Cc: 'Vivienne Handy' Subject: Tippen Bay Wetland mitigation 1 of 2 Good afternoon, Mary, I would like to ask you to review the attached map and historic aerials concerning a cultural resource survey of certain areas of the Tippen Bay Wetland restoration plan (areas noted as 211 on the restoration plan, coming in a second ). I have also attached is DHR letter referencing project. I believe that the area along the De Soto County line that is to be surveyed as a Phase I area for this project is not necessary. It appears to me that the 211 land along the southern border is comprised of a canal berm created when the canal was dredged, as noted in attached aerials. It is my understanding that these 211 lands are to be graded and then the wetland restored as it was previously. I don t think there is any archaeological potential for this southern portion of the 211 lands I believe the Phase II which will focus on the 211 land in the northern part of the project area has some archaeological potential and should be surveyed when that part of the project is initiated. We agree with your assessment of the Phase 1 situation and that there s no real need to survey, as we won t be disturbing anything that hasn t historically been impacted already!! SWFWMD and DHR however, seem to be firm in their demands. Do you have any pull in this regard now that you ve done a desk top review? We d be happy to compensate you for preparation of a letter or other DHR coordination that may help. Then (I promise!) we ll use you to do the Phase 2 when the time comes! And yes, you are very likely to get stuck in the Phase 1 area!! The cost is high because of access issues. Also, I really think that the area in Phase 1 does not need surveying historic aerials show what is not land was the result of the ditch/berm? It was all very low and wet. While I believe that wet situation will be restored, I can t figure why we would want to survey artificially created areas before they are restored to wetlands. That s just my thought. Also the Phase 2, we are not sure of access, here either. 4 wheel drive vehicles will, I bet, get stuck. So the costs reflect trying to get the survey areas and then out of them again!

Gray Building Attn: Mr. Christopher Hunt 500 South Bronough Street Tallahassee, FL RE: DHR Project File No.: /3238, Application No. SAJ : Tippen Bay Wetland Mitigation Bank, Desoto County Dear Mr. Hunt: Thank you for your letter of December 1, 2014, requesting that the above referenced property be subjected to a professional cultural resources assessment survey. We appreciate your interest in the property, and share your concern in protecting Florida s historic properties. As this project is a proposed mitigation bank, very little construction or earth work activity is proposed on the site. Wetland creation and enhancement involving the removal of approximately 6 inches of topsoil is proposed for approximately 140 acres of pasture that has already been heavily impacted by land clearing, ditching, draining, cattle grazing and introduction of nuisance and exotic plant species. Other than the placement of water control structures for hydrological restoration and backfilling three cattle ponds, no other construction activities or earth work is proposed on the 1,430 acre property. Additionally, we anticipate permit special conditions from state and federal resource agencies that generally state that if unexpected cultural resources are encountered at any time within the project area, work should cease in the immediate vicinity of such discoveries and the permittee, or other party, should immediately notify the State Historic Preservation Office and the resource agencies. With the above described avoidance and minimization efforts, permittee commitments to permit special conditions, and the eventual placement of a conservation easement over the entire property, we anticipate no impacts to significant archaeological and historic properties. As such, we feel that a project wide professional cultural resources assessment survey is not warranted at this time. Thank you again for your interest in the project.
