processes are in place attendance at all scoring evaluation meetings and meetings with Tenderers independent oversight of and reporting on evaluation process resolution of probity issues. 26
